The applicant shall comply with the mitigation measures issued as part of the Determination of Non-Significance Mitigated, dated February 27, 2017.2. The applicant shall submit revised elevation plans with the building permit application that verifies compliance with the maximum wall plate height of 42 feetfor each of the two westerly buildings and 32 feet for the other buildings. The applicant shall submit revised grading plan that identifies the top of wall and bottom of wall elevations verifying walls comply with the 6-foot heightlimitation. Additionally, the plans shall contain a cut-sheet of wall materials that are to be composed of brick, rock, textured or patterned concrete, or other materialapproved by the Current Planning Project Manager. The revised grading plan shall be submitted with the construction permit application to be reviewed andapproved by the Current Planning Project Manager prior to construction permit approval.7. The applicant shall submit cut sheets with the landscape plan for the proposed play structure or other active recreation structure approved by the CurrentPlanning Project Manager), picnic table, and bench. These amenities shall be durable and appropriate for northwest climate. The cut sheets shall be submitted withthe construction permit application to be reviewed and approved be the Current Planning Project Manager.8. The programmed recreation areas ( lawn, play area, seating, and pathways) shall be constructed prior to Certificate of Occupancy of the first building.9. The applicant shall submit a sample of the paver material to be used within the private alley with the construction permit application. The paver material shallhave a contrasting color compared with the asphalt surface and be comprised of brick or stone (or similar material as approved by the Current Planning ProjectManager), and shall be reviewed and approved by the Current Planning Project Manager prior to construction permit approval.10. The applicant shall submit cut sheets with the construction permit application for the planter boxes in the private alley. Additional planter boxes may berequired depending on space constraints with alley. The cut sheets shall be a component of the detailed landscape plan submitted with the construction permitapplication to be reviewed and approved by the Current Planning Project Manager.11. The applicant shall submit a sign package as a component of the private alley/woornerf that compliments the overall development with addresses, buildingnumbers, and wayfinding. The sign package shall be submitted with the construction permit application to be reviewed and approved by the Current Planning ProjectManager prior to construction permit approval.12. The applicant shall submit a materials board with the building permit application for review and approval by the Current Planning Project Manager prior tobuilding permit approval.13. The applicant shall submit a lighting plan that includes a photometric calculation of average foot-candles that adequately provides for public safety withoutcasting excessive glare on adjacent properties. Pedestrian scale and downlighting shall be used in all cases to assure safe pedestrian and vehicular movement. Cutsheets of decorative sconces and other pedestrian level lighting shall be provided with the plan that compliments to woonerf, common open space, and newresidences. The lighting plan shall be submitted with the construction permit application to be reviewed and approved by the Current Planning Project Manager priorto construction permit approval.14. The applicant shall establish a Homeowners Association (HOA) for the development that would be responsible for all common improvements within Tract A.All common facilities, not dedicated to the City, shall be permanently maintained by the PUD HOA. The Covenants, Conditions, and Restrictions (CC&Rs) shall providethat if the HOA fails to properly maintain the common facilities and integral elements of the City may do so at the expense of the association. The CC&Rs shall alsoprovide that the provisions pertaining to the obligation to maintain common areas shall not be amended without approval of the City of Renton. The applicant shallprovide draft CC&Rs and HOA incorporation documents for review and approval by the Current Planning Project Manager prior to issuance of anyoccupancy permit.15. The applicant shall submit revised elevations with the building permit application that clearly identifies compliance with the minimum 4-1/2' wide dimensionof the required weather protection. The revised plan shall be reviewed and approved by the Current Planning Project Manager prior to building permit approval.16. The applicant shall submit a revised landscape plan with the construction permit application that provides additional planters where adequate space isavailable along Buildings 3 and 4. The revised landscape plan shall be reviewed and approved by the Current Planning Project Manager prior to construction permitapproval.17. The applicant shall submit revised floor plans and site plans the provide specific calculations and dimensions of the requirement private usable abutting openspace that is compliant with the 100-square foot minimum area per lot or that provide for alternatives to the 100-square foot requirement as proposed in Ex. 28. Therevised plans shall be submitted with the building permit application to be reviewed and approved by the Current Planning Project Manager prior to building permitapproval.18. The applicant shall submit revised elevation plans for the unattached elevations for Units A and B that either provide additional articulation and/or modulationthat comply with the 20-foot maximum interval requirement or that provide for features that substitute for modulation as authorized by RMC 4-3-100(E)(5). Therevised elevation plans shall be submitted with the building permit application to be reviewed and approved by the Current Planning Project Manager prior tobuilding permit approval.19. The applicant shall submit revised