Portions of this incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. I was operating a fully marked Police Tahoe #309 which was equipped with overhead emergency lights and sirens. I was also wearing my department issued Renton Police uniform clearly identifies me as a Police Officer. Case Number 25-7343 On 08/22/2025 at approximately 2124 hours I was dispatched to a collision that had occurred at Maple Valley Hwy and SE 5th St, within the City of Renton, King County, Washington. I identified unit 1 as a 1999 Chevy Camaro (WA/LIC: CFP5083 VIN#2G1 FP32G3X2130860). The driver and sole occupant of unit 1 was identified as Kenzie P Bowen (DOB 03/09/2005) by her WADOL photo. Unit 1 sustained significant damage to the driver's side and required to be towed by Gene Meyers. The DOL return for the driver of unit 1 showed her driving status was suspended/revoked in the 3rd degree and that she was required to have an ignition interlock device. She did not have an ignition interlock device. Unit 1 had no apparent injuries. I identified unit 2 as 2021 Ford Explorer (WA/LIC: CSY9622 VIN# 1 FM5K8FW1 MNA17534). The driver and sole occupant of unit 2 was identified as Katie J Carlson (DOB 02/12/1997) by her WADOL photo. Based on my interviews of both drivers I determined that both vehicles were driving eastbound on Maple Valley Hwy. As they approached SE 5th St unit 1 slowed down significantly. Unit 2 was behind unit 1 and because of unit 1's significant change in speeds she had to make a sudden lane change into the center turn lane to avoid a collision. Unit 1 then quickly cut across the center turn lane in an attempt to turn to travel north on SE 5th St. When unit 1 made this turn, she failed to notice that unit 2 was now in her blind spot causing the two vehicles to collide. I am led to believe that the proximate cause of this collision was unit 1 making an abrupt lane change and cutting off unit 2. 1 advised unit 1 she would be receiving citations in the mail for DWLS 3 and driving without an ignition interlock device.
