This addition will temporarily replace conference rooms in a portion of the hospital facility that is being remodeled. ' The Committee review was conducted after receiving written comment from all divisions of the Public Works Department,all sections of the Planning Division, and the Fire, Police,and Parks Departments. • The following exhibits were entered into the record: Exhibit No. 1: Yellow file containing application, proof of posting and publication and other documentation pertinent to this request. Exhibit No. 2: Site plan (received August 20, 1990). Exhibit No.3: Landscape plan (received August 20, 1990). Exhibit No.4: Building elevation plans. • Exhibit No.5: Floor plans. FINDINGS,CONCLUSIONS,AND DECISION Having reviewed the written record in the matter, the Site Plan Review Committee now makes and enters the following: Findings: • 1. The applicant, Valley Medical Center, has requested site plan approval to allow construction of a temporary two-story office addition to provide conference rooms. The Environmental Review Committee conditioned the Determination of Non-Significance-Mitigated to require the removal of the structure within five years. The proposed building would be replacing a temporary one-story building that did not provide sufficient area for the required conference rooms. After the five year period the applicant could apply for permits to construct a new building or return the site to its original landscaped condition. 2. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation,the comments from various City departments,the public notices requesting citizen comment,and other pertinent documents was entered as Exhibit No. 1. • 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as amended),a Determination of Non-Significance- Mitigated was issued for the subject proposal on October 10, 1990 with the following conditions: a. ' The applicant shall remove the building within three years of the issuance of building permits unless time extensions up to a total of five years are approved by the Department of Planning/Building/Public Works. b. The applicant shall provide a construction management plan that limits off-site construction traffic to the hours between 8:30 A.M. and 3:30 P.M.to the satisfaction of the Public Works Section of the Department of Planning/Building/Public Works. The plan shall be approved prior to the issuance of site preparation/building permits and implemented throughout the construction period for this project. c. The applicant shall provide and implement an erosion control plan that includes the following elements: 1) an erosion control element; 2) an element restricting the hauling hours; and 3) an element calling for the applicant to water down the site periodically to control dust and debris. The erosion control plan shall be submitted prior to the issuance of site preparation/building permits. Notes: At the time of site plan approval the applicant shall be required to enter a contract with the City to ensure that the fire sprinkler system retrofit program is provided according to the proposal agreed upon with the City's Fire Prevention Bureau. 4. Plans for the proposal have been reviewed by all City departments effected by the impact of this proposal. 5. The subject site was annexed into the City in 1959 by the Adoption of Ordinance No. 1743. The site was zoned P-1 by Ordinance No.2345, in 1967. 6. The project site is located within a public hospital. Land use surrounding the subject site include a medical clinic, parking areas and the freeway right-of-way. SITE PLAN APPROVAL CRITERIA Section 4-31-33 lists ten,criteria that the Hearing Examiner is asked to consider along with all other relevant information in making a decision on a Site Plan Approval application. These include the following: General Criteria 1. Conformance with the Comprehensive Plan, its elements and policies;' The proposed two-story building will provide temporary space for meeting rooms to replace existing meeting rooms in other hospital facilities that are being remodeled. This use is consistent with the Comprehensive Plan-designation of Public/Quasi-Public. The Comprehensive Plan Land Use Description indicates that Public/Quasi Public areas are intended for publicly owned and certain privately owned uses, such as hospitals and other health care facilities. The proposed conference rooms are part of the Valley Medical Center. The Community Facility Goal of the Comprehensive Plan calls for provision of a broad range of community facilities and services. The community facilities should be located, designed, constructed, and maintained to provide adequate and equitable services to all residents. The temporary conference rooms will allow the Valley Medical Center staff to provide the same services they are now providing while the hospital facilities are being remodeled. 