ADMINISTRATIVE SITE PLAN REVIEW CITY OF RENTON REPORT AND DECISION DATE • APPLICATION NO.: SA-105-90 APPLICANT: Norman M.Schultz LOCATION: 321 and 323 Meadow Ave. North SUMMARY OF REQUEST: Applicant seeks site plan approval for construction of a two-story, townhouse style duplex located in an R-2 zone. COMMITTEE REVIEW: Review was conducted after receiving written comment from all divisions of the Planning/Building/Public Works Department, and the Fire, Police,and Parks Departments. The following exhibits were entered into the record: Exhibit No. 1: Yellow file containing application, proof of posting and publication and other documentation pertinent to this request. Exhibit No.2: Site plan (received January 31, 1991). Exhibit No.3: Landscape plan (received January 31, 1991). Exhibit No.4: Building elevation plans. FINDINGS, CONCLUSIONS,AND DECISION Having reviewed the written record in the matter,the City now makes and enters the following: Findings: 1. The applicant, Norman Schultz, has requested site plan approval to allow construction of a two- story, townhouse style duplex located in an R-2 zone. Site plan approval was required of this development at the time that the rezone was approved by the City Council. The to concern was that the proposed development would need special review to ensure that the proposed project would be compatible with existing residential development. 2. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation,the comments from various City departments,the public notices requesting citizen comment,and other pertinent documents was entered as Exhibit No. 1. 3. Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 4. The site plan as presented, provides sufficient parking to comply with the Parking and Loading Ordinance of the City of Renton. 5. The subject site was annexed into the City in 1909 by the Adoption of Ordinance No. 156. The site was zoned R-2 in November, 1990. 6. Land use surrounding the subject site is single-family and duplex residences. 7. The applicant's site plan complies with the requirements for information for site plan review. Review of the application was conducted based upon Section 4-31-33(D)(1) of the Zoning Ordinance (Site Plan Review)together with all other relevant information,as follows: a. Conformance with the Comprehensive Plan, its elements and policies; The proposed duplex is consistent with the Comprehensive Plan Land Use Map designation of Low Density Multi-Family Residential. The Comprehensive Plan states that the Low Density Multi-Family Residential area is intended for attached single-family dwelling units,townhouses, mobile-home parks and two-family dwellings. stpinrpt Administrative Site Plan Rev% Report and Decision April 2, 1991 Page 2 Section IV.D.3 of the Comprehensive Plan states that the architectural design and construction should be compatible with the site and adjacent areas. In this case staff have worked with the applicant to reflect the architectural features of the existing adjacent dwelling units in the design of the proposed duplex. The project site is located within the boundaries of the Central Plan Area of the Comprehensive Plan. The Residential Objective section states that a variety of housing opportunities, including single family and multiple family housing should be provided. As existing development in the area surrounding the project site includes a mix of duplex and single family units,this project will be providing a housing type that is consistent with area development. b. Conformance with existing land use regulations; The project site was zoned R-2 Residential Zone on November 26, 1990 (Ordinance No. 4297). The Zoning Ordinance (Section 4-31-7) allows for two dwelling units as a principal use at a maximum density of 12.1 units per acre. Ordinance 3599 allows for the development of single family dwelling or two (2) dwelling units and associated buildings on pre-existing lots. The project site is a pre-existing lot which measures 40'X 103' providing a 4,120 square foot lot. The proposed duplex meets the development standards of the R-2 zone. Resolution 2708 states that the single-family character of the North Renton area should be retained. The duplex has been designed with the entrance doors on the sides to reduce the appearance of the structure as a duplex. Staff has worked with the applicant to match the architectural features of the proposed duplex with the adjacent single-family homes (See Section 7.c. below). c. Mitigation of impact to surrounding properties and uses; Presently, single-family and duplex uses predominate in the immediate vicinity of the subject site. The scale and design of the proposed building are consistent with the surrounding buildings. As noted above, the applicant has reflected the architecture features, such as the roof line, of the adjacent residential buildings in the street elevation of the proposed duplex. The building has several design features that are intended reduce the apparent bulk of the project. This has been accomplished by providing balconies on the rear of the building, indenting the entrances on the sides of the building and by providing a stepped facade on the front of the building. d. Mitigation of impacts of the proposed site plan to the site; As noted previously,the proposed development has provided the