The proposed plan calls for building nearly 900 feet of sewer line from 7th Lven»e northward thru our property. This would be of larr;e size and the outs .could be deep in some T aces so the f cost would be heavy, in fact nearly equal to the assessment against the Property. Sewer system of adequate size for present and future needs. 2. Drainage of public }i hways, streets and roads. 3. Sealed bids for the construction. of a digester and other Treatment Plant Improve:._�nts will be received by the City of Renton at the Council Chambers in the City hall until 8:OC P.M., ,J U 14 14- , 1953. At this time tfie bids will br: publicly opened and read, after which the bids will be considered and the award made as early as practicable. The envelope containing t!e bid shall be plainly marked "Bid on Treatment Plant." No proposal may be changed or withdrawn after the time set for receiving bids. Prop,-sals shall be submitted on the forms attached hereto or enclosed herewith. 2. The work to be done is shown on the plans and in the specifications. Quantities are understood to be only approximate. Methods of measurement and payment are shown in the Snecial Provisions. 3. Plans may be examined and copies obtained at the City Engineer's Office or at the Office of R. E. Wolff, 1506 Smith Tower, Seattle. Bidders shall satisfy themselves as to the local conditions by inspection of the site. Whenever the word "Owner" is used in this contract, it shall be under- stood to mean the City or District. b. Whenever the word "Engineer" is used it shall be understood as refer- ring to the City Engineer, or his representative on the job as the case may be. Whenever the words "directed," "permitted," "considered necessary," or words of like import are used, it shall be understood that the direction, permission, order etc, of the Engineer is intended; similarly, "approval," "satisfactory," "acceptable" shall mean approved, satisfactory, or acceptable to the Engineer. c. The word "contract" will be understood to include all the terms, stipulations, and covenants contained in the Bid Proposal, General Conditions, Specifications, Plans, and Bond. d. Whenever the word "Contractor" is used it shall mean the person(s), co-partnership, or corporation who has agreed to perform the work covered by the contract, or to his legal representative. During the absence of the Contractor, the job superintendent will be considered to be the Contractor's representative unless otherwise designated by the Contractor. II. Rights and Responsibilities of the Caner: a. Inspection: It is mutually agreed that the City, through its agent the City Engineer, shall inspect the work during the construction to determine its acceptability, conformance to plans and specifications, quantities of work performed, and other functions requisite to securing a satisfactory, workmanlike job. C The Contractor shall furnish reasonable aid and assistance as required by the Engineer, or Inspector, for the proper inspection of the work and measurement of quantities. b. Right of Entry: The City reserves the right to construct or install such collateral works as iT may desire during the period of this construction. Such work will be done with as little hindrance or interference as possible with the Contractor. The Contractor agrees not to interfere with or prevent the perform- ance of such work or to claim any extra compensation or damages by delays or hin- drances which may be carsed. c. Changes, Alterations, and Extra Work: The Contractor agrees that the Owner may make suc alterations as he may in the line, grade, form, dimen- sions, plan or material of the work either before or aft-r the beginning of con- struction. If such alterations dimini.:h the quantity of the work to be done, they shall not constitute a claim for damages or anticipated profits on thu work that may be dispensed with. If they increase the amount of work, such increase shall be paid for according to the quantity actually done, and at the prices established for such work under the contract. However, if such changes make useless any work already done, or material already furnished or used in said work, the Owner shall recompense the Contractor therefor. i I GC-1 r ; General Conditions No work shall be regarded as extra work unless it is ordered in writing by the Engineer and with the agreed price for the same specified in said order, pro- vided the price is not otherwise determined by this contract. All claims for extra work shall be made before the work is starte(, and a statement of the cost of the same shall be made within 30 days after completion of the extra work. d. Discrepancies and Omissions:It isfurther agreed that it is the intent of this contract that a 1 work must be done and all material must be furnished in accordance with the best practice. In the event of any discrepancies between the plans and specifications, or otherwise, or in the event of any doubt as to the mean- ing of any portion of the contract, specifications, or plans, the Engineer shall de- fine which is intended to apply to tip.: work, and the Contractor shall be bound by such decision. Any work or material not herein specified