Our task was to escort several buses from VMAC to SeaTac Airport. Our route included sections of southbound i405 and eastbound 518, as well as traveling through city streets of Renton and Seatac. In order to provide a safe passage for the buses, officers need to cover/block any roadway inlets that could intersect our direction of travel. As I passed the onramp from Sunset Blvd N to southbound 1405, 1 observed Officer Mitchell blocking the roadway. He was located just passed the last concrete shoulder that divides 1405 from the onramp. I saw him reach for his radio and speak into it, which then transmitted to my in-car speaker. Officer Mitchell stated he was involved in a non-injury collision. I proceeded with the escort until it concluded. After the buses arrived at SeaTac Airport, Sergeant Jacobs contacted me and requested that I meet Officer Mitchell at Renton High School and document what occurred. I met with Officer Mitchell in the west parking lot of Renton High.There, Officer Mitchell reported that he intended to block the onramp from Sunset Blvd N, "Maple Valley Y,"to 1405. Officer Mitchell slowed his patrol vehicle, activated his overhead lights and sirens and began to enter lane 2. Lane 2 of 2 is considered the HOV lane in the southbound onramp. As he brought his vehicle to a stop and stepped outside of his vehicle, he felt a small jolt to the back of his vehicle. Based on his training and experience, he believed the jolt was collision to be less than 15 mile per hour. He also mentioned that south bound traffic in lane 1 had stopped for him. Officer Mitchell stated that his patrol vehicle sustained damage to his rear quarter panel and rear bumper, which I observed and confirmed. The other vehicle involved was identified as a 2025 Subaru Forester bearing Washington plates CSG5254.The vehicle was registered to a man named Dung Q. Le (11/20/1984)who lives at 402 Nile PL NE, in Renton. Officer Mitchell spoke with the driver and provided him with his business card. Officer Mitchell then logged the vehicles information to his computer and advised the driver that another police officer would contact him. She told me that Dung was upset and decided to visit a park at a neighboring city. He said he needed to calm himself down before speaking with police. He was upset about the collision. His wife told me their address is wrong on their WADL and that they recently moved to Brighten Ridge Apartments, building J205. Later, at 1318 hours I met Dung in the parking lot of his apartment complex. Dung explained he was leaving the city by traveling southbound on 1405. Dung stated that he drove onto the onramp from Sunset Blvd N to 1405 and as he approached the highway, Officer Mitchell turned in front of him. Dung said he was unable to stop in time so he struck the patrol vehicle from behind. I advised Dung we are trained to activate our lights and sirens and slowly creep into the lane if there's heavy traffic. Dung said that did not happen and stated Officer Mitchell just turned in quickly. I then asked Dung what lane he was in when the collision occurred. He initially stated he was in the HOV lane, but when asked who his passenger was, he said he could not remember what lane he was in. I asked if he took photographs and Dung said yes. Dung had a picture that showed Officer Mitchell standing in front of him in the roadway. I could see that Officer Mitchell covering lane closest to the highway. Based on the picture, Dung was traveling in the HOV lane. I provided Dung with my contact information and case number. I was unable to review Officer Mitchell's Axon car camera. Without reviewing the in-car video, I am unable to determine at this time who committed the traffic violation. I advised Officer Mitchell to tag his camera footage to this incidents case number.