elevation plans with the building permit application that provide detail of proposed enhancement techniques for thecast-in-place planters on Buildings 1 and 2. The revised plans shall be reviewed and approved by the Current Planning Project Manager prior to building permitapproval.20. Prior to the issuance of any occupancy permit, the developer shall furnish a security device to the City in an amount equal to the provisions of RMC 4-9-060.Landscaping shall be planted within one year of the date of final approval of the planned urban development, and maintained for a period of two (2) years thereafterprior to the release of the security device. A security device for providing maintenance of landscaping may be waived if a landscaping maintenance contract with areputable landscaping firm licensed to do business in the City of Renton is executed and kept active for a two (2) year period. A copy of such contract shall be kept onfile with the Development Services Division. Landscaping shall be maintained pursuant to requirements of RMC 4-4-070.21. Prior to the issuance of any occupancy permits, all common facilities, including but not limited to utilities, storm drainage, streets, recreation facilities, etc.,shall be completed by the developer or, if deferred by the Planning/Building/Public Works Administrator or his/her designee, assured through a security device tothe City equal to the provisions of RMC 4-9-060.22. Maintenance: All common facilities not dedicated to the City shall be permanently maintained by the planned urban development owner, if there is only oneowner, or by the property owners' association, or the agent(s) thereof. In the event that such facilities are not maintained in a responsible manner, as determined bythe City, the City shall have the right to provide for the maintenance thereof and bill the owner or property owners' association accordingly. Such bill, if unpaid, shallbecome a lien against each individual property.23. All road/woonerf names shall be approved by the City.24. Sanitary sewers shall be provided by the developer at no cost to the City and designed in accordance with City standards. Side sewer lines shall be installedeight feet (8') into each lot if sanitary sewer mains are available, or provided with the subdivision development.25. Concrete permanent control monuments shall be established at each and every controlling corner of the subdivision. Interior monuments shall be located asdetermined by the Department. All surveys shall be per the City of Renton surveying standards. All other lot corners shall be marked per the City surveying standards.The subdivider shall install all street name signs necessary in the subdivision.26. Where circumstances warrant, Public Works staff may require one or more public crosswalks or walkways of not less than six feet (6') in width at locationsdeemed necessary.27. All lot corners at intersections of dedicated public rights-of-way, except alleys, shall have minimum radius of fifteen feet (15').28. All utilities designed to serve the subdivision shall be placed underground. Any utilities installed in the parking strip shall be placed in such a manner and depthto permit the planting of trees. Those utilities to be located beneath paved surfaces shall be installed, including all service connections, as approved by the PublicWorks Department. Such installation shall be completed and approved prior to the application of any surface material. Easements may be required for themaintenance and operation of utilities as specified by the Public Works Department.29. Before any construction or development activity occurs, a pre-construction meeting must be held with the City of Renton, publicworks design engineer.3. The Boundaries of the clearing limits and areas of vegetation preservation as prescribed on the plan(s) shall be clearly flagged bysurvey tape or fencing in the field prior to construction in accordance with Appendix D of the Surface Water Design Manual and observedduring construction. During the construction period, no disturbance beyond the clearing limits shall be permitted. The clearing limits shall bemaintained by the applicant/ESC supervisor for the duration of construction.4. Stabilized construction entrances shall be installed at the beginning of construction and maintained for the duration of the project.Additional measures, such as constructed wheel wash systems or wash pads, may be required to ensure that all paved areas are kept cleanand track out to road right of way does not occur for the duration of the project.5. All required sedimentation/erosion control facilities must be constructed and in operation prior to land clearing and/or constructionto prevent transportation of sediment to surface water, drainage systems and adjacent properties. All erosion and sediment facilities shall bemaintained in a satisfactory condition until such time that clearing and/or construction is complete and potential for on-site erosion haspassed. The implementation, maintenance, replacement and additions to erosion/sedimentation control systems shall be the responsibilityof the permitee.6. The erosion and sedimentation control systems depicted on this drawing are intended to be minimum requirements to meetanticipated site conditions. As construction progresses and unexpected or seasonal conditions dictate, the permitee shall anticipate thatmore erosion and sedimentation control facilities will be necessary to ensure complete siltation control on the proposed site. During thecourse of construction, it shall be the obligation and responsibility of the permitee to address any new conditions that may be created by theactivities and to provide additional facilities, over and above minimum requirements, as may be needed, to protect adjacent properties andwater quality of the receiving drainage system.7. Approval of this plan is for erosion/sedimentation control only. It does not constitute an approval of storm drainage design, size norlocation of pipes, restrictors, channels, or retention