An Ordinance approving and confirming the assessment and
Assessment Roll of Local Improvement District No.223 for
the improvement of portions of H16'Llands Addition to Ren-
ton, iiorgan's Grand Vier Addition to Renton, and Fenton
Co-operative Coal Company's Acre Tracts (plat No.l), and
certain parts of certain other streets and Avenues all
in tLe City of Fenton, by constructing lateral sanitary
severs with man-holes and all appurtenances and work in-
cidental thereto, under Ordinance No.131+3; levying and
assessing the asnunts thereof against the several Lota,
Trzets, Parcels of land and other property, as sham an
said Roll; approving and ratifying certain contractual
agreements pertaining to said improvementl establishing
a Local Improvement Fund; an; fixing a date for the is-
suance of bonds.

and work incidental thereto, under Ordinance No.3343f as the same now
stands be and the same is hereby, after hearing held thereon pursuant
to notice July and regularly publishod, in all things approved and
confirsede

and other Property shown upon said roll is her declared to Ds
specially benefit;A by said 'Improvement in at least the amount charged
against the name and that the assessment appearing against th- same
is in proportion to the several assessment-i appearing upon sail roll
and to the special benefits conferred upon the several lots, tracts
and parcels of le --4 ,.ra et..er property. There is hereby levied and
assessed against each such lot, tract, parcel of land, and other
propertys appearing upon such roll, the amount finally charged agai t
the slate thereat.

party, whereby the party Costner covenanted and agreed tog5 ant the
a City rights of ways ingress and egress across and on Tract of Renton
Co-operative Companyta Acre Traete aforesaid, for the eonatruetlon,
operation and maintenance thereon of sanitary sever lines with man-
holes and all appurtenances, pertaining to aforesaid Improvement for
considerations therein stipulated* be and is hereby approved, ratified
and accepted.
Likewise, that certain "Agreement for °Ensemeate," executed in

assessments against said tracts for said improvement, the estimated cost of 450 feet of
sewer pipe, one manhole and one lag3hole (totaling $1072,50). which under this request
will be eliminated from said improvamentl

In support of our protect :re world like to call to your attention
the following facts . The proposed plan calls for building nearly 900
feet of sewer line from 7th Lven»e northward thru our property. This
would be of larr;e size and the outs .could be deep in some T aces so the
f cost would be heavy, in fact nearly equal to the assessment against the
Property.
It would also pnt onto the eirnerc of this petition an unnecessary
cost of about 1620.00 for which we 'would get no benefits. !.Oct of lie

WHEREAS, several small sewer districts are either formed or
in Wte process of formation in the area adjacent to the City of Seattle,
and
WHEF.EAS, due to the rapid development in this area during the
war period, and lack of sanitary facilities, the safety and health of
the citizens must be safeguarded by providing all aid possible in the
matter of sewage disposal, and
WHERri.S, each of these diste cts is planned as an independent
district, with each district having it, own engineer, sewer commissioners,
pumping plants and treatment plants, and
WHEREAS, manly of these districts or portions of districts could
be combined to eliminate costly duplication of pumping plants, treatment
plants and administration costs, and
WHEREAS, it is the duty of the County Road Engineer to approve
all pla-s and see that the following items are provided for;
1. Sewer system of adequate size for present and
future needs.
2. Drainage of public }i hways, streets and roads.
3. Intercepting sewers, pumping stat.ons, treatment
plants and other methods of sevrag;: disposal.
and

of accurate estimat.,;s for future construction of storm and sanitary
sewers and also for the consolidation of small districts and an overall
plan for A possible metropolitan Sewerage and drainage district it is
necessary that the King County Engineerts Office have additional engi-

and for the study of disposal plant, locations, and
WHEREAS, it is estimated that a sum of $200,000 would be
needed to provide for survey and planning of a comprehensive sewage and
drainage disposal plan covering the area outside -f the city limits of
Seattle and !; ing between the King - Snohomish li. and Southwest, South
ind Southeast 192nd Street and betwe,.n Puget Sound and 180th Avenuc
Northeast and Southeast, and

