The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: August 22, 2025 PROJECT NAME/NUMBER: Monroe Apartments Mixed Use / LUA25-000207, ECF, SA-A, V-A; PR25-000046 PROJECT LOCATION: 414 Monroe Ave NE Renton, WA 98056 (APN 0923059171 APPLICANT/PROJECT CONTACT PERSON: Homero Nishiwaki / 3631 36th Ave W Seattle, WA 98199 / homero@ln- arc.com LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. See also https://tiny4t.com/XhRNEQ PROJECT DESCRIPTION: The applicant is requesting an Administrative Site Plan Review, Environmental (SEPA) Review, and Variance from Commercial Arterial (CA) standards for the construction of a four-story mixed- use building located at 414 Monroe Ave NE (APN 092305-9171). The subject parcel is 15,625 square feet (0.36 acres) in size and is located within the CA zone and Urban Design District ‘D’. The applicant is proposing to construct an approximately 6,800 square foot building with 20 dwelling units, that includes 11 structured parking spaces, 13 surface parking spaces, and approximately 2,245 square feet of ground floor commercial space. The existing 6,061 square foot vehicle service and repair station will be demolished. Access to the site will be gained via one curb cut off Monroe Ave NE. New public improvements include half-street frontage improvements on Monroe Ave NE. According to City of Renton (COR) Maps, the site is not impacted by critical areas. The are no significant trees on-site. Therefore, no trees are proposed for removal. The city’s CA standards require parking for residential units to be enclosed within the same building as the unit it serves. The applicant is requesting a Variance from CA standards to allow for required parking to be located within an under-building parking structure and in a surface parking lot. DATE OF APPLICATION: August 18, 2025 NOTICE OF COMPLETE APPLICATION: August 22, 2025 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non- Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2-120A and other applicable codes and regulations as appropriate.
