EG26158 CASE# 25-7788 F LNa O 09/06/25 22:21 F coy�isI©�ON u NARRATIVE On 09/06/2025, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 2222 hours, officers were dispatched to a medic accident at around the area of Maple Valley Highway (MVH)/Blaine Dr SE which is located within the city limits of Renton, County of King, Washington. Dispatch advised that multiple callers were reporting a vehicle versus a bicyclist at the location. As I was driving to the dispatch location, callers mentioned that the cyclist was still down on the roadway with unknown injuries. Callers also mentioned that the driver of the involved vehicle that stuck the cyclist was checking on the status of the person they hit. I also saw on CAD that the driver of the involved vehicle had called 911. When I arrived at the dispatch location, I located the involved vehicle stationary in lane 2 of eastbound MVH. I saw that the cyclist was also down in the roadway in front of the vehicle also in lane 2. 1 also saw that the fire department and medics also arrived around the same time police did and began to work on the downed cyclist. I was able to speak to the driver of Unit 1. 1 identified her as the sole occupant and driver as listed above. My conversation with Unit 1 is summarized as follows: The driver of Unit 1 stated she was headed back home from work from the nearby coffee stand. Unit 1 stated she was headed eastbound on MVH around the 2200 block in lane 2. Unit 1 stated she saw the cyclist begin to enter the intersection from the south to head north across MVH perpendicular to vehicular traffic. Unit 1 stated she tried to brake to and swerve to avoid sticking the cyclist but was unable to do so. Unit 1 stated that the front end of her vehicle ended up striking the cyclist while around lane 2 of eastbound MVH. Unit 1 stated she was traveling approximately 30 miles per hour when she stuck the cyclist. Unit 1 stated she was uninjured. She also mentioned she was wearing her seatbelt. I did a look around of Unit 1. 1 saw that there were slight dents and scrapes on the front hood area of the vehicle. I also saw that there were no airbags that had deployed inside of the vehicle. I did see that just west of the final rest point of the involved vehicle, there were tire marks that stretched along the roadway in lane 2 of eastbound MVH. I also took a look around the general area where the collision occurred. It should be noted that this stretch of MVH is dark with little ambient lights from nearby businesses. There is also no pedestrian crossing in the area where the collision occurred. Other officers noted that the cyclist was dressed in dark clothing and did not appear to have a helmet on. As a pre-caution, I asked the driver of Unit 1 if she would be willing to perform voluntary standardized field sobriety tests (SFST's). I am currently trained and certified by the Washington State Criminal Justice Training Commission (CJTC) to conduct SFST's. I also have received additional training in Advance Roadside Impaired Driving Enforcement (ARIDE). After conducting the battery of SFST's, 1 did not believe that the driver of Unit 1 was impaired. I also asked the driver of Unit 1 if would be willing to provide me with a voluntary breath sample on my department issued Preliminary Breath Test (PBT) device. I advised the driver that the results only tested for alcohol; that the results with not admissible in court; and that the test was voluntary. The driver indicated they would be willing to provide me with a breath sample. I conducted the PBT at approximately 2237 hours. The results indicated a BAC of 0.000. As I spoke to the driver of Unit 1, she was hysterical and was obviously overwhelmed. She continually asked about the status of the cyclist. She was compliant with officer's requests and was able to remain somewhat focused during my conversation with her. Other officers were able to speak to other witnesses. They are listed above. Officer J. Kwake made specific note that one of the witnesses (Jenna) has medical training and began to evaluate the downed cyclist. She mentioned to him that she had cut the cyclist clothing and noted that the cyclist was unconscious and not alert. Officer H. Deighan also mention that the remaining witnesses (Batool, Sophie, Crystal, Demaj'unique, and Andrea) were all inside of a dark blue 2017 Honda Civic (WA/CEB8809, VIN/2HGFC2F57HH559067) and witnessed the accident occur. These witnesses also described a similar story as provided by the driver of Unit 1 as to the specifics of the collision. PAGE 4 OF 6 REPORT NO. They mentioned that the cyclist had a laceration to her upper left eyebrow and a fractured left leg. They also mentioned she was unresponsive. The cyclist was transported from the location to Harborview Medical Center (HMC) for further treatment. Officer H. Deighan took possession of the cyclist's bike and placed it into safekeeping. Unit 1 was still drivable. Other officers waited with the driver of Unit 1 and her vehicle until family could arrive to drive her home and the vehicle home. I spoke to the registered owner of Unit 1 over the phone, and he mentioned he was unable to provide insurance information on the involved vehicle at this time. He would call police back to provide insurance information when he was able to access it online. Sergeant J. Christiansen aired on the radio that she had notified the command duty officer (CDO) and screened the collision with the Renton PD traffic unit. The traffic unit was not deployed at this time.