2. Conformance with existing land use regulations; The proposed site plan conforms with the development standards for the Public Zone (P- 1). The location of the proposed structure meets all setback requirements and adequate landscaping already exists on the project site. Hospitals are a permitted use in the Public Zone and the proposed temporary building will provide the meeting rooms and office space required by the hospital. As such, the temporary, building is an acceptable accessory use to the permitted use. The site plan as presented, indicates that sufficient parking to comply with the Parking and Loading Ordinance of the City.of Renton has been provided. • 3. Mitigation of impacts to surrounding properties and uses; • Staff is concerned with the potential impacts that the,prefabricated building, which is considered a temporary use by the applicant, could have on surrounding properties if it is not properly maintained. It should be noted that the ERC has recommended that the building be removed after three years (with the potential of extending it to a five year period) to ensure that the building does not deteriorate and become an eyesore to the surrounding properties or become a permanent part of the campus (See item #5 below). The City recognizes that prefabricated structures may occasionally be necessary on a temporary basis to increase or maintain quality of service. But, the ERC wants to ensure that they do not become an integral part of a permanent facility. 4. Mitigation of impacts of the proposed site plan to the site; Aesthetics The proposed building will replace an existing temporary building. The area around the proposed building will be landscaped with an evergreen ground cover; there is existing landscaping around an abutting existing parking lot and at the perimeter of the hospital site. Once the new building has been located on the site the ground cover immediately next to the building will be replaced. No other existing landscaping will be removed during the construction of the new building. The existing landscaping wilt provide a visual buffer to mitigate the impacts of the new temporary building. The building will have a stucco finish and be painted to match the finish of the existing hospital buildings in the vicinity. 5. Conservation of area-wide property values; As the new building will be replacing an existing building and the City will review this building annually after an initial three year period the proposed building should not adversely impact area-wide property values. The temporary building is replacing existing facilities that are undergoing remodeling. The applicant has stated that no new employees will be hired to staff the new building. The applicant has also stated that the conference rooms will not be rented or leased for use by groups outside the hospital. Therefore, its construction should not cause a further deterioration of area traffic patterns. 6. Safety and efficiency of vehicle and pedestrian circulation; As noted above the applicant has stated in writing that the proposed building,will only be used for conference rooms by hospital staff while existing hospital facilities are being remodeled. No new employees will be hired to staff the proposed building. Thus,the new construction will not cause in increase in traffic on the project site or on adjacent roadways. The applicant has provided sidewalks and pedestrian paths around the proposed building, that link with existing sidewalks around the hospital facility. The pedestrian paths have been sited so as to reduce the conflicts between pedestrians and vehicles. The sidewalks and pedestrian paths in the area of this building will provide safe pedestrian routes to the surrounding'buildings and parking areas. The roadways around the hospital facilities are heavily used during the rush hours (LOS F). To ensure that the construction traffic does not further impact the rush hour commuting traffic the ERC conditioned the project to require a construction management plan. One element of this plan will require that construction traffic be limited to the hours between 8:30 A.M.and 3:30 P.M. 7. Provision of adequate light and air; The site plan prepared for this project shows that there will be a minimum of ten feet between the proposed building and the existing warehouse. This will allow room for the pedestrian paths between the buildings and some shade tolerant ground cover. The ten feet of separation meets City Code-requirements. Requiring a larger separation between buildings would cause the proposed structure to extend into an existing parking area This space should allow for adequate light and air movement between the two buildings. Adequate security lighting already exists in the parking areas next to this building and along the pedestrian paths. The proposed building will be over 80 feet from the main hospital building and should not block the natural light exposure to any rooms for the patients. 8. Mitigation of noise, odors, and other harmful or unhealthy conditions; Noise is only anticipated during the construction phase of this project. Some mitigation of this impact will be achieved from the limit on hauling hours noted previously. The location of the proposed building, in the center of the hospital facilities, should further buffer adjacent land uses (e.g. medical office buildings, medical laboratories) from the construction noise. Staff is concerned with the impacts of construction noise on the hospital patients and staff. As this is a modular building, most of the construction and the associated noise will occur off-site. A building pad will have to be constructed and the stucco-like finish will be applied on-site by hand. Neither of these activities require the use excessively noisy equipment such as pneumatic hammers. Staff recommends that the proposed building be installed during the hours between 8:30 A.M. and 5:00 P.M. to lessen noise impacts on hospital patients. • Once the building is constructed its use as conference'rooms should not create noise, odors, or other harmful conditions. As noted previously, this building will not require the hiring of additional staff so there should be no further noise or odors created by additional traffic. 