TRIP GENERATION ASSESSMENT
1. INTRODUCTION
Heath & Associates has been retained to provide the City of Renton with a trip
generation assessment for the proposed change in use of an existing building at 505
S 4th Street, Renton, Washington. Below summarizes the general project narrative
and estimated trip generation. This memorandum is also in response to the City’s
comments contained in their January 2025 Notice of In-Complete Application.
2. PROJECT DESCRIPTION
The West African Community Center (WACC) is a proposed remodel to an existing
building located at 505 S 4th Street, Renton. The site covers .34 acres on tax parcel
#7839800145. Previously, the building was occupied by Iris, a blinds/window
covering installer with associated retail and warehouse space. The previous use
utilized the entire building space; the proposed project will occupy a smaller
footprint.
The WACC currently has around 45-50 members and plans to remodel an existing
building for various uses, including a small West African retail store, a community
gathering room for Friday evening board meetings, office space, group tutoring
space, and community storage. Site ingress and egress is to remain via two existing
driveways on S 4th Street, one to the east of the building and one to the west.
Figure 1 on the following page displays the vicinity map with the subject parcel
highlighted in blue. Figure 2 illustrates the conceptual floor plan with the various
spaces.

3. TRIP GENERATION
Trip generation estimates are typically derived from the Institute of Transportation
Engineers (ITE) publication, Trip Generation Manual, 11th Edition. This reference
includes trip generation for some of the proposed uses (small office, self-storage) but
not all the proposed uses. Trip generation for some of the specialty uses was derived
from the expected activity levels for those uses.
Trip generation for the previous use was also estimated and taken for credit against
the proposed uses. For the WACC, some uses will occur daily, and others
infrequently. The site is expected to have a small retail space, some small office
spaces with a library, a group tutorial room, and some storage space for the
community. Another area marked “gathering area” will be used infrequently. The
gathering area is for Friday evening board meetings twice per month with possibly
occasional uses on weekends. Weekday trip generation for each use is discussed
below.
3.1 Data Collection – Specialty Retail Store
The retail space will be occupied by a specialty retail shop that sells food products,
clothing, and other items from West African cultures. This space is 4,067 square feet
(sf), inclusive of a retail storage area. An existing West African retail store has been
open for several years in the Hillman City area of Seattle. Because this is a niche type
of land use, field data was collected at that store to determine trip generation for the
retail space at the West African Community Center site. Video captured people
entering and exiting the store over a three-day period (Tuesday, April 22 through
Thursday, April 24 of 2025) with counts spanning 9:00 AM to 9:00 PM.
PM Peak Hour Trips: The peak hour of activity for each day was determined by
reviewing counting person trips from 3:00 to 6:00 PM. The one hour reflecting the
highest trip totals was then identified as the peak hour. Because of the site location
(no dedicated on-site parking), counts consisted of tracking ins and outs at the
entrance door. As a result, the mode of travel (e.g., walking, transit, or vehicle) could
not be distinguished.
Peak hour volumes ranged from 25 to 28 person trips (ins plus outs). These values
were averaged to determine the typical PM peak hour of activity, resulting in an
average of 26 trips. Of these, approximately 49% were entering the site and 51%
were exiting. Note than a portion of these trips were likely from walkers; however, this
could not be confirmed with the video footage and therefore are all treated as vehicle
trips.

