We have taken a review of the application and need more information and a few revisions before we can recommend the acceptance of the latecomer's request to the City Council. Below is a summary of our comments and what is needed. • Parcel 7841800085 (305 S. 2nd Street) and 1726100000(419 S. 2nd Street) should be removed from the latecomer's request as they do not benefit from the water extension. The revised civil plans show the water main extension terminating in Whitworth Avenue S.just south of the SPU transmission mains adjacent to your site. The new water main does not pass in front of either of these parcels. • You estimated a total construction cost of$205,688.82 ($186,820.00+WSST of$18,868.82). The estimated cost per linear foot is approximately$670 based on a water main length of 307 linear feet.This cost is significantly higher than what the City's water utility pays for similar water mains installed by contactors on City Capital Improvement Projects. Please ensure all of your quantities are correct and revise your estimate. • Please submit a detailed cost breakdown for the water main improvements from contractor(s)that you are soliciting bids from. See comments on attached mark-ups. Please ask the applicant to review and revise their cost estimate and verify some of the quantities shown on their request. We will also want them to submit a detailed cost breakdown for the water main improvements from contractor(s) that they are soliciting quotes from. There are 2 properties that should not be included in the latecomers since the new water main will not extended across their frontages. We cannot recommend the acceptance of the latecomer's request until we receive and review the above requested additional information and revisions to the cost estimate.
