EG26157 CASE# 25-7778 F LNa O 09/06/25 18:57 F coy�isI©�ON u NARRATIVE On 09/06/2025, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 1859 hours, officers were dispatched to a blocking collision at the intersection of N 8th St/Garden Ave N, which is located within the city limits of Renton, County of King, Washington. Dispatch advised that a witness reported a motor vehicle collision at the location, blocking the intersection. They also mentioned that they believed one of the involved parties may have been drinking or high. When I arrived at the dispatch location, I saw that the involved vehicles were both in the middle of the intersection, blocking. I identified each respective vehicle and its sole occupants/drivers as listed above. I was able to speak to the driver of Unit 1. Her conversation with me is summarized as follows: Unit 1 stated she was in her vehicle, headed westbound on N 8th St, approaching Garden Ave N. She stated she was in lane 2 of westbound N 8th St and was preparing to turn left, to head southbound on Garden Ave N. She stated that her light was green, and she proceeded to turn southbound onto Garden Ave N. She then struck Unit 2. She was not sure where Unit 2 had appeared from when 1 asked. Unit 1 stated she was uninjured as a result of the incident. I also did not get any indication that she had been under the influence at the time of the incident. Unit 1 also stated she was wearing her seatbelt. I took a look around Unit 1. 1 noticed that the airbags along the driver's side of the vehicle had deployed. I also noticed that there was a large dent and scratches along her driver's side rear wheel well area. I noticed that the dent appeared to be pushing against the rear driver's side tire. Unit 1 was able to provide me with her license and registration at the location. She was unable to provide me with insurance at the time, but she mentioned that she did have coverage. Other officers spoke to the driver of Unit 2. They relayed the following to me: Unit 2 had been traveling in lane 2 of westbound N 8th St, approaching Garden Ave N. Unit 2 stated that he had observed Unit 1 in lane 1 westbound N 8th St, adjacent to him. Unit 2 then said Unit 1 had begun to make a left-hand turn, from lane 1 of N 8th St, to head southbound on Garden Ave N as Unit 2 was still next to her in the adjacent lane (lane 2). This resulted in the driver's side rear of Unit 1 impacting the entire front end of Unit 2. Unit 2 stated he was uninjured as a result of the incident. I also did not get any indication that he had been under the influence at the time of the incident. Unit 2 also stated he was wearing his seatbelt. I took a look around Unit 2. 1 noticed that there were no airbags that had deployed inside the vehicle. also saw that the entire front bumper of Unit 2 was off and that there were large dents along the front end of Unit 2. Unit 2 was able to provide me with its license and registration. He stated that he did not have any motor vehicle insurance for his vehicle. Other officers also spoke to a witness who was behind Unit 2 when the collision happened. The witness told officers that Unit 1 indeed had attempted to take a left-hand turn from westbound N 8th St to head south onto Garden Ave N from lane 1, while Unit 2 was still right next to her in the adjacent lane. This resulted in the collision as described above. I checked the city traffic camera list and noticed that the intersection where the accident occurred did not have any traffic cameras for me to review. Based on the fact that Unit 1 did not move to the furthest left lane available on N 8th St before making her lefthand turn to head southbound onto Garden Ave N; the fact that another witness had also observed her turn in the above-described manner, which resulted in a collision with Unit 2, 1 found reasonable cause to cite the driver of Unit 1 for RCW 46.61.290 -improper turn. Both vehicles were removed from the location via Bankers' tow. All parties eventually left the location under their own power. Associated photos were uploaded to Evidence.com to be added to the case file. Based on the totality of the circumstances, it appears that the driver of Unit 1 is the proximate cause of the collision.
