Chlorine equipment for the nearby pool and a storage area will also be included in the building. SUMMARY OF ACTION: Building and Zoning Department Recommendation: Approval • Hearing Examiner Decision: Site Plan is Approved. BUILDING & ZONING The Building & Zoning Department Report was DEPARTMENT REPORT: received by the Examiner on February 25. 1986. PUBLIC HEARING: After reviewing the Building and Zoning Department Report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on March 4, 1986, at 9:00 A.M. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered into the record: Exhibit #1 - Yellow file containing application, proof of posting and publication, and other information pertinent to this request. Exhibit #2 - Site Plan. Exhibit #3 - Elevation Drawing. The hearing opened with a review of this application by Roger Blaylock, Zoning Administrator. He stated the request is to construct a building to house three existing water wells, two chlorine rooms and a separate room to house fluoride equipment. The property is located in Liberty Park north of City Hall. Referring to the criteria to be considered for any Site Plan approval, Mr. Blaylock stated the ERC reviewed this application and issued a declaration of non-significance: impact on the site as a result of this construction will be modified pedestrian access: a building_currently on the site will be removed: there will be approximately 1200 ft. less of open space: the new building will compliment the current structure in the picnic area and will be approximately 1584 sq. ft.. The newly constructed building will contain removable skylights to provide access to the wells should they need to'be removed or repaired. Continuing, Mr: Blaylock advised this proposal complies with the Comprehensive Plan and is part of the recreational area designated for Liberty Park. At the present timethe chlorine used in the swimming pool is stored in the pool structure. This new building will eliminate that potential hazard and provide greater safeguards. He stated there should not be any modification in general and emergency access, there will be no impact on the parking lot and traffic circulation will not be affected. A concete walkway has been included around the building. It was pointed out that the chlorine is currently stored on-site, in large tanks. There will be a leak detector device located in the new building. Fluoride that is to be used in the city's water system will also be stored in the building. Mr. Blaylock recommended approval of this request. City of Renton/Departme :.:-.:1 Public Works SA-005-86 March 7, 1986 Page 2 The Hearing Examiner called for testimony in support of the application from a representative of the Parks and Recreation Department. There was no one wishing to testify, but available for questions was Dennis Breznikar from the Renton Parks and Recreation Department. He did state that the Parks Department has reviewed with the Fire Department, evacuation procedures that would be used should there ever be a leak in the stored chemicals. He had no further comments. There was no one else in attendance to speak in support of. or in opposition to this proposal, and no further comments from staff. The hearing was closed at 9:25 A.M. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The applicant, the City of Renton, Department of Public Works, has requested approval of a Site Plan for the complete renovation of an existing well-house building. 2. The application file containing the application, the State Environmental Policy Act (SEPA) documentation, the Building and Zoning Department Report, and other pertinent documents was entered in the record as Exhibit #1. 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C. 1971, as amended), a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee (ERC), the responsible official. 4. Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 5. There was no opposition to the subject proposal from any member of the public. 6. The subject site is located near the southeast corner of Liberty Park, just south of the park pool. 7. The site is within the Shoreline Management Zone, and is subject to a separate review process not part of this proceeding. 8. The site is part of the original townsite and was zoned P-1 (Public/Quasi-Public) with the adoption of the original zoning overlay in 1953. 9. The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of recreational uses, but does not mandate such development without consideration of other policies of the Plan. 10. The proposed structure will house not only wells 1, 2 and 3 in separate rooms or chambers, but also two (2) chlorine rooms, one for the wells and one to serve the Liberty Park Pool, and a separate room for fluoride equipment. There will also be two smaller separate rooms in which chlorine cylinders will be stored. 11. The building will be hexagonal in shape, mimicking the nearby picnic shelter. Existing landscaping will be maintained in the new design. 12. The chlorine facility will be monitored and the Fire Department is aware of the operation. Emergency procedures have been developed in case of any leakage. 13. The structure will not modify the recreational opportunities, but will decrease the open space by approximately 1,200 sq ft. 14. Skylights and removable walls have been incorporated into the facility to accommodate the equipment and provide access for equipment replacement should that be necessary. City of Renton/Departms, �f Public Works SA-005-86 March 7, 1986 Page 3 DECISION 1. The proposed use appears to serve the public use and interest. Obviously the project is of a public nature but has been designed to minimize intrusion into the existing park landscape. 2. The building will replace an old worn out structure with a modern building modeled after the new picnic shelter located just to the west of the subject proposal. 3. The scale of the project is such that it will have little affect on the general public, the park or neighboring uses. It is automated and only requires routine maintenance. There will be little or no traffic, employment or other impacts from the proposal. 4. The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one) communications may occur concerning land use decisions. This means that parties to a land use decision may not communicate in private with any decision-maker concerning the proposal. This permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence. For purposes of these decisions and recommendations the terms "Should" and "Shall" are to be considered mandatory. The term "May" will be considered discretionary. The applicant, the City of Rehton Public Works Department, is requesting site plan approval to construct ;a 1.'584 square foot building to replace th well housing for City wells del. #2; and #3. In addition, it will provide areas for chlorination of the municipal swimming pool ,and well chlorination and flouridation. The facility is a multi-purpose building that services both the it Parks and Recreation Department's operation of the municipal swimming pool and the Public Works Department's operation of three City wells as a source of domestic water supply. 2. The site is located between 'the. City's municipal swimming pool and the Cedar River. It is within the jurisdiction of the Shorelines Master Program and will require a substantial development permit. 3. The Environmental Review ; Committee has issued a declaration of non-significance. The appeal period expired on Monday. February 24, 1986! at5p.m. 4. Various City departments have reviewed the proposed project and all have, issued declarations of support and approval of the design. 5. In the review of the site plan, the staff and the Hearing Examiner should normally consider the following criteria: • Compatibility of Adjacent Structures • Compliance with Comprehensive Plan and Zoning Code • Access (both general and emergency) • Functionality Of Parking Lot • Traffic Circulation (both on-site and off-site) • Pedestrian Circulation • Usable Public Open Space • On-site Recreation The above review criteria applies when we are looking at the developmen' of a new site. In this case, we are looking at revisions to existing functions; The proposal consolidates public services that are in compliance with th Comprehensive Plan and Zoning Code. Access to the site, use of th adjacent parking areas, and general traffic circulation are not modified b' the proposal. Pedestrian circulation will be modified slightly while the usable public open space will be reduced by approximately 1,200 square feet. On-sitai recreation will not be affected and, in fact. will improve the safety of tha on-site recreation, provided at the municipal swimming pool. The present chlorine facility does not meet today's standards, and the separation of the chlorine from the main building will improve the general public safety. The building is compatible with the octagonal design-introduced into Liberty Park as part of the new picnic shelter. The building will be constructed of durable materials not only to last a longer period of time but for security with the functions of the facility. A preformed metal roof will be utilized except for where there will be skylights where pumps can be lowered in and out for maintenance if necessary.