INSTRUCTIONS TO BIDDERS
1. Sealed bids for the construction. of a digester and other Treatment Plant
Improve:._�nts will be received by the City of Renton at the Council Chambers
in the City hall until 8:OC P.M., ,J U 14 14- , 1953.
At this time tfie bids will br: publicly opened and read, after which the bids
will be considered and the award made as early as practicable.
The envelope containing t!e bid shall be plainly marked "Bid on Treatment
Plant." No proposal may be changed or withdrawn after the time set for
receiving bids. Prop,-sals shall be submitted on the forms attached hereto
or enclosed herewith.
2. The work to be done is shown on the plans and in the specifications.
Quantities are understood to be only approximate. Methods of measurement
and payment are shown in the Snecial Provisions.
3. Plans may be examined and copies obtained at the City Engineer's Office or
at the Office of R. E. Wolff, 1506 Smith Tower, Seattle. Bidders shall
satisfy themselves as to the local conditions by inspection of the site.
Information on materials furnished, erection procedure, etc. for Dorr Co.
equipment may be obtained from the Dorr Co. representative, 2705 Smith
Tower.
4. The bid price for any item must include the performance of all work and the
furnishing of all material necessary for completion of that item ,s des-
cribed in the specifications.
Where alternate material is bid, the bidder shall fully aescribe the material
proposed, either in the bid proposal or supplementary letter attached to the
propos
5. Bidders may quote orices on any or all items. The City may or may not make
awards on all items depending on bid prices and funds available. The work
under any one item will not be split, but the City reserves the right to
split award of contracts for individual items among one or more Contractors.
6. Attention is called to the information required with the bid on Itt ,s 3 and
4, Bidders are referred to section 5-04 and 5-05 of the Gpecifications.
7. Bid proposals shall state the time of beginning work and the time of completion.
This will be a definite consideration in deciding award of the contract. For
purpose of computing time required for completion, delivery of Dorr Co, equip-
ment shall be assumed completed by October 10, 1953.
8. A certified check or satisfactory bid bond made payable without reservation
to the TREASURRR OF CITY OF RENTON in an amount not less than 5% of the total
amount bid shall accompany eael bid proposal. Checks will be returned to
unsuccessful bidders immediately following decision as to award of contract.
The check of the successful bidder will be returned provided he enters into
a contract and furnishes a satisfactory performance bond covering the full
amount of the work within ten days after receipt of notice of intention to
award contract. Should he fail, or refuse to do so, tle check shall be
forfeited to the City of Renton as liquidated damages for such failure.

9. All bids must be self-explanatory. No opportunity will be offered for oral
explanation, except as the City may request further information on particular
points.
10. The bidder shall, on request, furnish information to the City as to his
financial and practical ability to satisfactorily perform the work.

GENERAL CONDITIONS
I. Interpretetion of Phrases:
a. Whenever the word "Owner" is used in this contract, it shall be under-
stood to mean the City or District.
b. Whenever the word "Engineer" is used it shall be understood as refer-
ring to the City Engineer, or his representative on the job as the case may be.
Whenever the words "directed," "permitted," "considered necessary," or words of
like import are used, it shall be understood that the direction, permission, order
etc, of the Engineer is intended; similarly, "approval," "satisfactory," "acceptable"
shall mean approved, satisfactory, or acceptable to the Engineer.
c. The word "contract" will be understood to include all the terms,
stipulations, and covenants contained in the Bid Proposal, General Conditions,
Specifications, Plans, and Bond.
d. Whenever the word "Contractor" is used it shall mean the person(s),
co-partnership, or corporation who has agreed to perform the work covered by the
contract, or to his legal representative. During the absence of the Contractor,
the job superintendent will be considered to be the Contractor's representative
unless otherwise designated by the Contractor.
II. Rights and Responsibilities of the Caner:
a. Inspection: It is mutually agreed that the City, through its agent the
City Engineer, shall inspect the work during the construction to determine its
acceptability, conformance to plans and specifications, quantities of work performed,
and other functions requisite to securing a satisfactory, workmanlike job.
C The Contractor shall furnish reasonable aid and assistance as required by
the Engineer, or Inspector, for the proper inspection of the work and measurement
of quantities.
b. Right of Entry: The City reserves the right to construct or install
such collateral works as iT may desire during the period of this construction.
Such work will be done with as little hindrance or interference as possible with
the Contractor. The Contractor agrees not to interfere with or prevent the perform-
ance of such work or to claim any extra compensation or damages by delays or hin-
drances which may be carsed.
c. Changes, Alterations, and Extra Work: The Contractor agrees that the
Owner may make suc alterations as he may in the line, grade, form, dimen-
sions, plan or material of the work either before or aft-r the beginning of con-
struction.
If such alterations dimini.:h the quantity of the work to be done, they
shall not constitute a claim for damages or anticipated profits on thu work that
may be dispensed with. If they increase the amount of work, such increase shall
be paid for according to the quantity actually done, and at the prices established
for such work under the contract. However, if such changes make useless any work
already done, or material already furnished or used in said work, the Owner shall
recompense the Contractor therefor.

