ASSIGNMENT/ARRIVAL
On 08/05/2025 at approximately 1447 hours, I was dispatched to a two-vehicle collision in the
200 block of S 3rd Street in the city of Renton, King County,Washington.
I arrived at approximately 1449 hours.
UNIT 1: HONDA CR-V
Upon arrival I observed a blue 2016 Honda CR-V(GA/GCR510, Unit 1) stopped facing east in
the 200 block of S 3rd Street in the number two lane (closest to north curb). Unit 1 had minor
damage to the front-passenger fender and bumper. Unit 1 had not been moved from its point of
rest prior to my arrival.
Unit 1 relocated to the 200 block of Shattuck Avenue S after my arrival to clear the road.
UNIT 2: HYUNDAI ELANTRA
I observed a white 2016 Hyundai Elantra (WA/CRF7590) stopped facing east in the number two
Lane just ahead of Unit 1. Unit 2 had minor damage to the front driver doors. Unit 2 had not been
moved from its point of rest prior to my arrival.
Unit 2 relocated to the 200 block of Shattuck Avenue S after my arrival to clear the road.
DRIVER 1•ZHU KAREN A
I contacted Karen A. Zhu (DOB: 01/16/1998) near Unit 1. 1 identified Zhu by her valid Georgia
Driver License. I established Zhu as the driver of Unit 1 by her admission. Zhu was not injured in
the collision.
This incident occurred in the sCity of Renton,King County,Washington State.

DRIVER 2: MAN PAUL U.
I contacted Paul U. Lujan (DOB: 04/01/1966) near Unit 2. 1 identified Lujan by his valid
Washington Driver License. I established Lujan as the driver of Unit 2 by his admission. Lujan
was not injured in the collision.
PASSENGER
Debra K. Lowrey(DOB: 07/14/1961)was the uninjured front passenger in Unit 2.
STATEMENT: ZHU KAREN A
I spoke with Zhu about the collision.The following is a summary of our conversation:
Zhu drove Unit 1 south through the private parking lot of Renton Bistro, located at 212 S 3rd
Street. Zhu intended to enter S 3rd Street, which was a one-way, eastbound street,via the
private driveway from the parking lot.
Zhu stopped before entering S 3rd Street and checked for on-coming vehicles. Zhu's view was
partially obstructed by a vehicle parked along the north curb of S 3rd Street just west of the
driveway.Zhu did not see any hazards, so she entered the roadway.
Just as Unit 1 entered the number two lane of S 3rd Street from the driveway, Unit 1's
front-passenger side collided with Unit 2's driver doors,which was traveling eastbound in the
number two lane.
This concluded my conversation with Zhu.

PROXIMATE CAUSE
The proximate cause of the collision was determined by the points of rest, damage, and Zhu's
statement.
Zhu's actions were the cause of the collision, namely her violation of RCW 46.61.205(1),which
states:
The driver of a vehicle about to enter or cross a highway from a private road or driveway
shall yield the right-of-way to all vehicles lawfully approaching on said highway.
This incident occurred in the sCity of Renton,King County,Washington State.

I authored Zhu a citation for a violation of RCW 46.61.205(1) (Citation #5A0249332) and filed it
with the Renton Municipal Court.
