HomeMy WebLinkAboutPN_Bldg Demo Project Narrative 13AUG2025 kimley-horn.com 1201 Third Avenue, Suite 2800, Seattle, WA 98101 206-607-2600 Project Narrative SE Building Demolition Project Renton Municipal Airport 8/13/2025 Project Narrative The SE Building Demolition Project at Renton Municipal Airport is a project to demolish three existing buildings located on the southeast corner of the airport property, north of Airport Way and within the Air Operations Area (AOA). The three buildings are 350 Airport Way, 330 Airport Way, and 295 Airport Way. In total, the footprints of the three buildings are 29,371 square feet. The buildings will be demolished to the top of the foundations which will be left in place. The demolition area will be unused until the site can be redeveloped by an airport tenant for future airport use. The airport property is zoned as Medium Industrial (IM), and the use is an airport use. Off the airport and immediately south of the airport, across Airport Way, the zoning is Commercial Arterial (CA). The surrounding buildings on the airport from the project site within the IM zone are also an airport use. The area around the project site is almost 100% paved and is used for aircraft, vehicle parking, and aircraft maintenance. The actual limits of the project will remain withing the building footprint, the needs utility removal/caps, and the area the contractor needs to set up cranes and equipment to complete the demolition activities. There will be no removal or replacement of pavement proposed as part of this project. The soils at the airport are comprised of approximately 4 feet of existing fill placed over dredged material from Lake Washington. Generally, the stormwater drainage around the site is conveyed by a series of catch basins and drainage pipes to the Cedar River located east of the property. No drainage changes to the existing system are proposed with this project. This project is solely a demolition project to remove existing buildings no longer being used. While the airport has future plans for redevelopment of this area, this project does not include this future development. The project’s construction cost is subject to contractor bids once the Airport is able to go through a public bidding process, but is estimated to be approximately $1,000,000. The entire scope of the project will remain in the airport property. No offsite improvements are required. As part of the project, one significant tree on the airport is proposed to be removed. The tree is located within the airside and is encroaching on the AOA fence. Its removal will improve safety due to the proximity with the fence. Sewer and water services will be disconnected and removed during this project. See the SEPA application form for additional project constraints and references to critical area studies. Page 2 kimley-horn.com 1201 Third Avenue, Suite 2800, Seattle, WA 98101 «Office_»206- 607-2600 Construction Mitigation Description SE Building Demolition Project Renton Municipal Airport 8/13/2025 CONSTRUCTION MITIGATION DESCRIPTION During construction there will be several things the contractor will do to mitigate construction impacts. 1) The Contractor will stage on airport property and will access the site via the secure SIDA fence at the airport. There will be no staging, laydown area, or queuing on the public right of way or on private property. 2) The Contractor’s work will be limited to approved work hours according to the City of Renton regulations. This will reduce impacts on neighboring properties. It will reduce construction traffic to times that are not during rush hours. It will reduce noise impacts. Generally, the hours of construction will be limited to 7am and 3pm. 3) The project site is less than 1 acre in size. However, erosion control BMPs will be installed on site to reduce potential erosion which may occur from stormwater runoff during the demolition of the buildings. The impact will be small enough that sediment traps won’t be required. Catch basin inserts and silt fence will be installed around the demo site to prevent sediment from leaving the site. 4) The contractor will perform abatement on the existing structures prior to demolition to prevent transport of harmful materials from leaving the site. This includes adequate protection for contractor employees including but not limited to (personal protection equipment) PPE, protection zones separated by plastic sheeting and air pressurization, dust control measures, and testing of materials. The contractor will submit a plan to the city which lays out the specific plan for mitigation.