General Conditions
No work shall be regarded as extra work unless it is ordered in writing by
the Engineer and with the agreed price for the same specified in said order, pro-
vided the price is not otherwise determined by this contract. All claims for extra
work shall be made before the work is starte(, and a statement of the cost of the
same shall be made within 30 days after completion of the extra work.
d. Discrepancies and Omissions:It isfurther agreed that it is the intent
of this contract that a 1 work must be done and all material must be furnished in
accordance with the best practice. In the event of any discrepancies between the
plans and specifications, or otherwise, or in the event of any doubt as to the mean-
ing of any portion of the contract, specifications, or plans, the Engineer shall de-
fine which is intended to apply to tip.: work, and the Contractor shall be bound by
such decision.
Any work or material not herein specified but which may be fairly implied
as included in the contract, of which the Engineer ahall be the judge, shall be done
or furnished by the Contractor without extra charge.

Estimated Quantities: Ibis agreement, including the plans, specifi-
cations, and estimate is i-nterdeed to show clearly all work to be done and material
to be furnished hereunder. The quantities are approximate and are to be used only
as a basis for estimating the probable cost of the work and for comparing the pro-
posals offered for the work. It is understood and agreed that the basis °or pay-
ment shall be the actual amount of work done and the material furnished.

f. Lines and Grades: The alignment and grada shall be as shown on the
plans, and as staked in the field by the Engineer. The Contractor shall give the
Engineer ample notice of the time and place where the lines and grade will be
needed. All stakes, marks, etc., shall be carefully preserved by the Contractor.
Securing of Franchises, Easements Rights-of-iiay: The City for the
purpose oilthis conMction, agrees to secure such ranchises, permits, easements,
and/or Rights-of-Way as are necessary for the permanent location and operation of
the pipe lines. The Contractor shall be furnished copies of such agreements as
affect construction operations.
The Contractor agrees to secure those special permits, easements, or agree-
ments of a temporary nature as may be desirable due to conditions of construction..
h. Estimates and Payments: An estimate in wiitin,_, will be made by the
Engineer once a month of the amount of work done and material furnished, including
material delivered on the ground to be used in the completed work, and of the value
thereof in terms of the contract. The City will pay the Contractor 81% of this
estimated value, and whenever the contract shall be completed, and when said work
an: material shall be accepted by the City, a careful and detailed estimate shall
be made of the value of all work and material furnished and the Contractor shall be
paid for this amount within thirty-five (35) days, provided, however, that claims
for labor and material, damages, royalties, or otherwise have beer. satisfied.

General Conditions
i. Extra Work: If during the performance of this contract the Engineer
shall order in writin, other work done or materials furnis;,ed which cannot be class-
ified under the unit prices of this contract, the Contractor shall perform such work
and furnish such material and shall be paid therefor the actual cost plus 15`1 in
addition. thereto. The actual cost is defined to include the cost of all labor,
equipment and materials necessary for the performance of the extra work, including
any extra expenses incurred directly on account thereof, and also the wages of fore-
men and the expenses attached to the Contractor' s liability insurance covering the
labor so employed. Equipment rental rates used in arriving at the actual cost shall
be the prevailing OP(: ceiling rates, or if they are no longer in effect shall be
the latest published AGE schedule of ownership expense.
No additional allowance shall be made for overh9ad charges, general super-
intendence, general expenses, contingencies, or depreciation of equipment.
III. Eights and Responsibilities of Contractor:
a. Personal Attention of Contractor: The Contractor shall give personal
a,.. .,ention to the faithful prosecution and completion of this work and 5,1all be
present either in person or by duly authorized representative on the site of the
work continually during its progress.
b, Contractor' s Address: The Contractor shall designate in his proposal
an address to w ich written n_':ces pertaining to this contract may be sent, and
shall immediately notify the City of any change in such address. Delivery of such
notices to the address designated wall constitute receipt by tre Contractor.
c. Observance of Laws and Ordinances: The Contractor shall conform to the
requirements of the franchises covering work along State and County highways and to
the State and Local laws pertaining to this work.

d. Protection a ainst L`e li ence and Damages: The Contractor agrees dur-
ing the performance o the work to take z. 1 necessary precautions and to place
proper safeguards for the prevention of accidents, including barriers, lights, and
warning signs. The contractor shall take proper means to protect property which
might be injured by any process of construction, and he shall be liable for any
claims for damages on account of his failure to so do.
Whenever it is necessary in the ccursE of construction to remove or dis-
turb culverts, driveways, roadw,^ys, pipe lines, or other existing improvements
they shall be replaced to a condition equal to that existing before they were so
removed or disturbed.
Bridging shall be provided across private driveways and roadways during
the period the trench must be open, in such manner as to not constitute a hazard
to the people who use them. All constr,,,ction operations shall be conducted in such
manner as to interfere as little as possible with the normal procedure of traffic.

