DLState DLExp Address Primary Phone&Type AdditionalContact Number&Type Additional Contact Number&Type Race Sex DOB- Height Weight Even Hair Collision 2025-00006875 Paqe 2 OF 6 Case Number 2025-00006875 Officer Narrative Narrative *** RTF*** ASSIGNMENT/ARRIVAL On 08/07/2025 at approximately 1649 hours, I was flagged down in the parking lot of US Wheel& Tire, 765 Rainier Avenue S, about a hit and run collision that occurred on 08/06/2025 in the parking lot, 765 Rainier Avenue S in the city of Renton, King County, Washington. I was already there for an unrelated incident. VICTIM INTERVIEW:TORRES BRAVO,JENNIFER I spoke with the victim and reporting party,Jennifer Torres Bravo (DOB: 01/10/2006,verified by Washington Driver License), inside the business.The following is a summary of our conversation: Jennifer was an employee at US Wheel&Tire. The morning of 8/6/2025 Jennifer parked her vehicle, a green 2002 Acura RL(WA/CKT8708), in a parking stall just west of the building. Between around 1130-1200 hours, Jennifer discovered damage to her vehicle. There were scratches and white paint transfer down the passenger side of the vehicle. Jennifer reviewed surveillance footage from the business and spoke with a worker, lose de Jesus Lama Morales (DOB: 12/13/1978), about the incident. Jennifer learned a white Dodge Challenger drove through an empty parking stall between her Acura and another vehicle, and the front passenger bumper scraped along the passenger side of her Acura causing the damage. Jennifer recognized the vehicle as belonging to a frequent customer she knew as "Star" (later identified as Starlette D. Robinson, DOB: 08/13/1987). Jennifer described Robinson as a black female in her 30's, about 5-feet-5-inches tall, about 120 pounds, with possibly a nose piercing and tattoos on both of her hands.Jennifer was able to zoom in on the Dodge Challenger when she reviewed the footage and saw the Dodge Challenger bore Washington license plate This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. The morning of 8/7/2025, Jennifer saw Robinson park the same Dodge Challenger in the parking lot of the business and go into a nearby business Jennifer knew Robinson frequented, Smoke & Vapor at 757 Rainier Avenue S. Jennifer walked toward Robinson in the parking lot to confront her about the collision. Robinson admitted to hitting Jennifer's car the day prior, and said, "Your car was in my way." Robinson offered Jennifer$500 to pay for the damage to her Acura, but Jennifer didn't accept it because she wanted to wait for an estimate to repair the damage. Jennifer got an estimate to repair the damage, which was around $800. Jennifer wanted to report the collision but did not yet want to pursue criminal charges against Robinson. Jennifer believed she and Robinson could work out an arrangement outside of court. This concluded my conversation with Jennifer. UNIT 1:ACURA RL Jennifer showed me the damage to her vehicle. Jennifer's Acura was parked in the parking lot but had been moved since the collision. I saw very faint scratches along the length of the Acura's passenger-side doors. Jennifer said she was able to buff out most of the scratches. WITNESS INTERVIEW: LAMA MORALES JOSE DE JESUS I spoke with a witness to the incident, Jose de Jesus Lama Morales (DOB: 12/13/1978,verified by Washington Department of Licensing photograph). Jose spoke only Spanish, so I used a Language Line Spanish interpreter(Operator#429304). 1 read Jose the Recorded Victim/Witness Statement language from my department issued officer's code book. Jose saw the front-passenger bumper collided with the passenger side of the Acura. The Dodge Challenger drove away without stopping. Jose didn't get a good Look at the driver, but believe they were female. This concluded my conversation with Jose. PHOTOGRAPHS/SURVEILLANCE FOOTAGE Jennifer uploaded surveillance footage of the incident and photographs she took of her Acura shortly after the collision. I watched the surveillance footage, and it showed the incident as Jennifer described. I photographed the damage to Jennifer's vehicle with my department issued cell phone and uploaded the photographs to Axon's Evidence.com. INVESTIGATION I conducted a Washington Department of Licensing records check of the Dodge Challenger's License plate (WA/CFG9388) and learned it was registered to Starlette Danielle Robinson (DOB: 08/13/1987). 1 believe the registered owner, Robinson, is "Star", the person Jennifer knows as a customer and who later admitted to the collision when confronted. DISPOSITION This report will remain for documentation for the time being. The victim, Jennifer, is unsure if she wants to pursue criminal charges.