setbacks required by the R-2 zone. The setback areas have been landscaped to improve the appearance of the site and to provide an area for on-site recreation for the residents of the duplex. e. Conservation of area-wide property values; The proposed duplex can be expected to have a positive impact on area-wide property values. The site is presently a vacant parcel within the existing neighborhood. The proposed development has been designed to reflect the architectural features of the adjacent residential buildings and will provide new landscaping along Meadow Avenue North. f. Safety and efficiency of vehicle and pedestrian circulation; The proposed project will create only two new dwelling units. The amount of traffic generated by this development is not expected to be significant, a maximum of 12 trips per day. The applicant has provide four parking spaces on-site which are accessed from the alley at the rear of the project site. Paved paths are provided within the landscaped area connecting the entrances to the units with the parking area and with the sidewalk along Meadow Ave. The project is located within the North Renton Transportation Benefit Zone (TBZ). The applicant will be required to submit a fee of $3,320.00 ($272 X 12.21 trips) to off-set the traffic improvements of the TBZ. The project site is located within an area that is heavily impacted by traffic during peak hour traffic. In order to prevent hauling operations, during the construction phase of the project,from interfering with peak hour traffic flows hauling operations should be limited to the hours between 8:30 A.M. and 3:30 P.M. The applicant will also need to designate hauling routes to limit the truck traffic on the residential streets. stpinrpt • Administrative Site Plan Rey' Report and Decision April 2, 1991 Page 3 The plans submitted by the applicant indicate that the on-site parking area will be surfaced with gravel. The applicant will need to pave and stripe the on-site parking area. The project is located in an older, existing residential neighborhood. Staff is concerned that construction of the duplex and the associated traffic generated during the construction phase of the project could impact the surrounding neighborhood. Staff recommends that the applicant provide a construction mitigation plan to ensure that this. impacts generated during the construction of this project are mitigated to the extent possible. g. Provision of adequate light and air; The applicant has designed the project to provide five foot setbacks along the side of the building, a twenty foot front yard setback and a thirty-three foot rear yard setback as required by the Zoning Ordinance. These setbacks have been calculated to allow for adequate light and air circulation around the structure. h. Mitigation of noise, odors, and other harmful or unhealthy conditions; Construction activities can be expected to produce noise. Due to the limited time period in which these can be expected to occur they are not expected to be significant. Further mitigation can be provided by limiting the hours of hauling operations as noted above. Once construction is completed and occupied it is not expected that the project will generate any noise not normally associated with residential land uses. i. Availability of public services and facilities to accommodate the proposed use;and Preliminary review of the proposed development indicates that a fire flow of 2,000 GPM will be required for this project. This fire flow may not be available from the existing 6" water line in Meadow Ave. Providing a sprinkler system in the proposed dwelling units could reduce the required fire flow or an eight inch water main would have to be extended to the property line. The applicant will be required to provide a Special Utility Connection Charge of $700.00 ($350 per unit X 2) for the new service connections (sewer and water) necessary for this project. The closest storm sewer line is located within North 3rd Street. As there is no catch basin available to this project, the applicant will need to tightline the roof drains into an infiltration trench to be located on the subject property. j. Prevention of neighborhood deterioration and blight. The proposed duplex has been designed to be compatible with the surrounding land uses which include a mix of single-family homes and duplex units. The design of the structure reflects the architectural standards of the adjacent structures. The applicant has provided an adequate landscape plan to improve the appearance of the project. The project can be expected to have a positive influence on the neighborhood. Decision: The site plan for the Schultz Duplex, File No. SA-105-90, is approved subject to the following conditions: 1. The applicant shall, in order to make the proposed duplex more compatible with adjacent residences, shall amend the plans to provide a steeply pitched roofs over the over the two front vertical window elements of the main building as well as over the entrance doors of the duplex units. The amended plans shall be submitted to the satisfaction of the Development Planning Section prior to the issuance of site preparation/building permits. 2. The applicant shall,to mitigate traffic impacts, provide a fee of$3,320 ($272 X 12.1 trips per day)to the North Renton Transportation Benefit Zone. The applicant shall submit the fee prior to the issuance of site preparation/building permits. 