9. Availability of public services and facilities to accommodate the proposed use; and Police Department and Fire Prevention Bureau staff report adequate resources to provide anticipated services to the site during construction activities and operation with system improvement fees and with Code-required improvements. The Fire Prevention Bureau staff also noted that they have accepted and approved the proposal by the Valley Medical Center concerning the retrofitting of the existing buildings with a fire sprinkler system. The plan requires that the sprinkler system be completed as follows: (a) Kitchen, and Administration no later than September 1991. (b) Wings 3A no later than January 1992. (c) Wings 3B and 2C, delivery rooms, and atrium no later than December 1992. (d) Wings 1 A/1 B and 1 North no later than March 1, 1993. Fire Prevention Bureau staff have expressed concern with the construction of additional facilities at the hospital until adequate fire suppression systems have been installed. In this case the concern is that the proposed structure will be completed and in use before all the fire suppression system noted above has been installed. To mitigate this concern, staff recommends that the applicant enter a contract with the City prior to the issuance of building permits. The contract will establish the dates for the installation of the fire sprinklers and allow the City to enforce the dates. The Public Works Section of the Department of Planning/Building/Public Works has indicated that a temporary erosion control plan will be required in accordance with the King County Surface Water Design Manual that was adopted by the City of Renton. 10. Prevention of neighborhood deterioration and blight. The proposed construction of a temporary modular building is not expected to cause neighborhood deterioration or significant blight. As noted previously, the building will be stuccoed and painted to match existing hospital facilities in the vicinity. The building is within the interior of the hospital site and existing buildings and landscaping will buffer the neighborhood from .the new building. There is adequate landscaping on the Medical Center campus to screen the proposed building from adjacent land use. Mitigation Measures: The applicant shall remove the building within two years of the issuance of building permits unless time extensions up to a total of five years are approved by the Department of Planning/Building/Public Works. Policy Nexus: Environmental Review Ordinance 4-6, Southeast Renton Plan b. Natural Environment Impacts: The proposed structure will cause a small increase in the amount of impervious area within the Medical Center. This will cause an Increase in the storm water run-off. In accordance with the Municipal Code the project will be required to submit plans in accordance with the King County Surface Water Design Manual. Mitigation Measures: None required. The proposed use is consistent with the Comprehensive Plan Map which designates the site as Public/Quasi-Public land use. The project is consistent with Objectives and Policies of the • Community Facilities Goal of the Comprehensive General Plan. • 2. Whether the proposed project is consistent with the land use map zoning designation and applicable Zoning Ordinance components? The project site is zoned for Public use (P-1) which allows for the proposed hospital addition as a principal use. The proposed project adequately addresses development standards for public uses (4-31-9). 3. Whether the proposed development is consistent with the Zoning Ordinance and other applicable regulations/standards? The area to the west of the project site has been reserved for SR 167. The area to the north and east is zoned for Public use (P-1) and the area to the south is zoned for Office Park (O-P) and R-3 Multi-family Residential. The proposed development is located within the central part of the hospital facilities and meets all standards for the P-1 zone. 4. Whether the proposed development is compatible with vicinity land uses. The area around the Valley Medical Center is developing as medical offices and related land uses. The proposed project will provide space for meeting rooms that have been displaced due to the construction of the Mc Donald's facility. As the area around the Medical Center is being developed for medical offices and related facilities the project will be consistent with area development. • ENVIRONMENTAL ELEMENTS 1. Whether the applicant has adequately identified and addressed the following environmental impacts likely to occur In conjunction with the proposed development. a. Aesthetics/Land Use Impacts: The proposed development will consist of a 36' X 44' two-story wood framed • building which will include 3,168 s.f.The building will