General Conditions
e. Protection Against Claims for Labor and Material: The Contractor
agrees that he will indemnify and save harmless the City from all claims for mater-
ial furnished or work done under this contract. It is further agreed that he will
furnish the City satisfactory evidence that all persons who have done work or fur-
nished material under this agreement have been duly paid for such work or material.
In case such evidence is demanded and not furnished, such amount as may .in the
opirion of the City be necessary to meet the claims of the persons aorementioned,
may be withheld from the money due the Contractdr until satisfactory evidence is
furnished that all liabilities have been fully discharged.
f. Assignment and Subletting: The Contractor agrees that he will not
sublet the aforesaid work or the flu fishing of material, and that he will not assign
by power of attorney or otherwise any portion of said contract unless by and with
the previous consent of the City. The granting of such consent by the City shall
not in any way relieve the Contractor of his prime responsibility for the performance
of the work including the work done by subcontractors.
g. Abandonment: In case the Contractor shall abandon the work and fail,
l or refuses o otlmence it a,-ain witF-n 10 days after notification, or if he shall
fail to comply with the orders of the Engineer or with this agreement, then and in
that case the sureties on the bond shall be notified and directed to complete the
same.
h. Ti>r- and Order of Completion: It is the meaning and intent of this
contract, unl nwise hereafter specifically provided, that the Contractor
shall be allow, ,osecute his work at such times, in such order of precedence,
and in such mar.a_,, .t shall be most conducive to economy of construction, provided
however, that the order and the time of prosecution shall be such that tLe work
shall be completed as a whole within the time of completion hereafter designated;
provided also that when the City is having other work done, the Engineer may direct
the time and manner of constructing the work under this contract so that conflict
will be avoided and the various works being done shall be harmonized. The Engineer '
will arrange all such work so as to avnid as far as practical all unnecessary in- j
convenience and expense to the parties concerned, l
Extension of completion time will be granted only upon submission of a I!
request in writing to the Engineer stating the condition necessitating such exten-
sion, at least two weeks before the expi-ation of the contract time. Determination
as to whether or not an extension of time shall be granted will be at the discretion
of the Engineer, subject to approval by the City.
The Contractor agrees that he will commence the work within days
after the signing of this contract and will progress therewith so that within
days after date of contract the work small be completed.
f. Plans and Sp�ecafications Accessible: The Contractor will be furnished
copies of�ans and specifications and shall eep one copy of the same constantly
accessible on the job.
Protection of Finished or Partiall Finished hTork: The Contractor
shall be responsible for allrin�or part. alLy finished work until the entire
contract is completed and accepted by the Engineer. Estimates of partial payment
shall not release the Contractor fr ,m such responsibility.

k. Defects and Their Remedies: It is agreed that if the work or any
part thereof, or any material brought on the ground for use in the work, shall be
deemed by the Engineer as unsuitable or not in conformity with the specificati,)ns,
the Contractor shall forthwith remove such material w,d reb, tld or otherwise remedy
such work se that it shall be in Hill accordance with this . intract.

on the job, properly secluded from public observation shall be constructed and
maintained by the Contractor.
M. Cleanup: Before this contract shall be considered complete, the
Contractor shall leave the backfill in trenches level, clean out ditches that may
have been filled during the work, replace damaged surfacing, remove surplus
materials and trash, burn or otherwise dispose of brush, repair al: damages, and
otherwise leave the job i-r, a neat, orderly, and worl-manlike condition.

SP-01 Me:asLrement and Payment:
a. Payments to the Contractor for work on lump sum items will be based on a well
balancea brealrdo m of the lump sum price, submitted by the Contractor and aprroved
by the Engineer, which apportions a value to the principal items of work and
totals to the lamp sum bid. Payments for acceptable materials or equip:ne,t
delivered to the job for tne.._poraticn in the work, but not installed at the
time of making the estimate will be included if supported b;; invoices furnishell
to the engineer.
No direct payment will be :Wade to uhe Contractor foi provic'ing or removing
construction facilities such as tools end equipment, storage eheas, office,

b. Montb Progress Estimates: Estimates will be made monthly of the value of the

of these amounts will thereafter be made to tice Contractor. However, the
partial estimates qnd payments may at any time be withheld or reduced, if in the
opinion of the Engineer, the Contractor is not diligently and efficiently
endeavoring to comply with the intent of the contract, or if he hall fail to
f pay his labor ano material bills with reasonable pronptness. Extra work F,.e-
viously authorized and completed will be included in the urogress estimates.
Progress or oartial estimates and payments shall not nec=.scarily constit e

c. Final Estimate and Paane ynt: Whenever in the opinion of the Engineer, the

30 days, or longer if liens and claims have not been satisfied.

