On 7/29/2025 1 received an email from Detective M. Coleman. Detective Coleman received an email from Jessica asking to report a hit and run. I learned Jessica contacted a friend, who is also a detective, at another police department asking for advice to report the incident.The friend knew Detective Coleman and recommended him. Detective Coleman asked me to investigate this case since it involved traffic laws. VICTIM STATEMENT:YU,JESSICA N. I spoke with Jessica on the phone. I verified Jessica's identity when she sent me a photograph of herself holding her state-issued identification. On 7/24/2025 sometime in the afternoon, Jessica's vehicle, a blue 2023 Testa Model Y(WA/ CKT4657), was parked in a parking stall in the parking lot of 1620 Duvall Avenue NE. Jessica's husband, Ilmo Ahn, drove the vehicle to work and it was parked outside of his chiropractic office.The vehicle was unattended at the time of the collision. An unknown vehicle struck the Testa's rear bumper and trunk, causing dents to the trunk near the license plate white the Testa was parked in the parking lot.The driver of the other vehicle did not leave a note or otherwise contact Jessica or her husband, Ilmo. Jessica reviewed the Testa's on-board camera and found footage from the incident, which she uploaded to me via an Axon Community Request. This concluded my conversation with Jessica. The footage was timestamped 07/24/2025, 1402 hours.The footage was captured by a camera that appeared to be mounted on the trunk of the Testa facing to the rear. The footage showed a green Subaru sedan (WA/CSB0361) backing from a parking stall behind the Testa.The Subaru's rear bumped collided with the Testa's rear bumper as the Subaru backed.The Subaru drove forward into the same stall and the driver, a white female with blonde hair, exited the driver door. The female walked over to the Testa, stood at the bumper looking at the rear of the Testa, walked toward the front of the Testa out of camera view, then walked back to the Subaru where the video ends. INVESTIGATION I conducted a registration check of the Subaru's license plate and found it was registered to Atis H. Rennick(DOB: 11/08/1972). 1 viewed Rennick's Washington Department of Licensing photograph via electronic query on my computer and identified Rennick as the driver of the Subaru. SUSPECT CONTACT: RENNICK ALIS H. At approximately 1535 hours, I called Rennick on a phone number I located in a law enforcement database. Rennick admitted she was the driver of the Subaru and did back into the Testa. Rennick said she didn't see any damage to the Testa, but did wait around to see if the owner would come to the vehicle. Rennick left the scene after"about 20 minutes"when the Testa owner did not show up. This concluded my conversation with Rennick. PROBABLE CAUSE Based on my conversations with Jessica and Rennick, along with the damage to Jessica's vehicle, I had probable cause to arrest Rennick for Hit and Run to an Unattended Vehicle, RCW 46.52.010. However, after consulting with Jessica, Jessica did not want Rennick to suffer criminal legal repercussions and decided to handle the issue through insurance. DISPOSITION I facilitated an exchange of information between Jessica and Rennick. There are no criminal charges pending in this case.This case is for documentation only.
