Continued Planning and Development Committee Chairman Rockhill presented committee report regarding consideration of the Appeal by the Puget Sound Power and Light Co. regarding ,SP 100-80,E-122-80 and found no error, recommended by a vote of 2 to 1 , that the Council concur in the recommendation of the Hearing Examiner as set forth in his decision of 12/30/80. Discussion followed. Attorney Kenneth Shellan emphasized three points: Hearing Examiner has imposed roadway systems development charge affecting all roadways in the City. Shellan claimed no ordinance has been adopted which would permit fees to be assessed and suggested assessment could be imposed at the time of site approval hearing following adoption of the systems development charge ordinance; further claiming imposing fees is illegal without an ordinance. Upon Council inquiry, City Attorney Warren explained authority for establishing fees for mitigation of environmental impact is granted with the National and State . Environmental Policy Act. This would be in conjunction with the approval of street and storm drainage plans for the plat of Parkridge East. We intend to divert storm drainage from drainage course "A" to drain- age course "B" as shown on the attached exhibit. This diversion will be accomplished through a tightline system along the Westerly boundary of Tract "A" of the aforementioned plat. We are sure that you are aware of the fact that the City has experi- enced severe erosion problems within the Springbrook watershed. Drainage course"A" is where these problems were concentrated. Therefore, this is the primary reason for diverting some of the flows to drainage course "B". We have conservatively analyzed the basin which contributes storm water runoff to the Springbrook watershed and have determined that the existing system along S.E. 200th St. may become overtaxed and as a result the runoff would back up and pond until it reaches an elevation of 377.20. Once the water reaches this elevation, which is the low point in the vertical curve on S.E. 200th it would overtop the road and eventually.flow into drainage course "A". To reduce the possibility of the above mentioned overtopping of S.E. 200th we propose to build a retention pond .in the.Southwest. corner of Tract "A" which was designed to retain runoff for the entire plat. At this time the developer intends to leave Tract "A" undeveloped, however the pond was designed to retain the future developed Tract "A" flows.. The primary outlet for the proposed pond is the existing 18" CMP which was installed by King County under their File Number.2000-37. Once the 18" CMP reaches its capacity, the runoff will back into the proposed pond. In effect the 18" culvert will act as a flow restrictor as the upstream flow exceed its capacity of 10 cubic feet per second. • Page 1 of 2 • • • Renton City Council February 26, 1981 The pond has two overflow structures, the primary being an 18" con- crete pipe which will carry the runoff to drainage course "B" and the secondary being. an emergency overflow spillway. If the diversion was not constructed; and we experienced a severe storm, the runoff could overtop the road and potentially aggravate the existing erosion problems previous- ly experienced in drainage course "A". Drainage course "B" was determined to be a great deal more stable and has no history of erosion problems. NEW BUSINESS Utilities Utilities Committee Chairman Shane submitted committee report Committee recommending concurrence with the Public Works Department to Par ridge East grant the requested drainage release to King County for the Drainage Plan plat of Parkridge East. I question, however, if the City wants to hold King County harmless for any damage which would be • caused by this drainage, when the drainage is being permitted to assist the developers of Parkridge East. • I wonder why Parkridge East isn' t getting this kind of a release from King County, rather than having the City obligate itself. In fact, the storm retention system and associated piping will improve the existing storm water flow patterns in this area by diverting some of the drainage to a - secondary drainage basin which' bypasses the main collection area. It is recommended by the Public Works Department that this request be granted. SEATTLE WATER DEPARTMENT FRANCHISE RENEWAL FOR ITS TRANSMISSION LINES IN • RENTON A letter was received from the Seattle Water Dept. requesting a meeting to discuss the aforementioned renewal . After some discussion, it was requested that the Utility Department should review its requirements for the renewal of this franchise and submit it back to the Committee prior to setting up of meeting with the Seattle Hater Dept. 3. DRAINAGE RELEASE REQUEST FROM THE KING COUNTY PLAT OF PARKRIDGE EAST It was moved and seconded that the aforementioned release be granted, sub- ject to approval of the Utilities Division and the City Attorney. The MOTION CARRIED. ` 4. JOINT USE FACILITIES STUDY FOR WATER DISTRICTS #14 AND #63 AND THE CITY 'S WEST HILL AREA A letter was received from RH2 Engineering requestinga meeting be set so they might present their findings of the study. A meeting time was set for Tuesday, March 17, 1981 at 10:00 a.m. for this presentation. 5. TUKWILA/RENTON EMERGENCY INTER-TIE The City of Tukwilla formally declined the City of Renton' s request to participate in the cost of this inter-tie. After some discussion, it was decided to continue negotiations on obtaining this inter-tie from the Benaroya Company. , 6. GARBAGE COLLECTION RATES AND CONTRACT It was moved and seconded that the proposed garbage collection rates be approved as submitted. MOTION CARRIED. DEVELOPMENT CONSULTANTS & LAND SURVEYORS • 409 SOUTH 3rd AVENUE, • KENT, WASHINGTON 98031 (206) 854-2043 February 26, 1981 • City of Renton • City Hall • Renton, WA. 98055 City Council: We would like to request that the City of Renton Utility Commitee and the City Council review our request for a drainage release to be granted by the City of Renton to King County. This would be in conjunction with the approval of street and storm drainage plans for the plat of Parkridge East. We intend to divert storm drainage from drainage course "A" to drain- age course "B" as shown on the attached exhibit. This diversion will be accomplished through .a tightline system along the Westerly boundary of Tract "A" of the aforementioned plat. We are sure that you are aware of the fact that the City has experi- enced severe erosion problems within the Springbrook watershed. Drainage course "A" is where these problems were concentrated. Therefore, this is the primary reason for diverting some of the flows to drainage course "B". We have conservatively analyzed the basin which contributes storm water runoff to the Springbrook watershed and have determined that the existing system along S.E. 200th St. may become overtaxed and as a result the runoff would back up and pond until it reaches an elevation of 377.20. Once the water reaches this elevation, which is the low point in the vertical curve on S.E. 200th it would overtop the road and eventually flow into drainage course "A". To reduce the possibility of the above mentioned overtopping of S.E. 200th we propose to build a retention pond in the Southwest corner of Tract "A" which was designed to retain runoff for the entire plat. At this time the developer intends to leave Tract "A" undeveloped, however the pond was designed to retain the future developed Tract "A" flows. The primary outlet for the proposed pond is the existing 18" CMP which was installed by King County under their File Number 2000-37. Once the 18" . CMP reaches its capacity, the runoff will back into the proposed pond. In effect the 18" culvert will act as a flow restrictor as the upstream flow exceed its capacity of 10 cubic feet per second. Page 1 of 2 4 =. • .i Renton City Council February 26, 1981 • The pond has two overflow structures, the primary being an 18" con- crete pipe which will carry the runoff to drainage course "B" and the secondary being an emergency overflow spillway. If the diversion was not constructed; and we experienced a severe storm, the runoff could overtop the road and potentially aggravate the existing erosion problems previous- ly experienced in drainage course "A". Drainage course "B" was determined to be a great deal more stable and has no history of erosion problems. Since the two courses eventually meet further downstream, this diversion will not have any net effect on the basin as a whole. Yours very truly, .
