Door(s) Rear Collision 2025-00006786 Paqe 3 OF 7 Case Number 2025-00006786 Officer Narrative Narrative ASSIGNMENT/ARRIVAL On 08/05/2025 at approximately 0940 hours, I was dispatched to a 3-vehicle collision in the 3000 block of NE Sunset Boulevard in the city of Renton, King County, Washington. I arrived at approximately 0940 hours. UNIT 1:TOYOTA CAM RY Upon arrival I observed a green Toyota Camry(WA/ BDG7552, Unit 1) parked in the parking lot of 3006 NE Sunset Boulevard. Unit 1 had been moved from its point of rest prior to my arrival. Unit 1 had moderate damage to the front end. UNIT 2: FORD ESCAPE I observed a red Ford Escape (WA/AKA0613, Unit 2) parked in the parking lot of 3006 NE Sunset Boulevard in front of Unit 1. Unit 2 had been moved from its point of rest prior to my arrival. Unit 2 had minor damage to the rear end (smalls dents and paint scrapes) and to the front driver fender(paint scrapes). UNIT 3:TOYOTA VENZA I observed a black Toyota Venza (WA/CFV6508, Unit 3) parked in the parking lot of 3006 NE Sunset Boulevard in front of Unit 2. Unit 3 had been moved from its point of rest prior to my arrival. Unit 3 had minor damage to the rear end (small dents to the bumper and back hatch). DRIVER 1: HUYNH HONG M. Huynh (DOB: 10/03/2001) in the driver seat of Unit 1. 1 positively identified Hong by her valid Washington Driver License. I established Hong as the driver of Unit 1 by her admission. Hong was not injured in the collision. DRIVER 2:WISTERMAN JEFFREY S. I contacted Jeffrey S.Wisterman (DOB: 07/11/1962) standing near Unit 2. 1 positively identified Wisterman by his valid Washington Driver License. I established Wisterman as the driver of Unit 2 by his admission.Wisterman was not injured in the collision. DRIVER 3: KHUU,TOAN T. I contacted Toan T. Khuu (DOB: 07/24/1969) standing near Unit 3. 1 positively identified Toan by his valid Washington Driver License. I established Toan as the driver of Unit 3 by his admission. Toan was not injured in the collision. PASSENGERS I identified Binh T. Le (DOB: 02/18/1973) as Unit 3's right-front passenger, and Nguyen P. Khuu (DOB: 11/10/2001) as Unit 3's left-rear passenger. Neither passenger was injured in the collision. STATEMENT: HUYNH, HONG M. Officer: Gorajewski, Raymond #R12399 Reviewed By: Barfield, Gregory C Date/Time: 08/05/2025 01 :32 Collision 2025-00006786 Paqe 5 OF 7 Case Number 2025-00006786 Officer Narrative-Continued Hong drove Unit 1 east on NE Sunset Boulevard toward NE 12th Street behind Unit 2,which was following behind Unit 3.There was construction near the intersection of NE 12th Street and NE Sunset Boulevard. The number two (closest to center) lane was closed,with traffic diverted from the number two lane to the number one lane. Hong merged into the number one lane behind Unit 2 as Unit 2 slowed for traffic ahead. Hong depressed Unit 1's brake pedal, but her foot slipped off the brake pedal and onto the accelerator, causing Unit 1 to rapidly accelerate and collide with Unit 2's rear. Unit 2, in turn, collided with Unit 3. 1 saw debris and fluid in the roadway left by Unit 1 during the collision that corroborated Hong's statement. Hong admitted to not having insurance for the vehicle. This concluded my conversation with Hong. PROXIMATE CAUSE I determined the proximate cause of the collision by Hong's statement and damage to all involved vehicles. Hong's actions were the proximate cause of the collision, namely her violation of RCW 46.61.400(1), which states: No person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care. CITATION I issued Hong a citation for a violation of RCW 46.61.400(1), Basic Speed, and RCW 46.30.020(1)(a), no proof of insurance (Citation#5A0688583). DISPOSITION All parties exchanged information.
