Subject: Storm Sewer Interceptor
The Memorandum of Understanding sets forth the basic terms of the agreement and serves as the
basis of a more formal contract. That contract and the amendments to the other contracts will be
done by later formal contracts. Therefore, the Memorandum of Understanding is approved.

Re: Bryn Mawr System improvements Project
ISSUE: 1. Authorizing Construction and Final Easements for the Bryn
Mawr System Improvements Project. A Construction and Final
Easement is required for Boeing and a separate Construction and
Final Easement is required for King County. A separate document
may be required for both the construction and the final.
2. The second issue is the Memorandum of U-7.rierstanding
facilitating Boeing's construction of the Storm Seaver Interceptor• as
well as allowing for water and electrical service from Boeing to the
City of Renton Boathouse at no cost to the City.
RECOMMENDATION:
1. City Council authorize the Mayor and City Clerk to execute
the construction and final easements.
2. City Council authorize the Mayor and City Clerk to execute
the Memorandum of Understanding. City Council authorize the
Mayor and City Clerk to amend the Potable Water and Electrical
Use Agreement and the Fire Hydrant and Fire Water Use
Agreement to reflect the addition of water and electrical service and
domestic and fire flow systems.
BACKGROUND SUMMARY:
As part of the Bryn Mawr System Improvements Project
construction and final easements through Cedar River Trail Park

will be required. Separate easements will be secured from Boeing
and King County. At this time the estimated date for construction
is March 15, 1998. The consti i-iction time frame is tied to the
Cedar River 205 Dredging Project. The majority of the construction
for the siphon addition/trunk replacement and Boeing outfall
interceptor projects will be complete by the time the dredging will
commence (June 15, 1998). At this time construction and final
easements are being prepared by Boeing and King County and will
be reviewed by Cicy staff. In order to meet the March 15, 1998
deadline, we are asking Council approval to execute the easements
once the easements have been finalized and approved.
The Memorandum of Understanding between Boeing and the City
includes additional items allowing for water and electrical service
from Boeing. This Memorandum is the first step toward amending
Potable Water and Electrical Use Agreement and the Fire Hydrant
and Fire Water Use Agreement to include these amenities.
CONCLUSION:
These elements are on a critical time path in conjunction with the
dredging of the Cedar River. The Bryn Mawr System
Improvements Project needs to begin construction in Mai ch in
order for the dredging project to proceed on schedule.
Construction for the system improvement project cannot begin
without the executed easements and Memorandum of
Understanding.
