Upon my arrival, I observed heavy mechanism to the involved vehicles with airbag deployment to one of the vehicles. One of the driver's was stuck inside their vehicle and needed to be extracted. The driver was complaining of pain. The Renton Regional Fire Authority (RRFA) responded to the scene for evaluation. While on scene, I collected each of the involved party's driving information and their independent recollection of the events leading up to the collision. The driver of Unit 1, Nuru Esimyial, said he was traveling eastbound on S 7th St, approaching the intersection of Rainier Ave S in the left turn lane. Nuru stated that he needed to get into the right turn lane, so he activated his right turn signal. A vehicle in the through lane created a gap in traffic, so he proceeded through. As he worked his way into the right turn lane, he failed to notice Unit 2 traveling eastbound. Both vehicles collided in the right turn lane, causing moderate damage to the front right fender and bumper. then spoke with the driver of Unit 2, Blanca Olivera-Mendoza. Her driver's side door was heavily damaged, so she was unable to open it. She stated that she felt pain to her neck and left shoulder. I asked if she had tightness along her spine/back and she said yes. With the assistance of Renton Fire, Blanca was extracted from the vehicle and was later transported to VMC for her injuries. It is important to note that the eastbound lane 1 of 2 on S 7th St becomes a right turn lane at the intersection. Before Blanca was transported, she told me she was traveling eastbound on S 7th St and was approaching the intersection of Rainier Ave S in lane 1 of 2. She intended to make a right turn to travel southbound on Rainier Ave S. As she approached the traffic signal, she observed Unit 1 turn into the side of her vehicle. Both vehicles collided in the right turn lane. Unit 2 sustained heavy damage to the driver's side doors. An independent witness identified as Gerald Pickett stated the Unit 1 made an improper lane change into Unit 2's lane. Unit 1 struck the driver's side of Unit 2. Based on the above statements, I determined that the Driver of Unit 1 (Nuru) is the proximate cause for the cause of collision as he violated RCW 46.61.140(1) which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Nuru made a lane change into Unit 2's lane of travel which had the right of way and was underway. He did not ensure that traffic in lane 1 of 2 was clear of hazard before making the unsafe lane change. I cited Nuru via mail for Improper Lane Usage causing a collision. Unit 1 was drivable and Unit 2 required a tow due to extensive damage. An exchange of information was provided to all involved parties.
