UNIT 1: DODGE RAM 1500 Upon arrival I observed a gray Dodge Ram 1500 (WA/ C24400Z, Unit 1) stopped facing west in a grassy area off the roadway on the southwest corner of NE 8th Street and Duvall Avenue NE. Unit 1 had not been moved from its point of rest. Unit 1's front end was engaged with a standing tree in the grassy area. I observed fresh tire marks in the grass leading from the southbound number one lane of Duvall Avenue NE to Unit 1. 1 saw critical speed scuffs on the roadway surface leading from the southbound number one lane of Duvall Avenue NE to the tire marks in the grass. DRIVER 1: FENG, QIU Y. I contacted Qui Y. Feng (DOB: 09/11/1987) sitting in Unit 1's driver seat. Feng was established as the driver of Unit 1 by her admission and identified by her valid Washington Driver License. Feng complained of shoulder pain from the collision and was treated on scene by the Renton Regional Fire Authority. PASSENGER Feng's son, Elvis F. Li (DOB: 01/01/2013), was Unit 1's front passenger. Li was not injured in the collision. WITNESS: DWYER, THOMAS N. I contacted Thomas N. Dwyer (DOB: 06/24/1950) on scene. Dwyer told me the following about the collision: Dwyer drove north on Duvall Avenue NE and was in the two-way turn lane to turn left (west) onto NE 8th Street. Dwyer saw Unit 1 driving south on Duvall Avenue NE at about 50 miles per hour. Dwyer slowly began to make the left turn but stopped as Unit 1 approached. Unit 1 swerved to the right, driving in front of Dwyer's vehicle. Dwyer saw Unit 1 turn right (east), drive off the roadway into the grassy area at the southwest corner of NE 8th Street and Duvall Avenue, then collide with the tree. This concluded my conversation with Dwyer. Dwyer's vehicle was not struck. STATEMENT: FENG, QIU Y. I spoke with Feng about the collision. The following is a summary of our conversation: Feng drove south on Duvall Avenue NE toward NE 8th Street. Feng saw a vehicle (Dwyer's vehicle) in the northbound two-way turn lane to turn left (west) onto NE 8th Street. Feng saw Dwyer's vehicle start to move and was afraid she was going to collide with it. Feng swerved to the right to try and turn onto NE 8th Street, but Unit 1 was traveling too fast and couldn't negotiate the turn. Unit 1 went off the roadway, into the grassy area, and collided with the tree. This concluded my conversation with Feng. PROXIMATE CAUSE Due to the conflicting statements about what occurred (Dwyer contended Unit 1 was traveling too fast and he was not an involved party but a witness, Feng contended Dwyer should not have turned and was the reason she left the roadway) and the lack of evidence (no independent witnesses or video), I am unable to determine the proximate cause of the collision. DISPOSITION This concluded my involvement in this case.