3. The applicant shall, to mitigate construction impacts, provide a construction mitigation plan which shall include the following components: a) an erosion control plan; b) a plan for the periodic watering of any disturbed portion of the project site; c) a plan to limit hauling operations to between the hours of 8:30 A.M. and 3:30 P.M. and d) provide a plan demonstrating the routes for construction vehicles. The plan shall be submitted to the satisfaction of the Department of Planning/Building/Public Works prior to the issuance of site preparation/building permits. stpinrpt , 'Administrative Site Plan Re' Report and Decision April 2, 1991 Page 4 4. The applicant shall, to mitigate impacts to the existing utility lines, provide a Special Utility Connection Charge of $700.00 ($350 per unit X 2 D.U.$) prior to the issuance of site preparation/building permits. 5. For the purpose of these decisions, the terms "should"and "shall"are to be considered mandatory and the term"may"is considered discretionary. Notes to Applicant: An applicant complying with these provisions and willing to hold the City harmless.for any expense or damages incurred for work begun prior to the exhaustion of the 14-day appeal period and/or for work which may consequently be stopped by an appeal or work required to be altered or returned to its preconstruction state, may begin construction activities with the issuance of the proper permits. LOCATION OF PROPOSAL: 321 and 323 Meadow Avenue North Technical Advisory Committee Staff Report Schultz Duplex 2 - • Feb. 22, 1991 BACKGROUND The subject property was rezoned from R-4 to R-2 in November, 1990. As a condition of. approval, the, City requires the applicant that any future multiple family development on site . shall be subject to the City's site plan review process. • The subject property is a vacant lot, located on Meadow Ave. N. between N. 3rd Street and N.4th Street in North Renton. The neighborhood is predominated by single family and duplex residences. : Most the ' housing units were built over 40 years ago and need improvement. B. ISSUES: (LAND USE) 1. Whether the proposed development is consistent with applicable sections of the Comprehensive Plan, Zoning Ordinance and , related documents? The Comprehensive Plan designates the subject property for low density multi-family development. The property was recently rezoned from R-4, Residential-Multiple Family to R-2, Residential Two Family (Ordinance No. 4297) . The City Zoning Ordinance (Section 4- 709A) allows residential development of a maximum density of 12 . 1 units' per acre; the lot area shall not be less than 7,200 sq. ft,. in the R-2 zone. The subject property is only 4, 120 sq. ft. ; however, the lot is- a "pre existing platted lot", the City Ordinance . 3599 permits ,the construction of single family dwelling or two (2) dwelling units and associated accessory building's on such lot. Technical Advisory Committee Staff Report Schultz Duplex 3 Feb. 22, 1991 The development, as presently designed, complies with the City's development regulations/standards for low-density residential use (e.g. , landscaping, parking and yards. ) . Four parking spaces are to be provided in between the building and the alley to the west. The parking area is to screened with a 42" high fence. 2. Whether the proposed use is compatible with vicinity land uses? Presently, single-family and duplex uses predominate in the immediate vicinity of the subject site. The scale and design of the proposed building is in consistent with the surrounding homes. The compatibility issues were fully addressed in the rezone project. All the conditions of approval on the rezone will be carried out. (ENVIRONMENTAL ELEMENTS) 1. Whether the proponent has adequately identified andaddress environmental impacts likely to occur in conjunction with the proposed development? The proposed project is exempted from environmental review. (WAC 197-11-800 (1) (b) (i) ) a. Housing 1. Impacts: The proposed development will provide 2 dwelling units, housing approximately 4 persons. 2. Mitigation Measures: No mitigation measures are proposed. 3. Policy Nexus: N/A b. Aesthetics 1.. Impacts The proposed project will create only 2 residential units housing approximately 4 people; therefore, the impact on traffic will be minimum. 2. Mitigation Measures: No mitigation measures are required. d. Light, . Glare and Noise 1. Impacts: Sound types and levels from the proposed project are anticipated to be similar to those customarily occurring in conjunction with single-family and duplex housing. Light and glare impacts may be expected from vehicles travelling to and from the site, and by on-site exterior illumination. Because of the small scale of the project, the impact of light and glare will be minimum. 2 .. Mitigation Measures: No mitigation measures are required. . e. Utilities/Public Services 1. Impacts Public utilities (water, sewer, storm drainage management; right-of-way and street improvements (lighting, gutters, sidewalks) currently are adequate for the proposed duplex. The Police and Fire Departments also report sufficient resources to serve this site. Note: The fire flow requirement for duplex is same as single family.
