The following occurred in the City of Renton, King County, Washington unless otherwise stated.
During this incident 1 was equipped with body-worn camera which records both audio and video.
Portions of the incident were recorded. This report is merely a summary of the incident and is not
intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident I was wearing a department issued uniform or jump
suit and outer carrier vest which was marked with "Police"both on the front, back, and
department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro
badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a
Police Officer.
On 8/11/2025 at 0824 hours I was dispatched to a hit and run collision that occurred near the
intersection of 108th Ave SE and SE Petrovitsky Rd.
I called the victim, identified as Johanna Terrones (DOB: 06/13/1979), and asked what happened.
Terrones stated that she was headed to work in her 2020 Jeep Wrangler (WA LP: CLA5777) on 108th
Ave SE approaching SE Petrovitsky Rd. Terrones stated that as she was about to cross over SE
Petrovitsky Rd to proceed North on 108th Ave SE, a blue 2016 Hyundai Sonata (WA LP: CKD1543)
made a righthand turn from the lane to her left to try and cut across the lane and proceed East on SE
Petrovitsky Rd.
Terrones stated that the other driver refused to stop but did roll down her window and state that she
was going to work before fleeing. Terrones stated that she attempted to follow the suspect vehicle
but lost sight of it in an unknown area.
Terrones described the suspect as a black female in her 30's with curly black hair. Based upon this
information, I believe that the registered owner, Kristin K. Blackwell (DOB: 07/03/1998) is the suspect
in this case. I will complete a photo montage to be presented to Terrones at a later time by another
Officer who is not involved in this case.
This incident occurred in the sCity of Renton,King County,Washington State.

Terrones stated that she would be able to identify a suspect in this case and that she is willing to
assist in prosecution for the crime of hit and run.
Probable cause for the crime of hit and run attended will be determined by the photo montage.
I located a phone number for the suspect and attempted to call her 4 times but was met with
voicemail.