but which may be fairly implied as included in the contract, of which the Engineer ahall be the judge, shall be done or furnished by the Contractor without extra charge. i Estimated Quantities: Ibis agreement, including the plans, specifi- cations, and estimate is i-nterdeed to show clearly all work to be done and material to be furnished hereunder. The quantities are approximate and are to be used only as a basis for estimating the probable cost of the work and for comparing the pro- posals offered for the work. It is understood and agreed that the basis °or pay- ment shall be the actual amount of work done and the material furnished. t f. Lines and Grades: The alignment and grada shall be as shown on the plans, and as staked in the field by the Engineer. The Contractor shall give the Engineer ample notice of the time and place where the lines and grade will be needed. All stakes, marks, etc., shall be carefully preserved by the Contractor. Securing of Franchises, Easements Rights-of-iiay: The City for the purpose oilthis conMction, agrees to secure such ranchises, permits, easements, and/or Rights-of-Way as are necessary for the permanent location and operation of the pipe lines. The Contractor shall be furnished copies of such agreements as affect construction operations. The Contractor agrees to secure those special permits, easements, or agree- ments of a temporary nature as may be desirable due to conditions of construction.. h. Estimates and Payments: An estimate in wiitin,_, will be made by the Engineer once a month of the amount of work done and material furnished, including material delivered on the ground to be used in the completed work, and of the value thereof in terms of the contract. The City will pay the Contractor 81% of this estimated value, and whenever the contract shall be completed, and when said work an: material shall be accepted by the City, a careful and detailed estimate shall be made of the value of all work and material furnished and the Contractor shall be paid for this amount within thirty-five (35) days, provided, however, that claims for labor and material, damages, royalties, or otherwise have beer. satisfied. artial and final payments will be made in cash or equivalent. GC-2 k General Conditions i. Extra Work: If during the performance of this contract the Engineer shall order in writin, other work done or materials furnis;,ed which cannot be class- ified under the unit prices of this contract, the Contractor shall perform such work and furnish such material and shall be paid therefor the actual cost plus 15`1 in addition. thereto. The actual cost is defined to include the cost of all labor, equipment and materials necessary for the performance of the extra work, including any extra expenses incurred directly on account thereof, and also the wages of fore- men and the expenses attached to the Contractor' s liability insurance covering the labor so employed. Equipment rental rates used in arriving at the actual cost shall be the prevailing OP(: ceiling rates, or if they are no longer in effect shall be the latest published AGE schedule of ownership expense. No additional allowance shall be made for overh9ad charges, general super- intendence, general expenses, contingencies, or depreciation of equipment. III. Eights and Responsibilities of Contractor: a. Personal Attention of Contractor: The Contractor shall give personal a,.. .,ention to the faithful prosecution and completion of this work and 5,1all be present either in person or by duly authorized representative on the site of the work continually during its progress. b, Contractor' s Address: The Contractor shall designate in his proposal an address to w ich written n_':ces pertaining to this contract may be sent, and shall immediately notify the City of any change in such address. Delivery of such notices to the address designated wall constitute receipt by tre Contractor. c. Observance of Laws and Ordinances: The Contractor shall conform to the requirements of the franchises covering work along State and County highways and to the State and Local laws pertaining to this work. c'l d. Protection a ainst L`e li ence and Damages: The Contractor agrees dur- ing the performance o the work to take z. 1 necessary precautions and to place proper safeguards for the prevention of accidents, including barriers, lights, and warning signs. The contractor shall take proper means to protect property which might be injured by any process of construction, and he shall be liable for any claims for damages on account of his failure to so do. Whenever it is necessary in the ccursE of construction to remove or dis- turb culverts, driveways, roadw,^ys, pipe lines, or other existing improvements they shall be replaced to a condition equal to that existing before they were so removed or disturbed. Bridging shall be provided across private driveways and roadways during the period the trench must be open, in such manner as to not constitute a hazard to the people who use them. All constr,,,ction operations shall be conducted in such manner as to interfere as little as possible with the normal procedure of traffic. a GC-3 General