SP 21CATIONS
1, DESCRIPT_ION OF WORK;
1-01 Generals
This contract covers the construction of a new primary digesoer as an addition to the
exietir.g Renton sewage treatment plant. Included are those connections, changes, and
additions necessary to mo&Oy the present plant for the new mode of operation.
h In general, the nature of the work is such that if properly scheduled, interference
with the normal operation of .he plant can be kept to an inconsequential amount. The
Contractor will be required t. secure approval of the Engineer in advance "or his
proposed construction schedule .;o that this can be accomplished.
The Contractor shall provide a suitable Job office at the site for the keeping of
plans snd the convenience of the Supprintendent and Engineer in c-nducting the work.
1-02 Location of Work:
The sewage treatment plant is le .ated in the City of Renton, immediately south of
the Boeing plant, and on the east bank of the Cedar River Waterway. It is about 1/2
mile north of the central business section.
Details of the location of the work within the site are shown on the plans and will be
staked on the Job.
1-03 Scope of this Contract:
This is a general contract covering all phases of the work necessary to construct and
pat into operation the striatores and equipment covered in detail in the plans and
specifications.
The work covered by Item 1 of the Bid Proposal is shown on Drawing No. 5350, Sheets
f 1 to 4 inclusive, and by these specifications with the exception of Sections 5.•04 and /
l 5:05 which 7artain to the sludge and lift pumps.
The work covered by Item 2 of the Bid Proposal is shown on Drawing No. 5350, Sheet 5
and applicable sections of these specifications. The work involved consists of:
1. Excavation and/or backfill
2. Modification of existing concrete Parshall flume approach channel
3. Modification of existing pump discharge level
4. Construction of grit chamber and by-pass channel
5. Furnishing and instal)iag gates and baffle plates
6. Concrete paving between grit chamber and clarifier
The work covered by Item 3 of the Bid Proposal is shown on Drawing No. 5350, Sheet 5
and described in Section 5-04 and other applicable sections of th-se specifications.
Work involved includes furnishing and installation of the pump, if 3fication as
i necessary of the base, connection to existing plumbing and electrical cirQuits.
The work covered by Item I- uf the Bid Proposal is shown or Drawing No. 5350, Sheet 5

The Contractor is to erect, install, connect, test and adjust the items furnished by
the City which are shown en the attached list, as well as those items furnished by the
Contractor in accordance with these specifications.
Where, he sake of simplicity or brevity, specific instructions, such as to install
or connt_ a certain item, may have been omitted from the pl _as or specifications, but
it is x. * • sly necessary for the functioning of the plant and it shall be considered
as having en included in this contract.
1-04 Special Hazards and Precautions:
The Contractor is warned that the work contemplated being in close proximity to an
operating digester and including connections and changes in existin& piping :evolves
serious explosion, and in certain cases, suffocation hazards. He is required to fully
inforr., himself, sub-contractors and workmen of the nature of these hazards and to take
all precautions necessary to protect the workmen, g-nerdl public and the plant against
injury or damage during the construction work. Enforcement of the necessar precautions,
protective measures, or other, shall also be the responsibility of the Contractor.
The Engineer noticing any improper action or hazard during the progress of the work
will immediately cal;. it to the attention of the Contractor, but such action by the

2. EXCAVATION AND EKRRN12+1ENT s
2-91 Excavation and Embankment:
The existing concrete sludge channel, 61, cast iron pipe, aprons and sludge beds in the
way of t1- new digester shall be removed and disposed of by the Contractor.
Care shall be taken not to •emove any more of the beds and channel than is necessary
to construct the new digester. The 6" cast iron pipe removed shall, if in Rood condi-
tion, be re-used elsewhere in this work.
Excavation for the digester shall be in ..ccordance wit., stakes set in the field by the
Engineer. Material sh 11 no; be removed below the grades set. If excavation is made
below grade, the Contractor shall be required to backfill with concrete or gravel as
required by the Engineer at his own expense. Any excavated material not required or
not suitable for the embankment sh.11 be disposed of without extra compensation.
Fill and embankment Li t:^s vicinity of the present digester shall be removed only to
the extent that it interferes with the new work.
Material for making new embankment fills will be secured insofar as possible from

