Door(s) Rear Collision 2025-00006634 Paqe 3 OF 6 Case Number 2025-00006634 Officer Narrative Narrative 25-6634 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 08/01/2025 at approximately 0009 hours I was dispatched to a non-injury hit and run which occurred at 530 Mill Ave S, City of Renton, County of King,Washington.The reporting party, Xiaoyi Wei (10/25/1995), stated a white pickup truck with ladders on top struck her vehicle and a neighbor's vehicle while parked on the side of the road.The suspect vehicle then fled northbound on Mill Ave S. I arrived on scene and spoke with Wei. She showed me a video of the collision. In the video I could see a white pickup truck with ladders on top traveling northbound on Mill Ave S.While traveling northbound it collided with the side of Wei's 2013 Ford Escape and then collided with the rear end of a parked 2017 Ram 1500. 1 later met with the owner of the Ram 1500, David M. Zebley(07/20/1979). Neither of the vehicles were occupied at the time of the collision. While speaking with Wei, I saw headlights of a vehicle traveling southbound on Mill Ave S. From where I stood outside of 530 Mill Ave S, I could see it was a white truck with ladders on top. I could hear a tire screeching as the vehicle came closer. I saw the front passenger side of the vehicle had damage consistent with the suspect vehicle involved in the hit and run.Wei stated it was the vehicle involved in the collision. I returned to my patrol car and followed the vehicle to where it parked at 606 Mill Ave S. I activated my emergency lights as the vehicle entered a parking spot in the apartment complex of 606 Mill Ave S. The driver stepped out of the vehicle, and I informed him he was not free to leave. He complied with my commands. I detained him in handcuffs and asked him if he had a driver's License on him. He stated it was in his wallet in his back right pocket. I asked him for permission to retrieve his driver's license from his wallet. He gave me permission and I retrieved his driver's License from his wallet in front of him. I identified the driver as Oscar U. Martinez Mendoza (10/06/1986). Mendoza stated he understood his rights and would speak with me. I asked Mendoza if he was involved in the collision with the two vehicles parked on the side of the road and he said he was. I asked Mendoza why he did not stay at the scene of the collision when it happened. Mendoza stated he drove away to make a U-turn to come back to the scene. I stated I had been at the scene for approximately 10 minutes and observed many spots along the street he could have pulled over into to provide his information to the owners of the vehicles. I asked Mendoza why he did not simply pull over and he stated because he wanted to turn around. I told Mendoza I saw him drive past while I was on scene and asked him why he did not pull over then. Mendoza stated he did not want to park on the road and wanted to park in his apartment complex parking lot. I explained to Mendoza that he has an obligation to stay at the scene of a collision when one has occurred.The time lapse from when the call was created to when Mendoza arrived back on scene was approximately 17 minutes.With the time lapsed it is reasonable to believe Mendoza had no intention of returning to the scene of the collision to provide information to Wei and Zebley. I took Mendoza into custody for Hit and Run Unattended (RCW 46.52.010)which states (1) The operator of any vehicle which collided with any other vehicle which is unattended shall immediately stop and shall then and there either locate and notify the operator or owner of such vehicle of the name and address of the operator and owner of the vehicle striking the unattended vehicle or shall leave in a conspicuous place in the vehicle struck a written notice,giving the name and address of the operator and of the owner of the vehicle striking such other vehicle. Due to call volume and staffing concerns, I cited Mendoza for Hit and Run Unattended (Sector Cite: 5A0440021) and released him from custody. I provided Wei and Zebley with the Renton PD Case number and photographed all the involved vehicles. I uploaded the photographs to AXON. Wei was provided an AXON Community link to which she uploaded the video of the collision.
