Unless otherwise stated, the following occurred in the City of Renton, County of King, State of
Washington.
On 08-20-2025 at approximately 1841 hours I was flagged down in the intersection of Talbot RD S
and S 43rd ST by a female driver who said she was just involved in a hit and run collision. The female
identified herself as Paulette Jamila Makela DOB: 08-14-1973 (verified WADL). Paulette was driving
a blue 2018 Chevrolet Impala bearing Washington license plate BND3251 (VIN
2G11Z5SA9J9177658). Paulette was stopped at the red light facing westbound at the stop light on S
43rd ST that intersects with the northbound I-405 onramp. She was on S 43rd ST. A vehicle came up
behind her and rear-ended her car causing minor damage to the rear bumper. The vehicle then went
around her, turned around in the intersection, and proceeded to travel eastbound on S 43rd ST towards
the 10800 block of SE Petrovitsky RD. The vehicle did not make any attempt to stop and exchange
information. Paulette said a witness came up to her and provided a partial license plate of"BKJ" for
the suspect vehicle. Paulette thought the vehicle was a black BMW, possibly an SUV or hatchback
style with two doors. Paulette said that a white male, unknown age, with brown hair was the driver.
Paulette did not gather the witness information and the witness was not on scene when I arrived.
Paulette did not sustain any injuries.
Since the damage to Paulette's vehicle was to the rear bumper and she was rear ended, it would be
make sense for the damage to the suspect vehicle to be on the front bumper. I took photos of Paulette's
vehicle and uploaded them to Axon under this case number.
A FLOCK search for partial license plate "BKJ"passing through the 1.0800 block of SE Petrovitsky
RD at 1845 hours revealed a black 2017 Lexus CT hatchback passing eastbound through the
intersection. It was bearing Washington license plate BKJ2852 and returned registered to 22116 102nd
PL SE, Kent, WA 98031. Although there were several turns the suspect vehicle could have taken from
the place of collision and the 10800 block of SE Petrovitsky RD, this was the only vehicle that hit on
the FLOCK camera that started with license plate `BKJ". I requested Kent Police respond to the
vehicle address and see if the vehicle was there and attempt to contact the registered owner. Kent
Police responded at approximately 2007 hours and said the vehicle was not in the driveway and no one
was home.
This incident occurred in the sCity of Renton,King County,Washington State.

Without more information, I do not have suspect information. If a suspect can be identified I have
probable cause to arrest for RCW 46.52.020 hit and run to an attended vehicle. The RCW states, "
(2)(a) The driver of any vehicle involved in an accident resulting only in damage to a vehicle which is
driven or attended by any person or damage to other property must move the vehicle as soon as
possible off the roadway or freeway main lanes, shoulders, medians, and adjacent areas to a location
on an exit ramp shoulder, the frontage road, the nearest suitable cross street, or other suitable location.
The driver shall remain at the suitable location until he or she has fulfilled the requirements of
subsection (3) of this section. Moving the vehicle in no way affects fault for an accident." The driver
of the suspect vehicle violated this when they caused damage to another vehicle and did not stop and
exchange information.
I provided Paulette with my business card and case number for insurance purposes.
