Re: 60% Petition— Parker Annexation
Dear Ms. Mathias:
After reviewing the information submitted for the request to annex to the City of Renton, it is
determined that the petition does not meet the 60% sufficiency requirement as stipulated in
RCW 35A.14.120. This decision was based on the following factors:
• Discrepancies in the names on the petition form not matching the accompanying parcel list
displaying the property identification numbers, owners' names, and assessed values for
each property.
o One petitioner signed for two different parcel numbers, but only one of the parcel
numbers is listed under her name on the provided parcel list.
o One petitioner listed a parcel number but did not provide a signature/printed name
and did not date the petition, which excludes it from the 60%.
o Another petitioner signed his name, but input a parcel number that does not match
what is on file with our office.
• In order to meet the 60% sufficiency requirement for the total assessed value of
$11,860,000, the combined assessed value for property owners who signed the petition
must be at least$7,116,000. According to what was provided to our office, only 23% of the
total assessed value was acquired for the petition.
Our recommendation is for the City of Renton to re-submit the petition once the 60% sufficiency
requirement is attained. If you should have any questions, please do not hesitate to contact me at

As you have been informed,the Parker 60% Petition to Annex,which was filed and accepted in
the City Clerk Office as of 7/22/2013, has been declared insufficient by the King County
Department of Assessments. A copy of the determination letter dated August 7, 2013 is
attached. For future reference I have also enclosed copy of a Guide sheet regarding Petition to
Annex content and circulation.

Petition Requirements
60% Petition to Annex
RCW 35A.14.120&RCW 35A.01.040
A 60% Petition to Annex is an attached group or groups of pages, with each group containing identical
pages, and intended to be presented and considered all together as one petition. Each group must
consist of identical pages that meet the following essential elements:
(a) The text or prayer of the petition (a customized cover page that the City can assist with) which
shall include the name of the annexation, the City file number, the name and contact information of
the primary proponent as the Petition Contact, and a concise statement of the text or prayer of the
petition, including a reference to the applicable state statute or city ordinance, if any, and including
any specifics set forth by the City Council at the 10% Public Meeting, such as an excerpt of the Council
meeting minutes or listing of Council's decision to require adoption of a proposed zoning regulation
for the area to be annexed, or requiring assumption of any city indebtedness.
(b) An accurate legal description of the area as a whole being proposed for annexation;
(c) A map of the area that clearly outlines the boundaries of the property sought to be annexed,
with cross-streets labeled to clarify the vicinity, and having an overall quality that enables clear
readability when copied to black and white and viewed from a short distance;
(d) A signature area or pages to include the required legal Warning statement at the top about
signatures as prescribed by RCW, followed by pre-numbered lines for signatures with space provided
beside each signature for the printed name and mailing address of the signer and the date of signing;
and if possible,the signer's tax lot (parcel identification) number within the annexation area and each
parcel's assessed value dollar amount.
Any person considering signing a petition must have included or attached for their review all of the
required content and pages of the petition group as described above. The City of Renton will gladly
assist with forms that meet the requirements. Per RCW 35.A.01.040 (8), any signatures older than six
months are to be stricken from the petition by the officer certifying petition sufficiency, therefore
accurate dating and clear writing by each signer is very important. Signatures, including the original
of any person who has signed a petition two or more times shall be stricken.
The completed 60% Petition to Annex groups must be filed as one Petition document at the Office of
the City Clerk, 7th Floor, Renton City Hall.

PARKER ANNEXATION

TO: Bonnie Walton, City Clerk, City of Renton
I, Chip Vincent, Administrator of the Department Community & Economic Development
of the City of Renton, do hereby certify that I received on the twenty sixth day of July
2013, a copy from the City Clerk of a 60% Petition to Annex for an area consisting of
approximately 20-acres located in the East Plateau Potential Annexation Area. The area
is generally bounded by Southeast 128th to the north, parcel lines which are
coterminous with the Urban Growth Boundary, Southeast 124ths Street to the south,
and existing City limits to the west. Under my direction, action to determine sufficiency
of this petition commenced on the July 29, 2013.