3. CONCRETE WORK:
3-01 Ingredients:
The cement used in all concrete work shall be standard or high-early Portland cement
manufactured by a recognized and reliable company and conforming to AM Specification
C9-30. Sand and gravel aggregates shall consist of inert stone particles that are
clean, uncoated, hard, and frea from clay, friable or laminar materials, stic,s and
organic matter. The size grading shall be so proportioned as to yield a dense trot
workable mix, producing the stacngth as required hereafter. Water used in the mix
shall be of potable quality.
No ,dditives or admixtures shall be used without express advance approval by the
Engineer.
Reinforcing steel shall be deformed bars of Intermediate Grade Billet Steel. Bars shall
be clean of paint, grease, rust, and loose mill scale at the time of placing concrete.
3-02 Proportioning and Mixing:
Concrete for use in the digester tank shall have an ultimate compressive strength
(hereby defined as the strengt'.i after 28 days) of not le'-s than 3,000 psi. (See
requirement below for test cylinders). The water-cement ratio, aggregate proportions,
amount of cement, batch control, etc, shall be so governed as to secure the required
strength and workability.
Concrete for other structures and uses shall conform to the standard City of Seattle
specifications for class 5:5 concrete and have approximately the following proportions:
Cement 94 lbs.
Damp sand 261 lbs.
Damp gravel 377 lbs.
Concrete may be mixed at the site, in transit, or at a central plant. All measurement
of batch ingredients shall be by weight. If mixed at a central plant or in transit,
the driver before unloading shell deliver .. :he Engineer a signed :elivery slip for
the load being delivered which states the mix proportions, bran- and type of cement,
additives if any, and the time whe.i all in edientg, were in t'.e mixer. No ,additions
of water for the purpose c re miler ng a w c as s ,un to receive initial set
trill be permitted. Any concrete not placed within 45 mirates after water and cement
have been added, or which has begun to receive initial ret,will be rejected.
3-03 Concrete Test Cylinders Required:
The Engineer shall at the Contractor's expense make sets of three standard test
cylinders from batches he may designate, and submit them for 3, 7, and 28-day
strength determinations to a reputable testing laboratory. The number of cylinders
taken shall be such as to adequately sample and determine the quality of concrete
being placed and under ordinary circumstances would not exceed 10% of the batches or
loads.
The average strength shown by the cylinder tests at 28 days shall not be less than
3,000 lba. nor shall any cylinder test less than 2,700 lbs. unless there is reason
to believe the &ylinder or test was faulty. Should the tests indicate in the
i, Lngineir's opinion, that the concrete in the structure is defective, such defective
material shall be removed and replaced at the Contractor's expense.

3-04 Formwxk and Placing Concrete:
Concrete formwork shall be tight, plumb and accurately aligned, and sufficiently
strong to maintain proper dimensions during pouring. Spreaders and ties shall be
of the type which break off or disassemble approximately 1" inside the wall face.
Openings thus left shall be filled flush ;ith stiff 1:3 cement mortar after removal
of forms.
Openings at bottom )f wall forms shall be left for cleaning the joint prior to
pn+rrinZ. Forms shall be oiled to prevent adherence of concrete. The Contractor
should carefully check before pouring to make certain that all necessary inserts,
pipe spools, and other items required to be inserted in or through the concrete
wall or slab have been properly positioned and provided for.
It is required that the foundation slau of the digester, and the digester wall, each
be poured as monolithic units without construction joints. As an exception to this
-•equirament, the Contractor may secure special permission from the Engineer, upon
suamission cf a detailed plan, to pour the central tooting and pier separate from
" e rest of the slab.
Special care shall be used during placing concrete to secu-e hwr. ,eneity and avoid
i segregation by the nse of "elephant trunks", tremies or o',her means. Should segregation
occur in slab pours due to long chutes or otherwise, thorough remixing before placinv
will be required. No concrete in a monolithic pour shall be placed against concrete
poured more than 60 minutes previously. Thorough tamping, spading, and/or vibration
shall be used to secure maximum density and workability. Exts-nal vibration shall
not be used unless the forms have been specially desi[ned to withstand such forces
without damage. A smooth, non-porous surface is required on all concrete surfaces.
The slab shall be given a metal trowel finish.

sufficient rime thereafter to prevent damage to the concrete.

Foll.rwing the slab pour, laitance shall have been removed within 2y hourz from the

After removal of side wall forms, the 1-1/211 space shown on the plans shall be
packed with a non-shrinking cement mortar such as "Embeco" as manufactured by the
Master Builders Co., Cleveland, Ohio, or approved equal. The mortar proportions

3-07 Watertightness:
The finished concrete tank is required to be watertight, showing no leaks whatsoever.
Immediately after removing wall forms, the entire area shall be closely inspected for
signs of poor concrete, segregation, porous surface, or honeycombing. Any defects
found shall be corrected in the manner designated by the Engineer. The concrete in
the tank shall not be accepted until after its watertightness has been demonstrated
by actually filling the tank to working level.