Daily Trips: Daily trips were also reviewed and showed an average of 187 daily trips
(ranging from 158 to 204 person trips per day). Daily trips are 50% entering, 50%
exiting.
AM Peak Hour Trips: The store opens at 9:00 AM which falls outside the typical AM
peak period. However, a store employee entered and exited a few times during the
AM peak period. Therefore, 4 trips are used for the AM peak hour.
Store Comparison: The existing store in Hillman City has about 3,000 sf. The
proposed retail space at the West African Community Center has about 4,067 sf.
However, one factor mitigates against increasing the trip generation for the new
store:
1. The existing store has no storage area. Storage items are set in the aisles or
crammed onto the shelves. The new retail storage area will allow those items
to be placed in a separate space. The aisles in the new store can also be
spaced further apart to enhance the customer experience. Because of this, no
increase in trips is expected. See photos in the appendix from the existing
store.
3.2 Group Tutorial
The site will host group tutoring during weekdays. Tutoring sessions will begin at
1:30 and 3:30, and last one to two hours. About 10 people per session, or 20 per day,
may be tutored at the site, with two tutors assisting them. This use would result in an
estimated 28 daily trips. This assumes some carpooling for students, as the tutoring
session students are from the local West African community. No AM peak hour trips
are expected for the tutoring; all tutoring takes place in the afternoon.
3.3 Office Space
The site will include about 2,725 sf of office space and a library. Some office space is
for use by the Board president and one or two employees/volunteers. There are
other small office spaces for counseling. Trip generation for office space was based
on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition,
using Land Use Code (LUC) 712 – Small Office. Per thousand sf was used for the
variable, and average rates were applied.

3.4 Storage
The building includes about 2,431 sf of storage for the building uses and for
community materials. This area does not include the storage for the retail store, which
is accounted for in the store trip generation. The items to be stored are primarily used
for community events, which are infrequent. Trip generation for this use was based on
ITE LUC 151 – Mini-Warehouse1.
3.5 Lobby/Open Space
The open space between the offices and the retail space on the first floor would be
used for bimonthly board meetings. Those meetings might host between 50 and 60
people and would occur every other Friday evening. Therefore, there is no regular
midweek trip generation would be associated with this use.
3.6 Previous Use: Specialty Contractor
The previous site user was a blinds and window covering installer, with materials
constructed on site and with associated retail and warehouse space. The site also
included office space and a show room space for clients to choose materials. In
review of the Trip Generation Manual, LUC 180 – Specialty Trade Contractor was
deemed most comparable to the previous tenant. Square footage and average rates
were applied. These trips are taken as credits in the trip generation table on the
following page. The previous user vacated the building in August 2023.
3.7 Trip Adjustments: Internal Capture and Pass-by
Trip Adjustments – Internal Capture: Internal trip capture is anticipated for the
proposed development. This occurs when a person visits multiple businesses or
services within the same site as part of a single trip, rather than making separate trips
from off-site. For example, a visitor coming for tutoring may also stop at a nearby
store or office within the development. To account for this, a 15% internal capture
rate was applied to the base trip generation estimates.
Trip Adjustments - Pass-By Trips: Pass-by trips refer to vehicles already traveling
along a roadway whose drivers decide to make an intermediate stop before
continuing to their primary destination. These trip types are common at commercial
facilities. Pass-by trips count as new volumes at driveways, but not on the adjacent
roadways. According to ITE data, a supermarket has a 24% pass-by rate. Other retail

land uses have higher pass-by rates, but 24% was used for the WACC retail space to
be conservative. Note that pass-by rates are only applicable for the retail space.
3.8 Total Trip Generation
Table 1 summarizes trip generation for all the proposed land uses at the West African
Community Center. The internal capture rate was applied before trips were divided
into primary and pass-by trips.

Based on the change in use, the project is expected to generate 31 additional
weekday trips, with -17 (-13 entering, -4 exiting) during the AM peak hour and +6 (+1
entering, +5 exiting) in the PM peak hour.

4. CONCLUSION
The West African Community Center (WACC) will redevelop a former specialty trade
contractor space. The new project will include a retail space, group tutorial area,
office spaces, community storage, and a gathering room. The project is estimated to
result in 31 additional weekday trips, with -17 (-13 entering, -4 exiting) during the AM
peak hour and +6 (+1 entering, +5 exiting) in the PM peak hour. The City of Renton
Traffic Impact Fees (TIF) should therefore be calculated based on the six new PM
peak hour trips. No additional analyses are expected to be necessary.
