NARRATIVE
25-7150
On 08/16/2025 at approximately 1517 hours, I was dispatched to assist at a two-vehicle collision
scene located at the intersection at South 26th Street and Benson Road South, within the City Limits
of Renton, County of King, State of Washington. Officer M. Traino had arrived on scene of the
collision prior to me and requested additional assistance.
Upon arrival, I contacted one of the involved parties and determined that the driver of Unit#2 was
requesting a precautionary evaluation but did not have any specific complaints of pain. The Renton
Regional Fire Authority (RRFA) later arrived on scene and treated the involved driver. RRFA released
all involved parties at the scene. While on scene, I collected the involved parties driving documents
and their independent recollection of events leading up to the collision.
Officer Traino interviewed the suspected driver of Unit#1. The suspected driver of Unit#1 was also
investigated for DUI -please see Officer Traino's supplemental report for further details regarding the
interaction with the driver. I did observe significant damage to the front of Unit#1 from the recent
collision resulting in the vehicle being inoperable. I also observed two open Modelo cans, 24oz in
size, on the floorboard of the vehicle and just behind the driver's seat.
The driver of Unit#2 said she was the sole occupant of her vehicle and stated she was traveling
northbound in about the 2600 block of Benson Road South just south of the intersection of S. 26th
ST. The driver of Unit#2 stated that she had come to a stop at the controlled intersection and was the
first vehicle in line for the northbound lane of travel. While Unit#2 was stopped for a red light
displayed at the controlled intersection, Unit#1 collided with the rear of Unit#2 causing moderate
damage to the rear of Unit#2. The driver of Unit#2 stated there were two occupants inside of Unit#1
at the time of collision and that one of the male occupants had run away from the scene immediately
following the collision. A description had been aired to responding Officers. An area check was
conducted but the male that ran from the scene was not located. The driver of Unit#2 stated she was
unable to identify if the male Officer Traino was speaking to was the driver.
Officer Traino asked that I utilize my assigned Preliminary Breath Test (PBT) instrument. I informed
the suspected driver of Unit#1 (Petrov) that the PBT was a voluntary test which Petrov agreed to
conduct. After instructing Petrov on how to conduct the PBT test, Petrov blew into the instrument as
instructed. The PBT instrument gave a reading of .069. 1 informed Officer Traino of the instrument
reading. Ultimately, Officer Traino was not able to put Petrov behind the wheel of the vehicle.
The driver of Unit#1 (Petrov) was not paying attention to traffic in front of him. Petrov violated Renton
Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor
vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton.
"Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the
vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the
roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the
driver focusing or directing the driver's attention to something other than driving the motor vehicle; or
2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or
traveling on, or entering the roadway in time to take appropriate action as circumstances require.
(Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11).Petrov was also unable to
provide proof of insurance (ref. RCW 46.30.020).
Based on the above statements, 1 determined that the Driver of Unit#1 (Petrov) is the proximate
cause for the collision due to inattention causing a collision. Petrov should have been paying closer
attention to the movement of traffic in front of him.

NARRATIVE
I cited Petrov via mail for Inattention and Operating a Motor Vehicle without Insurance. Unit#1 had to
be towed from the scene due to disabling damage. Unit#2 was able to be driven away without further
incident. An exchange of information was provided to all involved parties.
