EG14454 CASE# 25-6483 OF COLLISION 07/28/25 08:41 OF CbLLI510N NARRATIVE On July 28, 2025, at approximately 0841 hours, I was dispatched to a two-vehicle collision near the intersection of Factory PL N and N 4th St, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and determined that Unit#1 sustained heavy damage to the front bumper. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1, identified as Willian J. Mantilla-Arias, said he was the sole occupant of his vehicle and was traveling westbound on N 4th St and approaching the intersection of Factory Ave N when the collision occurred. Willian stated he was in lane 2 of 4, when he realized his breaks had become defective. He pressed on his breaks, but the vehicle would not stop. He stated he intentionally drove into the back of Unit 2, to stop his vehicle from moving forward. Willian stated that he simply was unable to stop and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2, identified as Linda R. Ryan, said she was the sole occupant of her vehicle and was also traveling westbound on N 4th St and approaching the intersection of Factory Ave N . While she slowed down for queued traffic, Unit#1 collided with the rear of Unit#2 causing moderate damage to the rear of Unit#2. The driver of Unit#1 (Willian) violated RCW 46.37.360(1) -Maintenance of brakes. This is defined as all brakes shall be maintained in good working order and shall be so adjusted as to operate as equally as practicable with respect to the front and back wheels and to wheels on opposite sides of the vehicle. Based on the above statements, I determined that the Driver of Unit#1 (Willian) is the proximate cause for the collision due to failing to maintain his brakes. I cited Willian via mail. Unit 1 was impounded because Willian's insurance does not cover the tow fee and he could not pay for the vehicle to be removed from the roadway. Unit#2 was driven away without further incident.
