This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * The following occurred within the City of Renton, WA and was recorded on my body worn camera. On 08/17/2025 at around 1633 hours, I was dispatched to a recent hit and run located at the intersection of NE Sunset Blvd and Edmonds Ave NE. I arrived on scene and located the victim vehicle (2018 Chevy Colorado bearing WA LIC D45943A) was parked on the side of the road with its flashers on. The victim driver was identified by his WA DOL as Tyler A. Hughes 03/05/2004. The passenger (RO of the vehicle) was identified as George Hughes JR 09/07/1965, verified by his WA DL. George explained to me the following: He and his son were traveling Westbound down the hill on NE Sunset Blvd approaching the intersection of Edmonds Ave NE. While driving through the intersection having a green light, a newer 2020'ish Toyota Tacoma traveling South on Edmonds Ave NE drove into the intersection while having a red light. The Toyota's front bumper impacted the front passenger quarter panel of the Colorado, causing major damage and a flat tire. After the impact, the Toyota immediately reversed, then left the scene of the accident continuing to travel East bound on NE Sunset Blvd. There were multiple witnesses still on scene and in-car video of the collision which supported what George was telling me. I viewed an In-car dash camera captured by Bryan Nguyen 02/21/2002. Bryan was facing Eastbound on NE Sunset Blvd, waiting in the left-hand turn lane to turn North onto Edmonds Ave NE. The video showed the Tacoma run the red light, impact the victim's vehicle, then leave the scene East. The Toyota Tacoma was a gunmetal gray color and had a very distinct rack in the bed of the truck. A witness (identified as Balannce, Jared C. 01/05/1981) provided the suspect license plate of C11133Y, which comes back to a Ford F150. George mentioned that he would like to assist in prosecution if the driver is ever identified. George later complained of right knee pain but declined for aid to be called. Bankers arrived on scene and took possession of the damaged Chevy. I collected all witness names and submitted the dash camera video into evidence.com. The witness who had provided the suspect plate mentioned that he might have got one of the numbers mixed up, but he was not sure. In attempts to find the correct vehicle, I searched WA DOL for WA LIC C11333Y, and not C11133Y as it was provided. WA DOL showed that plate as a 2021 Toyota Tacoma registered to 1713 CAMAS AVE NE. I checked the corrected license plate through FLOCK, and observed that the Tacoma was in fact the same truck that caused the collision and fled the scene, with its same distinct color and rack as captured on the dash camera. I went to the registered address and located the Tacoma parked in the driveway. I observed the front of the vehicle and saw damage on the front bumper which was consistent with the collision it was involved in. I contacted PONCE PANIAGUA, MARCELO 10/15/2000 (Verified by his WA DOL photo) who answered the door. I asked MARCELO what was going on with his truck and asked if he had been in an accident today. He mentioned that his truck was "All good" and stated that he had not been in an accident. When asked, he mentioned that he had the keys and that no one else had drove it today. I paused for a moment and informed him that there were multiple witnesses and cameras at that intersection which showed the collision take place. I told him he has a very specific truck with very specific damage, and that it was time to start being honest. MARCELO gave a nervous smile and mentioned that "He knows", stating the reason he took off was because he was scared. He mentioned that he often goes through the light while it's still red when its early in the morning. He mentioned that he then went through the red light today as he did not see any cars coming in either direction. He continued by saying once the collision occurred, he got scared and left the scene. I collected a good mailing address and phone number for MARCELO. Informed him that he would be receiving a citation in the mail for Hit and Run and would need to respond accordingly. MARCELO did not have any questions. I photographed the Tacoma and the damage while it was still in the driveway. There is probable cause to charge PONCE PANIAGUA, MARCELO 10/15/2000 with RCW: 46.52.020 (Hit and Run Attended). MARCELO ran the red light at the intersection because "It was taking too long". As he entered the intersection he collided with the victim's vehicle, causing major damage. MARCELO immediately left the scene, without checking on the victims or offering his information. I completed criminal citation # 5A0056850. I also filled out infraction #5A0056854 For RCW 46.61.050 (Failure to Obey Traffic Control Devise) for willfully driving through the red light because the light at the intersection was cycling too slow.
