Dear Sir:
:,le had pr viously, on several oceasicns, contacted the Great Northern
Railroad Company and its legal staff to ascertain the cost of the new
bridge for the nurposs of having the City pay its obliation during
the current calendar year. This for the fact that the work in oirstion
has been completed during 1960. The R.ai_lroad Company has been unable,
up to date, to get an exact itemized breakdown of their coats £:om
their Engineering Department. However, we ha a agreed with them that
they would send us their pmlim'_nary e• t bill with the understanding
that if the finalbill should be, less *_a the a.munt herein indicated
that a refund would be trade immediately,
'de are handing you herewith a copy of let+:er from R. Paul TjoSsem,
Attorney for the railroad, together with itemized billing. We ask you
to check over and verify said amounts and also determine whether said
bridge has been built to cpecifications as approved by you. We sre
also fon.arding copies of these documents to Pr. Edwards for !-3 s
ir.ornation si nee he is also financially cormitted on this improvement.,
You realize, of course, as we hava previ usly pointed out, that in a
case like this ore, the City is unable to call for competitive bids to
do the work since all of -uch work is done by the railroads themselves.
It would be somewhat impractical to say the least, to call for competitive
bids on one-fourth of the work whic.n is all done by the railroad. This,
by the ,say, had been explained to the State Auditor heretofore. We do
not know of any objections to thus procedure under those circumstances.
Assuming that you have checked and verified the xrk arri the amount
involved, it, wail be our suggestion that the City pay its share prior
to January 20, 1961.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
VACATING A PORTION OF A CERTAIN STREET, KNOWN AS
KING COUNTY ROAD NO. 80, -OCATED IN THE CITY OF
RENTON, KING COUNTY, 'AASHINGTON.
WHEREAS, a proper petition for the vacating of portions of certain
public streets, as hereinafter more particularly described, was duly filed with
the City Clerk of the CITY OF RENTON on July 26, 1960, signed by all the owners
of the property abutting upon said portion of the streets and areas sought to be
vacated, which oetition was read at the regular meeting of the City Council on
July 26, 1960 and W4EREA.S the City Council, at its regular meeting or. August 2,
� 1960, duly peened Resolution No. 1046 fixing and determining the 23rd day of
August, 1960 at 8:00 P.M. in the Council Chambers of the CITY OF RENTON to be the
time and place for the hearing on said petition and WHEREAS the City Clerk has
duly caused notice of such hearing to be published and to be posted far the time
and in the manner provided by law; and the Engineering Department having heretofore
recommended such vacation for the primary purpose of realigning certain streets
and approaches and such realignment and relocation being in the public interest

breaking is requited by Chapter S, Title IX of the City's Ganeral
Code of Otdieancus. Io addition you have also, is violation of
the City's Ordinance, including its compishensive traffic code,
failed to secure the City's prior approval in establishing angular
parking stalls vithin a public right of way. It is the City's
Prerogative and the responsibility of the City Isgiseer to determine i
-he kind and location of parking that will be permitted on public
igbt o , ways and it is not up to a privet* owner to use such right
of way as h. seas fit.

This is in pursuance of our recent meting dated June 4, 1959
ragnrdin€ zhe installation of streets and incidental work in the
new Renton Shopping Center, Subssqusnt to our discussion, we
have received a letter from the City e:Agineer advising us that
after additional investigation, he +,. d the Street Copmissioner
he" arrived at the conclusion that the Construction of a drain-
age channel in lieu of it pipe culvert drainage wou)a be imprnctioel.
In addition to that, it was feared that the city would acquire quite
a maintenance obli-ation that may be costly to the city.
It is therefore the recommendation of the Engineer that pipe culvert
drainage should be installed end that the city may be in a position
[ to perform some of the work in toe installation of name, cubject tc
the alpruwal of the City Council. The pipe size rujuired would be