Conditions e. Protection Against Claims for Labor and Material: The Contractor agrees that he will indemnify and save harmless the City from all claims for mater- ial furnished or work done under this contract. It is further agreed that he will furnish the City satisfactory evidence that all persons who have done work or fur- nished material under this agreement have been duly paid for such work or material. In case such evidence is demanded and not furnished, such amount as may .in the opirion of the City be necessary to meet the claims of the persons aorementioned, may be withheld from the money due the Contractdr until satisfactory evidence is furnished that all liabilities have been fully discharged. f. Assignment and Subletting: The Contractor agrees that he will not sublet the aforesaid work or the flu fishing of material, and that he will not assign by power of attorney or otherwise any portion of said contract unless by and with the previous consent of the City. The granting of such consent by the City shall not in any way relieve the Contractor of his prime responsibility for the performance of the work including the work done by subcontractors. g. Abandonment: In case the Contractor shall abandon the work and fail, l or refuses o otlmence it a,-ain witF-n 10 days after notification, or if he shall fail to comply with the orders of the Engineer or with this agreement, then and in that case the sureties on the bond shall be notified and directed to complete the same. h. Ti>r- and Order of Completion: It is the meaning and intent of this contract, unl nwise hereafter specifically provided, that the Contractor shall be allow, ,osecute his work at such times, in such order of precedence, and in such mar.a_,, .t shall be most conducive to economy of construction, provided however, that the order and the time of prosecution shall be such that tLe work shall be completed as a whole within the time of completion hereafter designated; provided also that when the City is having other work done, the Engineer may direct the time and manner of constructing the work under this contract so that conflict will be avoided and the various works being done shall be harmonized. The Engineer ' will arrange all such work so as to avnid as far as practical all unnecessary in- j convenience and expense to the parties concerned, l Extension of completion time will be granted only upon submission of a I! request in writing to the Engineer stating the condition necessitating such exten- sion, at least two weeks before the expi-ation of the contract time. Determination as to whether or not an extension of time shall be granted will be at the discretion of the Engineer, subject to approval by the City. EXCAVATION AND EKRRN12+1ENT s 2-91 Excavation and Embankment: The existing concrete sludge channel, 61, cast iron pipe, aprons and sludge beds in the way of t1- new digester shall be removed and disposed of by the Contractor. Care shall be taken not to •emove any more of the beds and channel than is necessary to construct the new digester. The 6" cast iron pipe removed shall, if in Rood condi- tion, be re-used elsewhere in this work. Excavation for the digester shall be in ..ccordance wit., stakes set in the field by the Engineer. CONCRETE WORK: 3-01 Ingredients: The cement used in all concrete work shall be standard or high-early Portland cement manufactured by a recognized and reliable company and conforming to AM Specification C9-30. Sand and gravel aggregates shall consist of inert stone particles that are clean, uncoated, hard, and frea from clay, friable or laminar materials, stic,s and organic matter. The size grading shall be so proportioned as to yield a dense trot workable mix, producing the stacngth as required hereafter. Water used in the mix shall be of potable quality. No ,dditives or admixtures shall be used without express advance approval by the Engineer. Reinforcing steel shall be deformed bars of Intermediate Grade Billet Steel. Bars shall be clean of paint, grease, rust, and loose mill scale at the time of placing concrete. 3-02 Proportioning and Mixing: Concrete for use in the digester tank shall have an ultimate compressive strength (hereby defined as the strengt'.i after 28 days) of not le'-s than 3,000 psi. (See requirement below for test cylinders). The water-cement ratio, aggregate proportions, amount of cement, batch control, etc, shall be so governed as to secure the required strength and workability. Concrete for other structures and uses shall conform to the standard City of Seattle specifications for class 5:5 concrete and have approximately the following proportions: Cement 94 lbs. Damp sand 261 lbs. Damp gravel 377 lbs. Concrete may be mixed at the site, in transit, or at a central plant. All measurement of batch ingredients shall be by weight. Any concrete not placed within 45 mirates after water and cement have been added, or which has begun to receive initial ret,will be rejected. 