Narrative
I spoke to the driver of unit 2, Kelsie Ellis. Ellis stated she was in the left lane traveling east and unit 1 was in the
right lane. Unit 1 tried to make a left turn in front of her causing the accident.
Based on the damage and the statements by the parties involved Willys made an unsafe and improper lane
change/turn from the right lane across the left lane causing the accident. Willys stated he did not have
insurance on his vehicle. I checked his driving status on my MDC and discovered he doesn't have a driver's
license but is eligible.
Willys was cited for failing to provide insurance and given a warning for not having a driver's license. Willy was
instructed to leave his vehicle at the scene until he could get a licensed driver and insurance to pick up the
vehicle. Both parties were given my card and the case number. My Axon camera was on for this call.
