On 07/30/25 at approximately 2136 hours I was dispatched to take an assault report by phone. The victim, William Hinchman (02/15/89), was currently at Swedish hospital in Seattle. He was reporting that at approximately 1920 hours a small blue SUV had backed over his foot in front of the Dollar Tree at 1222 Bronson Way N. I called William and it turns out he was actually at the Dollar Tree at 757 Rainier Ave S when the incident occurred. William told me that he was walking into the Dollar Tree at around 1920 hours when a small blue SUV backed over his left foot. He yelled for the driver to get off his foot which he did by moving forward. William then limped over to the sidewalk in front of the Dollar Tree. William did not believe that the driver intentionally drove onto his foot. The driver of the vehicle, who William described as Indian, 45-50 years old, with medium length black hair, asked if William was ok. William told him no, he was not ok and will probably need to his foot checked out. The driver kept saying that William was ok. He never gave William his name, phone number, address, insurance information, license plate number, or driver's license number. He told William a final time he was ok and then drove away. William got a partial license plate number of TPS but did not see the whole plate or what state it was from. William's wife drove him to the hospital and he decided to call the police to report it once he was there. William was in the process of getting x-rays on his foot when I spoke with him. He said the doctor that was treating him believed his foot might be broken. He also told me a man named Luiz Hernandez told him he witnessed the whole incident and got the license plate of the car. He gave William his phone number but William left it in his car and said he would send me the phone number when he was able to go retrieve it. I drove to the Dollar Tree to see if there were any cameras that captured the incident. The Dollar Tree had a camera on the front of the store but was already closed when I arrived. Pho 88 next door had a camera but the owner showed me that the camera was offline and not recording. Walmart, which is in the same parking lot, did have cameras that captured the incident. At 1910 hours William can be seen walking through the parking lot towards the Dollar Tree north to south. The blue SUV, which appears to be a mid 2000s Mitsubishi Outlander drives in front of the Dollar Tree from west to east. The SUV begins to reverse as William approaches it. William is looking off to the right and the SUV is to the left of him. The SUV then drives onto William's left foot with its rear driver side tire and stops on his foot. The driver must realize he hit something because he then pulled slightly forward to get off William's foot. William appears to walk normally to the other side of the car before bending down and touching his leg. He then puts his hands on his knees and appears to be talking to the driver. The driver never exits his vehicle. William then limps over to a shopping cart and leans on it. He appears to be talking and periodically reaches down to his foot. The entire exchange takes just under 3 minutes. The SUV then drives off and exits the parking lot onto Rainier Ave S. Based on what William told me, since the driver of the blue SUV drove onto William's foot causing him pain and injury and did not remain on scene and provide William his name, phone number, address, insurance information, license plate number, or driver's license number, and did not render William reasonable assistance for medical attention there is probable cause to arrest the driver for RCW 46.52.020 Duty in case of personal injury or death or damage to attended vehicle or other property if the driver can be identified.
