RE: 60% Petition — North Agape Annexation
Dear Ms. Mathias:
After reviewing the information submitted for the request to annex to the City of
Renton, it is determined the petition does not meet the 60% sufficiency
requirement as stipulated in RCW 35A.14.120. This decision was based on the
following factors:
• Inability to verify a few names on the petition with the corresponding
taxpayer record because of missing tax parcel numbers. Although a
mailing address was provided, it did not coincide with the parcel address;
therefore unable to determine which parcel number the signee was
referencing.
• The City of Renton's total assessed value for the proposed annexation
area was $4,250,200. This was based on values for tax year 2016 (i.e.
2015 assessments) and included parcels consisting of tax exempt
churches and King County-owned property. Values for the current tax
year 2017 (i.e. 2016 assessments) should be used.
• In order to meet the 60% sufficiency requirement for the total assessed
value (as determined by the Department of Assessments) of $3,190,000,
the combined assessed value for property owners who signed the petition
must be at least $1,914,000. According to what was provided to our
office, only 8.75% of the total assessed value was acquired for the
petition.
Our recommendation is for the City of Renton to re-submit the petition once the
60% sufficiency requirement is attained. If you should have any questions,
