Renton has completed its impact statement for this project and
has now issued the supporting Mitigation Document. The
Mitigation Document is the list of impact mitigating actions,
payments, etc.; which Renton will require of the applicant.
This list is a subset of all the possible mitigating actions
identified in the EIS. It does not incorporate the complete list
of possible mitigating actions in the EIS.
Please review the document and determine if your previously
identified mitigating actions have been included in this final
list. If not, then the City must appeal the document.
The appeal deadline for both the EIS and Mitigation Document is
June 29, 1995, at 5 P.M.
Please let me know if you need support in filing an appeal.

Dear Ms. Blauman:
This letter supplements the August 9, 1994 letter published in the draft Longacres Park EIS. The
main points are that:
DI additional east /west capacity is going to be needed to provide for the additional trips at the West
Valley screenline,
VI peak hour volume information needs to be defined so the relationship between the trip generation
table showing weekday total (24 hour volumes) and peak hours can be understood - the draft EIS does
not provide the bare information contained in the August 6 information tables provided to Tukwila by
Sverdrup,
agreement on S 158 St between Longacres Park and the Exhibition Center or a Longacres Park
volume limitation is needed to define and determine West Valley and Interurban LOS with resulting
mitigation needs,
minor editorial comments are needed to define boundaries of the Renton Valley, detailed
explanation of the "no impacts" determined by the Renton LOS system, and clarification quoting me.
1) Future east/west capacity needed
A concern that will need to be addressed is the total east /west capacity. The Tukwila Traffic
Deficiencies Study used for the Transportation Element included a Strander east /west connection in
the Recommended Action alternative. This is a common screenline for Tukwila and Renton for
east /west traffic at the east side of West Valley; peak hour projections from the Tukwila Traffic
Deficiencies Study, McLeod, and Sverdrup are:

This indicates the need to provide the "Strander capacity" as the 1,500 Boeing increase is
approximately half of the 3,000 total increase projected by Tukwila. Determining the means to provide
this capacity will need to be the subject of future evaluation as Boeing development occurs and
considering affects of transportation developments. RTA, commuter rail, telecommuting, CTRA, bike
trails, and bus system improvements will have significant affect on traffic in this concentrated area.
Peak hour and 24 hour volume information
The Transportation portion (Chapter 14) needs additional information identifying the linkage between
the 24 hour volume generation forecasts for Longacres and for the peak hour volumes. This is not
clearly identified nor explained. Previous work such as the 1991 Longacres Park report had peak hour
volumes for existing, future without project, and future with project. The EIS needs to clarify the
peak hour volumes similarly to other Expanded Checklist or EIS evaluations.

Permanent traffic counters interconnected to communication system (and future signal system) in
Tukwila at the driveway access points will be required to continually monitor volumes assuring the
upper limit of peak and daily totals are not exceeded for traffic originating on Tukwila streets or
destined to Tukwila streets.
South 158 Street volume limits or agreement
The tables of volumes above illustrate that Tukwila is unable to respond to specific impacts on West
Valley - Interurban-I405 ramps. The projected S 158 St volume to West Valley ranges from 500 to 1,500
peak hour trips. As has been discussed, if there is a constraint on S 158 St, then Grady Way volume
increases. If there is no constraint, then the upper limit of S 158 St hasn't been defined for the
combination of Longacres Park and the Exhibition Center and the traffic at West Valley.
An agreement defining the upper volume limit of Longacres Park peak traffic and when it would occur
is one method of providing this predictability. It is understood that the development is to occur over a
period of years and decisions on Strander, 158th, Grady improvements will need to be directly related
to development decisions AND that there are other significant factors affecting the future traffic
including commuter rail, RTA, bus, and technology.
The Exhibition Center internal pedestrian and access safety affected by Longacres Park traffic needs
to be addressed.

The Section 14.4.1.2 "no impact" must be clarified. The lack of defmition of where the peak hour
volumes will be prohibits identifying LOS impacts at specific intersections such as those on West

Valley and Interurban. The response to initial information indicates the additional traffic can be
served and will be on an area wide basis...that the timing of impacts and order of improvements will be
determined as the phasing progresses.
The City of Tukwila supports the Boeing Longacres Park development and will continue to work with
Renton and Boeing.

