Re: sanitary Sewer Late-Comer's Charge
D ,ar Sir:
The sewer that your site is connecting to was constructed by
Lire Renton School District and there is a Late-comor's charge on
tiis lime. The City is named by the agreement as the collector of
this fee and in turn must remit said fee to the District.
The Late-comer charge for your clinic site as per the City's
agreement with the Renton school District is Fright Hundred and Thirty
Eight Dollars ($B38.00) .
This Late-comer's charge must be paid before occupancy of sai,l
premises can be affected.

A report by the Sanitation Committee and the C`..ty Engineer in reference to a latecomer
agreement was made to the City Coonail at its last meeting. This was a request by the
law firm of Murray, Dunham & Waitt. Please refer to R.C.W. 35.91.010 et seq which
outlines the terms a}¢�cgp_d tions of such a proposed contract. We know of no reason
or law which requ'u ^ ecution of such contact until after the project has been
completed. In fact, we would venture to say : in most cases such agreement should be
entered into prior to any construction, with the anticipated cost thereof. When the total
job has been completed and the accurate cost ascertained a supplwment can then he
recorded showing such total costs and setting forth the formula far the hookup charges.
We thought we should bring the foregoing to your attentioxthat you and the Committee
may reconsider this matter. C

In connection with a proposed apartment house developma .. on the
northwest comer of southeast 16Fth Street and 109th Ave. E. , .ve
have vast wia the City Engineer to determine the beat method for
extendlnk the rosin trunk egaer from its ,present point ,•f termination on
Bannon Road in order that it could serve this development.
We agree with the City Engineer's conclusion that an L. 1. D. would be
time-consuming and might not be productive. Under these circumstances,
the owners of the land described above, on which the proposed apartment
house is tt, as built,plus several others with whom we are presently
diseuocing the matter, would be willing to undertake construction of the
sower in accordance with the City's plans and specificati Is, advancing
the total initial . oat of installation, provided that we could have a
contract with the City which would provide for a sewer hook-up charge
for late-comers, and that these subsequent sewer hook-up charges would
be turned over to the original installers so that over a period of time, we
would be rotmbursed.
This ssr+,Is to be the most practical method to gat the ,lob dons, and the
City Engineer dos advised u+ that this method as been used before with
good results.
Before proceeding further with this project, we would appreciate some
indication of your approval Ind the typo of raitubursoment agreement vhtcn