4. STEM AND IRON WORK:
4.01 Digester Cover and^Equipment-
The Contractor shall assemble and erect the steel digester cover and equipment,
furnished by others, according to the manufacturerls specifications. The fabricator
of the :over will deliver the ma'.erials in knocked down form to the work site on or
before November, 1953. A complete list of materials, accessory fittings and other
items, furnished and erection drawings may be readily secured from the manufacturer's
representative, The Dorr Company, Smith Tower, Seattle, Washington. The erection will
be inspected by a representative of the manufacturer who will also supervise the initial
operation, adjustment and testing of the equipment.
i On completion of erection, the cover unit shall be shown to be gas tight by test.
Steel components will be delivered with a shop coat of rust inhibitive primer. Before
being put in service the Contractor shall paint the cover, tubes, etc. as required in
the section on painting and shall provide such oil and grease as necessary for the

initial operation of she equipment.
I, Following painting, the Contractor shall furnish and install approximately 7 c.y. of
4 sack concrete as ballast on the floating cover, sufficient to create a gas pressure

4.02 Other:

5-01 Equipment Furnished by Others:
In addition to the digester equipment, the Contractor shall install the following
equipm�tnt furnished by others: Cne gas fired hot water boiler, one spiral heat
exchanger, one hot water circulating pump, and one sludge liquor circulating pwnp.
Details of their installation are s:.own on the plans or described elsewhere in
these specifications. Manufacturers specifications for installation and adjustment
shall be fol'owed. Installation of the boiler shall include the furnishing and
installation of the flues end repair and replacement of the boilee room ceiling and
roof.
5-02 Other Digester Heating Equipment and Accessories:
a. Furnish and install one Hot Water Flow Indicating N.eter. The peter shall be
an indicating type of orifice meter wiU7-connec ons for';inch pipiug. It shall
consist of a stainless steel orifice plate, orifice flanges and a 12" well type
manometer with a direct reading scale graduated in gallons per minute. The! meter
shall have a maximum capacity of 2,36&gpm and a minimum capacity of 59 gpm with
a pressure drop across the orifice of approximately 8 feet at ma;dmum flow. The
meter shall be a 20 well type Hot Water Meter as manufactured by the Trimoun. :o.,
or equal.
b. Furnish and install one Temperature Regulator consisting essentially of a
three-way valve, a bel�ows or ap agm,-a7sRandard length capillary tube,
and a thermostatic bulb. The regulator shall have 3-inch connections and
shall be a self-contained, limited-fill, vapor-pressure operated device for
automatically proportioning hot and cold water entering the valve so that the
E outlet temperature will remain constant. It shall be adjustable for outlet
temperatures of 1200 to 1600F. It shall be a Type S Regulator with three-way
valve as manufactured by Lawler Automatic Controls, Inc. , or equal.
c. Furnish and install four socket type Indicating Thermometers in the connections

c. Installation: The price bid for the pump and motor shall inolude the costs of
installing the pump, preparing the foundation, furnishing and installing the
piping and valves, the electrical connections, and the float control.
i The concrete floor at pump location shall be modified as necessary to provide a
suitable foundation and anchorage for the pump. It is believed that the floor at
this point is suf"_cientl;y thick so that no additional mounting pad is r3quired
except as ray be necessary to adjust suction or discY:arge to the proper elevation.
Before pi.acing any additional concrete, the old concrete shall be roughened by
chipping ana washed. After pump has been set the base shall be grouted to secure

d. Float Control: A sequence float control and alternator shall be furnished and
ns ed on Wet Well No. 2. A ceramic float 6-1/2 inches in diameter suspended
by s stainless steel tape from an appropriately cowiterweignted aluminum sheave
shall drive a stainless steel shaft on which are mounted two mercury switches,
adjustable independently and each operating a pump circuit. The mechanical
arrangement shall be such that pumps will operate in alternate sequence each
float c,—le. The sequence setting shall be that from 0 to 5 feet depth of water
in wet w«il, one pump will operate; from 5 to 7 feet depth of water two pumps
will operate; both pumps to continue to operate on falling level until elevation
0 i^ reached.
The operating mechanism shall be enclosed in a weatherproof housing. Electrical
connections in conduit shall be made to the automatic s'de of the pump control
switch at the main switch panel.
The float control shall be Model HSb2 as manufactured by the Automatic Control
Co., St. Paul, Minn., or equal.

