SUMMARY OF AG FION:
As part of the Bryn Mawr System Improvements Project, construction and final easements through
Cedar River Trail Park will be required. A separate easement will. secured from Boeing and King
(County. At this time the estimated date for construction is March 15,1998. The construction time
frime is ties. to the Cedar River 205 Dredging Project. The majority of the construction for the siphon
addition/trunk replacement and Boeing outfall interceptor projects will be complete by the time the
dredgiag will commence (June 15,1998). At this time construction and final easements are being
prepared by Boeing and King County and will be reviewed by City st,•.ff. We recommend that City
Council authorize Mayor and City Clerk to execute the easements once City staff has reviewed and
approved these easements.
We also recommend that the City Council authorize the Mayor and City Clerk to execute a
Memorandum of Understanding between Boeing and the City of Renton. This Memorandum of
Understanding facilitates Boeing's construction of the storm sewer interceptor as well as allowing for
water and electrical service from Boeing to the City of Renton Boathouse (at no cost to Renton). In this
Memorandum both parties agree to amend the Potable Water and Electrical Use Agreement and the
j'irc Hydrant and Fire Water Use Agreement to reflect the addition of water and electrical service, and
domestic and fire flow systems.

EDNSP: CD Zone This being the date set and proper notices having been posted and published
Moratorium re Gas in accordance with local and State laws, Mayor Tanner opened the public
Stations, Vehicle Service hearing to consider the moratorium in the Center Downtown (CD) zone on the
etc. permitting of new and used vehicle sales, rental, leasing, repair and service
including gas stations and car washes.
Mike Kattermann, Director of Neighborhoods & Strategic Planning, explained
that Council imposed the six-month moratorium on February 9, 1998. The
purpose of tonight's public hearing is whether the moratorium should be
continued.
Mr. Kattermann reported that the City has invested considerable effort to
foster urban land use patterns in the downtown area, and various automobile -
related uses are allowed in other zones throughout Renton. Saying that staff
recommends the moratorium be retained, Mr. Kattermann concluded that
Council will hold a public hearing on March 16 to discuss proposed changes to
the CD zone.

ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plant for 1998 and beyond. Items
noted included:
* The first phase of the repairs to sidewalks, curbs and gutters in the
Windsor Hills area started this week.
* The U.S. Marine Fisheries Service proposed that the Puget Sound.
Chinook salmon be listed as a threatened species under the
Endangered Species Act.
* In an effort to identify the source of PCE contaminatio=? in the
Cedar River well field, test borings were made on property owned
by Stoneway Concrete.
* The Parks Department's maintenance crew completed a new timber
retaining wall at Kennydale Lien's Park.
CONSENT AGENDA Items on the consent agenda are adopted by one motion which follows the
listing.
Parks: Cedar River Trail Community Services Department requested authorization, to execute
Easements re Bryn Mawr construction agreements andeasements with The Boeing Company and King
System Improvements, The County for the Cedar River `frail Park in association with the Bryn Mawr
Boeing Co & King Cty, ; System Improvements project, as well as a Memorandum of Understanding
CAG-98- ` with Boeing to facilitate that company's ^onstruction of a storm sewer
interceptor while allowing water and electrical service t:. the city of Renton

MEMORANDUM OF UNDERSTANDING BETWEEN BOEING AND THE CITY OF
RENTON. (Referred March 2, 1998)
The Utilities Committee recommends concurrence in the staff recommendation to
approve the Memorandum of Understanding between Boeing and the City of Renton to
facilitate construction of a storm sewer interceptor in Cedar River Trail Park. The
Memorandum of Understanding will be utilized to prepare the final Agreement and
required Amendments to the Potable Water and Electrical Use Agreement (CAG 96-
116) and Fire Hydrant and Fire Water Use Agreement (CAG 73-098), and Final
Easement Documents.
The Utilities Committee further recommends that the Mayor and City Clerk be
authorized to execute the Memorandum of Understanding.

Transportation (AviatignZ Transportation (Aviation) Committee Chair Schlitzer presented a report
Committee recommending that Council approve a contract in the amount of $59,917 with
Airport: Relocation of CH2M Hill for replacement of the Renton Municipal Airport Tower heating,
Tower HVAC Unit, ventilation and air conditioning (HVAC) unit; authorize the MaYc,i- and it
CH2M Hill, CAG-98- Clerk to executa the contract; and authorize the transfer of $60,000 from the
unobligated Airport fund balance to the Control Tower HVAC Project.

Airport: Runway 15 Safety Transportation (Aviation) Committee Chair Schlitzer presented a report
Improvement, HNTB, recommending that Council approve a contract in the amount of $70,432 with
CAG-98- HNTB for design and construction administration of the Runway 15 Safety
Area Improvements project at Renton Municipal Airport. The Committee
further recommended that the Mayor and City Clerk be authorized to execute
the contract with HNTB and that a transfer of $70,432 be authorized from the
unobligated Airport fund balance to the Runway 15 Safety Area Improvement
project. The Committee further recommended that the Mayor and City Clerk
be authorized to execute the application, assurances and acceptance, and other
FAA documents related to this project and its FAA airport improvement

System Improvements, Park. The Committee further recommended that upon staff review and
Puget Sound Energy approval, the Mayor and C't v Cierk be authorized to execute the final

COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED.
