EG18207 CASE# 25-6672 OF COLLI ION 08/02/25 00:46 OF COLLISION NARRATIVE 25-6672 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 08-02-2025 at approximately 0057 hours I was dispatched to a report of a hit and run collision that occurred 8 minutes ago in front of a residence located at 331 S 48th CT. Upon arrival, I contacted the victim who identified himself as Harsimranjeet Singh DOB: 06-01-1992 (verified WADL). Harsimranjeet said he found his vehicle damaged in his driveway and had captured another vehicle hitting it on his outside cameras. His vehicle was a purple 2010 Nissan Altima bearing Washington license plate BTD2159. I ran the license plate through WACIC/NCIC and it returned to him at that address. There was damage to the rear driver side of the vehicle. Harsimranjeet pulled up video surveillance of the incident for me to view. The video shows on 08-02- 2025 at approximately 0036 hours a white BMW sedan with tinted windows pulls southbound onto S 48th CT into the neighborhood. It drives past Harsimranjeet's vehicle, then reverses back down the street and hits the driver side rear corner of Harsimranjeet's vehicle. The BMW then proceeds forward out of video length, presumably turns around, and then comes back into view driving forward past Harsimranjeet's vehicle traveling northbound on S 48th CT. The BMW then leaves the neighborhood by turning eastbound out of S 48th CT towards Talbot RD S. The driver of the BMW does not exit the vehicle at any point during or after the collision. The driver of the BMW also does not make any attempt to leave contact information after hitting the vehicle. The road that Harsimranjeet lives on is a dead end and the only exit was for the BMW to head back out the way it entered. Harsimranjeet's video did not capture the license plate on the BMW. He said that his neighbors would likely have it though and would follow up. I provided Harsimranjeet the case number and sent him an Axon link to upload the video I watched. Harsimranjeet uploaded the video to Axon and said he would ask his neighbor during daytime hours about the video surveillance. On 08-02-2025 at approximately 1052 hours, Harsimranjeet called back and said his neighbor provided Washington license plate ABD4723. Officer Ranan collected this information and passed it onto me. On 08-02-2025 at approximately 1720 hours, I ran the license plate through WACIC/NCIC and it returned to a white 2008 BMW 528 sedan registered to Kuldeep S Dahliwal DOB: 01-10-1968 at 12417 SE 265th CT, Kent. I requested Kent Police respond to that address and see if they can contact Kuldeep. Kent Police was able to contact Kuldeep and learned that Kuldeep's son drives the vehicle and was in possession of it during the time frame of the collision. Kuldeep identified his son as Upkar Singh Dhaliwal DOB: 06-10-1991 and provided a phone number. I called Upkar using my department cell phone. I asked Upkar I had video surveillance of his vehicle being involved in a collision. I asked him to tell me what happened the night before and he told me that his cousin was driving the vehicle and he doesn't remember what happened. Upkar was vague and not making a lot of sense. He kept pausing mid-sentence and seemed confused. He provided the name of"Arjun Singh" for his cousin and provided a phone number for him. I called Arjun and he corrected Upkar saying he is his brother-in-law, not his cousin. I asked Arjun what happened the night before and he said that Upkar was driving the vehicle and had been intoxicated. Arjun said he was willing to provide a statement and could meet him at his residence located at 5301 Talbot Rd S, Apt HH103. While enroute, I called Upkar back and told him what Arjun said. I asked Upkar if he would like to change his story, and he insisted that he was not driving and that Arjun was lying. After asking Upkar a few more times to clarify what happened, he asked me if my body camera was on. I told him it was, and he asked me to turn it off. I told him I would not do that. Eventually in the phone call, Upkar told me that he was intoxicated and does not remember what happened. He said he was willing to provide insurance information and do whatever needed to move past this incident. Upkar also told me he has a pending case he is concerned about and that he is worried about Arjun's green card. I told Upkar I would follow-up with him after meeting with Arjun. I contacted Arjun at his address. He identified himself as Arjun Singh Rai DOB: 10-17-1987 (verified WADL). Arjun said that himself, Upkar, and other family went out the evening of 08-01-2025 to the PAGE 3 OF 5 REPORT NO. EG18207 CASE# 25-6672 OF COLLI ION 08/02/25 00:46 OF COLLISION NARRATIVE Hyatt Regency located at 1053 Lake Washington BLVD N in Renton. Arjun said most everyone there consumed alcohol, including Upkar. Upkar drove Arjun home in his white BMW. Upkar turned into the complex just north of Arjun's, which is the entrance to 331 S 48th CT. Upkar drove to the dead end just south of 331 S 48th ST, then reversed to get back onto Talbot. When he did that, he crashed into a car parked in the driveway of 331 S 48th CT. Arjun said he tried to convince Upkar to leave his contact information and Upkar refused. Arjun then showed me text messages from Upkar on his phone from approximately 0800 hours on 08-02-2025 that showed Upkar asking Arjun what happened the night before and what happened to his car. The text messages included photos of the damage to the rear passenger side of the BMW and then questions regarding if there were any cameras that captured what happened. Upkar also stated he was hungover in the text messages. I asked Arjun if he would be willing to send me those text messages or if I could take pictures of the text messages and he said no. Arjun also was not willing to provide a written or recorded statement. Arjun did not want to provide the text messages or a statement because Upkar is his brother-in-law, and he doesn't want to cause any family issues. I told Arjun that Upkar was worried about the status of his green card and Arjun said he has no concerns and is here legally. believe Upkar to have committed the crime of RCW 46.52.010 hit and run unattended vehicle. The RCW states, "(1) The operator of any vehicle which collided with any other vehicle which is unattended shall immediately stop and shall then and there either locate and notify the operator or owner of such vehicle of the name and address of the operator and owner of the vehicle striking the unattended vehicle or shall leave in a conspicuous place in the vehicle struck a written notice, giving the name and address of the operator and of the owner of the vehicle striking such other vehicle". Upkar committed this when he collided with a parked vehicle and failed to exchange any information. I called Upkar back and advised him I would be citing him via mail for hit and run to an unattended vehicle. Upkar said he understood and sent me his insurance information. I contacted Harsimranjeet and provided him with Upkar's insurance information. I completed SECTOR citation #5A0685562.