6. PIYS LINES: Specifications
6-01 General:
This section covers the materials and laying specifications for pipe lines principally
outside the control building. Piping within the control building is principally :es-
cribed in the section, entitled "Plumbing Work." This is an arbitrary division for the
cone-fence of +he Engineer and in no way is intended to delineate the wort: of the
trades.
Pipe lines are in all cases to be laid to uniform grades, special equirements for
drainage are noted on the plans. Where a pipe line extends through a wall, the Contractor
shall whenever possible construct the pipe line or at least install the wall fitting
in advance of pouring concrete. Flanged or unto- joints shall be installed rear the
wall so that exterior piping car, be dismantled without disturbing the section in wall
or cutting.
6-02 Materials:
a. Underground and exposed piping and piping nside the digester conducting raw or
digested sludge, sludge liquor or supernatan. shall be cast iron pipe conforming
to Specification. A21.6-1953 of the American Standards Association for Class 22.
The pipe shall be coated with coal tar varnish and lined with approximately 1/8"
of cement. mgrtar. Mechanical or calked lead joints will be accepta'oi but
proprietary sulphur-iron jointing compounds such as Leadite, Hydroti etc. are
excluded.
b. ipe used outside of iigester tank 8br conducting digester gas shall be standard
weight galvanized iron. All joints in gas piping shall be shown to be gas tight
by wining them with a soap-wat • solution with air pressure of 25 pounds per
square inch maintained in pipe.
c. Gas piping inside digester tank shall be genuine wrought iron pipe coated with
coal tar enamel.
d. Gate valves w: extel�cr pLpe lines shall be iron-budied, bronze mounted, double
disc valves conforming to AWWA specifications for 100 - 150 psi service. Under-
ground valves shall be furnished with operating nut, adjustable cast iron valve
box, Olympic Foundry 5140-515C cr equal, and operating ke;y and handle. Exposed
valves shall be furnished with hand wheel. All valves are to open counter clock-
wise.
6-03 Pipe Laying:

entirely schematic, intended to show the connectionn to be made, the controls and
accFcsories to be ineorporsted. The actual plumbing layout and arrangement of pipes

9. P4INTING AND PROTE.TIVE COATINGS:
9-01 General:
This section applies to the painting and protective coating work to be done by the
Genaral Contractor. The &gester dome assembl-• is to be supplied with a rust inhibitive
primer shop coat anG is to be covered with further protective coatings as specified
hereafter.
Units of equipment such as motors, boiler, pumps, control panels which ara received
with a finish enamel paint need not be repainted unless coating is defective or
damsged.
All paints -,led shall be especially adapted for sewage plant use. Manufacturer's
specifications for proper application, including thinners and sealers, shall be strictly
f-llowed. The protective coating paints n all be equal to those manufactured by the
-. ertol Company, San Francisco, or '.ha Aaercoat Corporation,South Gate, California.
p 02 Surface Preparation:
All.rust, scale, grease, dirt and other objectionable materials shall be removed by
cleen_ng, wire brushing, or chipping. All bare and galvanized metal shall be prepared
with a wash coat of Inertol Passivator No. 33. All iron and steel shall receive a
primary coat of Inertol Rustinhibiti-ie Primer No. 621 applied on a rust free, clean,
dry r`nd passivated s,u face.
9-03 Application and Colors:
To the surfaces prepared ir, accordance with the preceding paragraph the following
additional coats shall be given:
a. Two coats of Inertol Standard ?black to:

b. Three coats of Ramue Utility Enamel to:

10. MISCELLANEOUS:
10-01 Repair of Sludge Beds:
ThP sludge discharge channel to the drying beds shall be reconstructed in accordance
with the plans as early as practicable. The earth foundation p:-ior to construction
j shall have been thoroughly compacted to prevent later settlement. Gate openings and
slots, and splash apron shall be provided as shown on plans.
Concrete materials, mix, and placing shall be as specified in section 3. (a) Wood
float finish is required on aprons.
Where drying bed materials have L er. distarbcd by any construction operation they
shall be reconstructed with 6" of coarse rand on top of 12" o: gravel. Surface of
the beds shall be smooth, level transversely, and s__oping to the south. Plank
F dividing walls shall be replaced.
10-02 Stairs and Walk:
The stairs and concrete walk shown on the plans shall be placed on thoroughly compacted,
firm ground. Concrete quality shall be as specified in section 3. Expansion joint
material shall Flevicell or equal. Stairs and walk after receiving a metal trowel
finish shall be stroked lightly with a broom to slight.,; roughen the surface. Concrete
shall be cured for five days by an approved method.
10-03 Clean,:p:
Before this contract slall be accepted as complete, the Contractor stall remove all
debris, trim earth slopes to a neat uniform surface, repair any damage to existing
structures. smooth gravel roadway, replace gravel in roadway if sealed with dirt., and
otherwise leave the job in a neat, workmanlike condition.
As part of The cleanup operation he shall show to thq satisfaction of the Engineer by
test under operating condition that all equipment units are operating properly, and
are correctly adjusted.
