The following briefly describes the application and the necessary Public Approvals. See also https://bit.ly/2L7f0sG PROJECT DESCRIPTION: 2018 DOCKET 13 GROUP A & MULTI FAMILY TAX EXEMPTION Submittal Requirements – The Department implemented electronic plan review for land use, building, and construction permits effective April 2017, therefore the Code needs to be updated to reflect the new electronic standards and remove references to paper copies. Additionally, the text amendments include several changes that have been made to the submittal requirements to assist in permit review. Street Name Changes – The proposed code amendments would change the way street names are assigned and allow co-naming of streets as a way to honor individuals and organizations who have made significant contributions to the betterment of the community. Short Term Rentals – In recent years short-term home rentals have become a popular alternative to hotel lodging. The proposed amendments would create standards for short term rentals in relation to business licenses, owner- occupancy requirements, maximum number of guests, off-street parking, safety regulations, and property maintenance. Downtown Window Transparency – The proposed code amendments would incorporate design standards found in the Renton Downtown Civic Core Vision and Action Plan into the Renton Municipal Code. Specifically, the amendments would prohibit window screens that block or reduce window and door transparency in Downtown. Multi-Family Tax Exemption (MFTE) – MFTE is an incentive adopted by the City that exempts multi-family housing from paying the property tax on the value of the housing portion of residential improvements. Already permitted in the Downtown and Sunset area, the proposed amendment would create a third eligible area for the MFTE incentive, the City Center Transit Oriented Development area. Additionally, the proposed amendment would add a three year extension to the existing sunset provision. DATE OF APPLICATION: May 14, 2018 NOTICE OF COMPLETE APPLICATION: May 18, 2018 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
