Dear Council Members,
We are the owners of several parcels of land both adjacent to, and
inside of the most recent proposed Parker Annexation delineation. Our
address is 15630 S. E. 124th street 124th, which is just East of the
annexation boundary. Our parcels, located East of annexation, include:
1123059072, 1123059012, which are currently bordering, but not
included into, proposed Parker Annexation. We also own lots
numbered 9353300390, the lot fronting 156th S.E. on the East and
included in the proposed annexation, and 9353300010, and
1123059079, bordering the south side of 124th street (aka, N.E. 6th
street), east of s.e. 156th street. It is a bit confusing. Please see color
areas of map for clarification. As you can see, our properties, which
include our home, and pastures, will be significantly impacted by this
proposed annexation. We would like to ask that a friendly amendment
of annexation boundaries, to include our tax lot, 9353300010, the
corner lot bordering S.E. 124th street (N.E. 6rh) be included.
Please let it be noted that we are NOT opposed to annexation, or
further development of the area. We enjoy our quality of life here, and
we appreciate the amenities, shopping, restaurants & improved roads
and sewers, which City of Renton has provided. We welcome this
annexation as another step toward surface water and drainage
planning for the larger overview concerning the May Creek Basin.
Indeed, we would prefer that all our land be included into a future
annexation plan, so water/drainage issues could be addressed and
dealt with as a logical sequencing throughout the basin, rather than a
lot-by-lot puzzle
Additionally, and more personally, as the landowners whose properties
are sharing the largest continuous Eastern boundary of the proposed
annexation, we have several questions about development of existing
vacant lots. The most pressing concern for us is that of the surface
water management issues. There have been significant water issues
inside of the proposed annexation boundaries. Nearby large
development to the south of area and the subsequent water runoff
have caused even more volumes of surface water through the
undeveloped lots, and ditches. This has resulted in large areas of
standing water, and local winter storm flooding expands the problems
throughout the northern portions of the areas in the proposed
annexation area.
This portion of the plateau is very flat, with only a slight drop in
elevation for water to move to the north, through inadequate storm
drains, or east, over several level acres, then dropping precipitously to
flow through Coal Creek wetlands and Park, and finally, on down to
May Creek Basin. So any change in the water flow and/or volumes and
runoff from the slightest change in water management, including
proposed impervious driveways, roofs, surface water runoff, and
proposed "draining"of the area, will impact everyone adjacent, and
down streamers of the basin, but first, most especially it will impact
us, since the majority of our land is flat & level pastures. We would
urge the City of Renton planners to closely examine the water issues.
Where will the water be displaced? Are there adequate plans for a
holding pond or drains to deal with the water? What considerations
are there for dealing with a changing water table due to filling &
grading of lots for building future homes, & how will changing water
flows affect long-term residents, as well as anticipated new built
homes?
As long time residents of 30 years in the area, and members of
Citizens Advisory Board for Surface Water Management of the May
creek Basin area, we are very aware of the sensitive nature of the
plateau drain ge & challenges of surface water management. We
would encourage the council members to thoroughly examine these
issues affecting the neighborhood, including drainage, and look toward
a larger view for solutions to water issues regarding the May Creek
basin as a whole, to protect the sensitive areas, and quality of life for
residents, present and future. We would like to urge Renton to
seriously consider moving toward annexation to 168th S.E., so as to
include and address a sensible solution to the basin water problems.
We would ask that this letter be entered into the minutes of the March
11, 2013 meeting, and be read aloud at the meeting, as well.

Dear Council Members,
My company Newfourth LLC owns property in the Whitefence Ranch area which is the proposed Parker
Annexation and we are currently having a home built on tax lot 9353300530.
Let this letter serve as notice that I fully support the annexation into the City of Renton. It is my feeling
that coming into the city will improve not only our police protection of the area but the service of our
roads and more importantly a detailed plan to control water runoff into the May Creek Basin, which has
been neglected by King County.
It is also my hope that the city council considers moving the urban growth line in the near future out to
168th Ave SE so an area wide drainage and housing plan can be established for our community.
Please submit this letter as part of the minutes for the Parker Annexation.
I want to thank all city staff and council members and the Mayor for making the City of Renton a great
City.

I oppose this request because this proposed requested action for this was brought forth by a realtor, Adria Krall,
who does not have a vested interest in this neighborhood other than for her own personal financial gain through
her real estate transactions. There have been many of us thru request that she stay off our property. Adria does
not live in this neighborhood and is only proposing these actions to annex into the city so that she can make