3-03 Concrete Test Cylinders Required: The Engineer shall at the Contractor's expense make sets of three standard test cylinders from batches he may designate, and submit them for 3, 7, and 28-day strength determinations to a reputable testing laboratory. The number of cylinders taken shall be such as to adequately sample and determine the quality of concrete being placed and under ordinary circumstances would not exceed 10% of the batches or loads. The average strength shown by the cylinder tests at 28 days shall not be less than 3,000 lba. nor shall any cylinder test less than 2,700 lbs. unless there is reason to believe the &ylinder or test was faulty. Should the tests indicate in the i, Lngineir's opinion, that the concrete in the structure is defective, such defective material shall be removed and replaced at the Contractor's expense. 3(l) x Specifications 3-04 Formwxk and Placing Concrete: Concrete formwork shall be tight, plumb and accurately aligned, and sufficiently strong to maintain proper dimensions during pouring. Spreaders and ties shall be of the type which break off or disassemble approximately 1" inside the wall face. Openings thus left shall be filled flush ;ith stiff 1:3 cement mortar after removal of forms. Openings at bottom )f wall forms shall be left for cleaning the joint prior to pn+rrinZ. Forms shall be oiled to prevent adherence of concrete. The Contractor should carefully check before pouring to make certain that all necessary inserts, pipe spools, and other items required to be inserted in or through the concrete wall or slab have been properly positioned and provided for. It is required that the foundation slau of the digester, and the digester wall, each be poured as monolithic units without construction joints. As an exception to this -•equirament, the Contractor may secure special permission from the Engineer, upon suamission cf a detailed plan, to pour the central tooting and pier separate from " e rest of the slab. Special care shall be used during placing concrete to secu-e hwr. ,eneity and avoid i segregation by the nse of "elephant trunks", tremies or o',her means. Should segregation occur in slab pours due to long chutes or otherwise, thorough remixing before placinv will be required. No concrete in a monolithic pour shall be placed against concrete poured more than 60 minutes previously. Thorough tamping, spading, and/or vibration shall be used to secure maximum density and workability. Exts-nal vibration shall not be used unless the forms have been specially desi[ned to withstand such forces without damage. A smooth, non-porous surface is required on all concrete surfaces. The slab shall be given a metal trowel finish. i Excava4 .ons shall be free from water at the time of placing concrete and for a sufficient rime thereafter to prevent damage to the concrete. After removal of side wall forms, the 1-1/211 space shown on the plans shall be packed with a non-shrinking cement mortar such as "Embeco" as manufactured by the Master Builders Co., Cleveland, Ohio, or approved equal. Manufacturer recommendations, regarding mixing and placing are to be followed. 3(2) WAFAVMWWW.JO*W V Specificaticns 3-07 Watertightness: The finished concrete tank is required to be watertight, showing no leaks whatsoever. Immediately after removing wall forms, the entire area shall be closely inspected for signs of poor concrete, segregation, porous surface, or honeycombing. Any defects found shall be corrected in the manner designated by the Engineer. The concrete in the tank shall not be accepted until after its watertightness has been demonstrated by actually filling the tank to working level. k Er E i I f i I i F I I I Specifications 4. STEM AND IRON WORK: 4.01 Digester Cover and^Equipment- The Contractor shall assemble and erect the steel digester cover and equipment, furnished by others, according to the manufacturerls specifications. The fabricator of the :over will deliver the ma'.erials in knocked down form to the work site on or before November, 1953. A complete list of materials, accessory fittings and other items, furnished and erection drawings may be readily secured from the manufacturer's representative, The Dorr Company, Smith Tower, Seattle, Washington. The erection will be inspected by a representative of the manufacturer who will also supervise the initial operation, adjustment and testing of the equipment. i On completion of erection, the cover unit shall be shown to be gas tight by test. Steel components will be delivered with a shop coat of rust inhibitive primer. Before being put in service the Contractor shall paint the cover, tubes, etc. as required in the section on painting and shall provide such oil and grease as necessary for the c initial operation of she equipment. It shall consist of a stainless steel orifice plate, orifice flanges and a 12" well type manometer with a direct reading scale graduated in gallons per minute. The! meter shall have a maximum capacity of 2,36&gpm and a minimum capacity of 59 gpm with a pressure drop across the orifice of approximately 8 feet at ma;dmum flow. The meter shall be a 20 well type Hot Water Meter as manufactured by the Trimoun. :o., or equal. b. Furnish and install one Temperature Regulator consisting essentially of a three-way valve, a bel�ows or ap agm,-a7sRandard length capillary tube, and a thermostatic bulb.