provide space for meeting rooms that were displaced by the construction of the Mc Donald's facility. The applicant has stated that the proposed structure will replace an existing single-story building and a couple of parking spaces. The building will have a stucco finish to match the finish of the existing hospital buildings in the vicinity. Due to the small amount of open space in the around the base of the proposed building the applicant proposes to use only evergreen ground cover in this area. There is adequate landscaping on the Medical Center campus to screen the proposed building from adjacent land use. Mitigation Measures: None required. • Policy Nexus: Environmental Review Ordinance 4-6, Southeast Renton Plan • b. Natural Environment • Impacts: The proposed structure will cause a small increase in the amount of impervious area within the Medical Center. This will cause an increase in the storm water run-off: In accordance with the Municipal Code the project will be required to submit plans in • accordance with the King County Surface Water Design Manual. • Mitigation Measures: None required. Traffic Impacts: The proposed project is located within LID 329. The mitigation fee for Transportation Systems is: $22.97 per trip generated 34.170 Trips/1,000 s.f. 3,168 s.f. building proposed 3,168 X 34.170/1,000 s.f. = 108.25 trips 108,25 trips X$22.97 = $2,486.52 Construction activities could generate traffic which would impact are roads. Based upon the fact that S. 43rd Street/SE Carr Road is already impacted during peak commuting hours measures will be required to mitigate impacts from hauling activities. Once construction is completed this project is not expected to generate a significant amount of traffic. Mitigation Measures: The applicant shall provide a construction management plan which limits construction traffic to the hours between 8:30 A.M. and 3:30 P.M. The applicant shall make a voluntary contribution to the LID 329 of$2,486.52. Policy: LID 329, Southeast Renton Plan d. Noise, Light and Glare Impacts: Noise, light and glare are anticipated during the construction activities and during the operation of the building from security lighting. Some mitigation of the construction impacts will be achieved from the limit on hauling hours noted above. The location of the proposed construction within the center of the applicants development will further buffer adjacent land uses from the construction noise. Existing landscaping will buffer adjacent land uses from any glare produced by the security lighting. Mitigation Measures: See Traffic Mitigation Measures above. Policy Nexus: Policies Element/Comprehensive Plan e. Public Services 1) Police and Fire Services Impacts: Police Department staff report adequate resources to provide anticipated services to the site during construction activities and operation with system improvement fees and with Code-required improvements. The Fire Prevention Bureau staff have indicted that they have reached an agreement with the Valley Medical Center concerning the retrofitting of the existing buildings with a fire sprinkler system. The plan requires that the sprinkler " system be completed as follows: (a) Wings 2A and 2B no later than February 1991. (b) Mc Donald's-1 North, kitchen, and Administration no later than September 1991. (c) Wings 3A and 2C no later than January 1992. (d) Wings 3B and 2C, delivery rooms, and atrium no later than December 1992. In order to proceed with further development of this site the applicant will have to implement the time schedule for the sprinkler system shown above. Mitigation Measures: None required. Plan size shall.be 22" x 34" at 1" = 20' scale, showing all • utility crossings and that minimum.separations are met; sewer and water - 10' wall to wall, 18" vertical, minimum; storm and sewer - 5' wall to wall; and water and storm - 7.5' wall to wall. 2) Composite Utility Plan shall be submitted showing all utilities. 3) A Sewer Plan shall be required. RtnMastr 2/90 of • A 36' X 44' 2 STORY OFFICE ADDITION TO VALLEY MEDICAL CENTER PROJECT NARRATIVE The proposed project will comprise 2 'floors of office space=.of • 36 feet by 44 feet totaling 3,168 gross square feet of enclosed space. The building will have two stairways serving the second floor; one interior and one exterior. There will be two restrooms, both of which will be handicapped accessible. There will be a short handicap ramp at the entrance. The building is wood framed and will have a stucco-like finish to the exterior to 'be compatible with the exterior finish of the rest of the' Medical Center. There will be metal canopies at exterior doors to match those on the warehouse' adjacent to it. The building will be used for office use and will take care of the Medical Center's expanding needs for this type of space. The construction of the foundation will be commenced upon receipt of the Building Permit and will require some 2 weeks construction time. The building will be preconstructed in our plant in six components and will arrive at the site about a week after the completion of the foundation. The exterior finish will be installed at the site as will be the exterior stairway. H.V.A.C. units will be installed at the site. Appropriate steps and walks will be constructed of concrete as required.