facilities.8. Any areas of exposed soils, including roadway embankments, that will not be disturbed for two days during the wet season (October1st trough March 30th) or seven days during the dry season (April 1st tough September 30) shall be immediately stabilized with the approvedESC cover methods (e.g., seeding, mulching, plastic covering, etc.).9. Wet season seasonal erosion and sediment control requirements apply to all construction sites clearing between October 1 and March30 inclusive, unless otherwise approved by the City through an adjustment process.10. Cover measures will be applied in conformance with Appendix D of the Surface Water Design Manual.11. Any area needing ESC measures, not requiring immediate attention, shall be addressed within seven (7) days.12. The ESC facilities on inactive sites shall be inspected and maintained a minimum of once a month or within 24 hours following a stormevent.13. At no time shall more than one (1) foot of sediment be allowed to accumulate within a catch basin. All catch basins and conveyancelines shall be cleaned prior to paving. The cleaning operation shall not flush sediment-laden water into the downstream system.14. During the time period of October 1st through March 30th, all project distributed soil areas greater, that are to be left un-worked formore than 12 hours, shall be covered by mulch, sodding or plastic covering.15. Any permanent retention/detention facility used as a temporary settling basin shall be modified with the necessary erosion controlmeasures and shall provide adequate storage capacity. If the permanent facility is to function ultimately as an infiltration system, thetemporary facility must be rough graded so that the bottom and sides are at least three feet above the final grade of the permanent facility.16. Prior to the beginning of the wet season (Oct. 1), all disturbed areas shall be reviewed to identify which ones can be seeded inpreparation for the winter rains. Disturbed areas shall be seeded within one week of the beginning of the wet season. All pipe and appurtenances shall be laid on a properly prepared foundation in accordance with the current State of Washington StandardSpecification for Road and Bridge Construction. This shall include necessary leveling of the trench bottom or the top of the foundation material, as well asplacement and compaction of required bedding material, to uniform grade so that the entire length of the pipe will be supported on a uniformlydense, unyielding base. All pipe bedding shall be APWA Class “C”, with the exception of PVC pipe.16. Steel pipe shall be aluminized, or galvanized with asphalt treatment #1 or better inside and outside.17. All drainage structures, such as catch basins and manholes shall have solid locking lids. All drainage structures associated with a permanentretention/detention facility shall have solid locking lids.18. Building and other structures shall be placed in accordance with Table 4.1 Easement Widths and Building Setbacks Lines.19. All catch basin grates shall be depressed 0.10 feet below pavement level.20. All driveway culverts located within City of Renton right-of-way shall be of sufficient length to provide a minimum 3:1 slope from the edge of thedriveway to the bottom of the ditch. Rock for erosion protection of roadside ditches, where required, shall be of sound quarry rock placed to a depth ofone (1) foot and must meet the following specifications:4 - 8 inch rock / 40 - 70% passing;2 - 4 inch rock / 30 - 40% passing; andless than 2 inch rock / 10 - 20% passing.21. All building downspouts and footing drains shall be connected to the storm drainage system, unless approved by the City plan reviewer or SurfaceWater Utility Section. An accurately dimensioned, certified as-built drawing of this drainage system will be submitted to the City upon completion.22. Drainage outlets (stub-outs) shall be provided for each individual lot, except for those lots approved for infiltration by the City. Stub-outs shallconform to the following:a. Each outlet shall be suitably located at the lowest elevation on the lot, so as to service all future roof downspouts and footing drains, driveways,yard drains, and any other surface or subsurface drains necessary to render the lots suitable for their intended use. Each outlet shall have free-flowing,positive drainage to an approved stormwater conveyance system or to an approved outfall location.b. Outlets on each lot shall be located with a five-foot-high, 2" x 4" stake marked "storm" or "drain". The stub-out shall extend above surface level, bevisible, and be secured to the stake.c. Pipe material shall conform to underdrain specifications described in Chapter 4 of the Surface Water Design Manual and, if non-metallic, the pipeshall be placed in a trench with a tracing wire above or other acceptable detection.d. Private drainage easements are required for drainage systems designed to convey flows through individual lots.e. The applicant/contractor is responsible for coordinating the locations of all stubout conveyance lines with respect to other utilities (e.g. power,gas, telephone, television).f. All individual stub-outs shall be privately owned and maintained by the lot home owner.g. Storm drainage pipe systems shall not penetrate building foundations, except for sump pump discharge lines used to drain crawl spaces, providedthe sump pump system includes backflow prevention or a check valve.23. All disturbed pervious areas (compacted, graded, landscaped, etc.) of the development site must demonstrate one of the following: The existingduff layer shall be staged and redistributed to maintain the moisture capacity of the soil, OR; Amended soil shall be added to maintain the moisturecapacity.24. Proof of liability insurance shall be submitted to the City prior to construction permit issuance.25. Issuance of the building or construction permits by the City of Renton does not relieve the owner of the continuing legal obligation and/or liabilityconnected with storm surface water disposition.
