NARRATIVE
25-6100 ACC INJ
On 7/15/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a collision involving a parked vehicle near the
intersection of Olympia Ave NE and NE 10th Ct Renton/King/WA. Responding officers arrived on
scene and advised that they had one driver with a complaint of pain and started RRFA.
I arrived on scene and located both vehicles, RRFA was on scene and evaluating the injured driver.
Unit 2, a blue 1999 Toyota Camry WA/258ZXF, was facing south on the west side of Olympia Ave NE
in the 1000 block. It had damage to the front bumper, quarter panel, and driver door. The owner
advised that the vehicle was parked on the street and unoccupied at the time of the collision.
The driver of Unit 1, a gray 2015 Toyota Camry WA/BSF8127 was stopped against the north curb of
NE 10th Ct. Unit 1 had damage to the driver side front bumper and quarter panel as well as the read
driver side quarter panel. The driver was identified by her WADS as Itza N Bella Salmeron DOB:
8/7/2003. Itza said that she was driving north on Olympia Ave NE at a very slow speed. She said that
she suddenly lost control and veered into the parked car, after striking the parked car she veered
back and hit the curb on NE 10th Ct. Itza had a complaint of pain to her neck but declined to go to the
hospital.
Itza advised that her daughter, Heidy Quinones DOB: 11/11/2023 had been in the passenger side
rear seat at the time of the collision. Itza said that she did not have a car seat for Heidy as it was in
her husband's vehicle, and he was at work. She said that Heidy had only the lap and shoulder belt. I
looked at Heidy and did not see any visible injury.
I completed Sector Citation #5A0563867 for 46.61.687 for Failure to Use Child Restraint Device
While Driving and RCW 46.61.100 Failure to Drive on Right Side of Roadway.
The definition for 46.61.687 is as follows.
46.61.687: (1) Whenever a child who is less than sixteen years of age is being transported in a motor
vehicle that is in operation and that is required by RCW 46.37.510 to be equipped with a safety belt
system in a passenger seating position, or is being transported in a neighborhood electric vehicle or
medium-speed electric vehicle that is in operation, the driver of the vehicle shall keep the child
properly restrained as follows:
(a) A child under the age of two years must be properly secured in a child restraint system that is rear
-facing until the child reaches the weight or height limit of the child restraint system as set by the
manufacturer. A child may continue to be properly secured in a child restraint system that is rear-
facing until the child reaches the weight or height limit of the child restraint system as set by the
manufacturer, as recommended by the American academy of pediatrics.
46.61.100:
This citation should be mailed to Itza.
Both vehicles were of roadway and both owners advised they would call private tows.