I have completed the reviewing the Longacres EIS (8/22/94) and
have no Planning Division concerns beyond Public Works
infrastructure issues. I note. that Renton's policy . analysis does
not mention the agreement to link Strander and 27th, nor make
provision for such linkage upon subdivision which typically
occurs in financing construction.
I understand that the previous decision for Public Works to be
the lead agency for Tukwila continues in effect since all issues
continue to be in your jurisdiction.
However, Planning will be responsible for packaging a joint
response if draft comments are submitted by 5:00 P.M. on
Wednesday. Please accept my renewed offer of help to present
your needs in a.SEPA justifiable format.
As previously noted, the deadline for all comments to Renton is
this Friday (10/7), at 5:00 P.M. Postmarks must also be recorded
prior to 5:00 PM.

SUBJECT: Draft Environmental Impact Statement for the Boeing Longacres Office Park (LUA 091 -128 ECF)
Transmitted herewith is NOTIFICATION OF THE EXTENSION OF THE COMMENT PERIOD FOR THE Draft
Environmental Impact Statement for the Boeing Longacres Office Park development.
PROPOSAL: The Boeing Company has submitted conceptual plans for a proposed new office park complex on a
164 acre site'iocated on the former Longacres Park Racetrack property in Renton, Washington.
The proposed 2.5 million square foot development would include offices, an employee center, related support and
utility facilities, and open space amenities. The office park would be developed over a ten year to fifteen year period
in accordance with the corporate needs of The Boeing Company. Approximately 10,0000 employees would work at
the Longacres Office park complex at its completion.
LOCATION: The northern boundary of the project site is formed generally by The Boeing Company's Customer
Services Training Center. The southem boundary lies approximately 1,000 feet south of Southwest 27th Street.
Oakesdale Avenue Southwest, if extended, generally forms the site's eastern border. The Burlington Northern
Railroad tracks form the westem boundary of the project site (and the westem limits of the City of Renton).
IMPACTS: The contents of the DEIS includes discussion of identified potential impacts in the following areas:
earth; air quality; water (surface and groundwater); natural environment (wetlands, terrestrial and aquatic resources);
noise; hazardous materials; land and shorelines use; population, housing and socioeconomics; visual resources;
historic and cultural resources; transportation; utilities and natural resources; public services.
The DEIS generally delineates mitigation measures which may be incorporated into a future Mitigation Document to
address identified significant impacts.
Information in the document will be used by the City of Renton to make informed decisions regarding environmental
review and land use development related to this proposal, consistent with the intent of the State Environmental policy
Act (SEPA).
DOCUMENT AVAILABILITY: The DEIS is available for public review and comment effective August 22,1994.
Copies for review have been provided at the Renton Municipal Library (the Main Branch and the Highlands Branch),
and in the Renton Municipal Building at 200 Mill Avenue South, Renton Washington 98055, both in the Development
Services Divisiort(3rd floor) and in the City Clerk's Office (1st floor).
The DEIS documents (Volume I - Environmental Impact Statement Text) and Volume II - Technical Appendices) are
also available for purchase from the Development Services Division Customer on the third floor of the Renton
Municipal Building. A packaged set of Volume l and II may be purchased for $30.00 plus tax. The volumes may also
each be purchased independently for a cost of $20.00 per volume, plus tax.
PUBLIC COMMENT: Your review of the DEIS and your comments represent an important part of the environmental
review process. Written public comment on the DEIS is encouraged. THE WRITTEN PUBLIC COMMENT PERIOD
HAS BEEN EXTENDED BY FIFTEEN (1 DAYS PURSUANT TO SEPA RULES (WAC 197- 1 -455m AND NOW
WILL END AT 5:00 PM ON OCTOBER 7. 1994. Comments should be delivered or postmarked no later than
OCTOBER 7,'1994'and should be addressed to: Renton Municipal Building, Planning /Building /Public Works

A public meeting has also been scheduled to accept written and oral comments on the DEIS. This public meeting will
be held in the Renton Community Center on September 13, 1994 from 7:00 PM to 9:00 PM. The Community Center
is located at 1715 Maple Valley Highway, Renton, Washington 98055.
FINAL ENVIRONMENTAL IMPACT STATEMENT: After the 30 day review period for the DEIS is completed,
responses to comments will be prepared and incorporated in a Final Environmental Impact Statement (FEIS).
