The attached letter from the Boein Company is believed to be
only the be;innin; of an intensive effort on their purt. It
has been several weeks in preparation. Careful rcalin; of

Paraurapas 1 and 2 of the letter are factu- as far as I

are consistent with the recor.;mendations in all the reports
we have seen on the subject. Costs have been estinnted to
be in excess oi' ;�200,000.
In response to the su,gestion that ;toeing pay the entire cost
of the project, a '�rotn; official stated that the Company was
already paying, some 40,' of the City taxes and that this item
should be a City of ilonton exllon-e i.tnrn.
The .Federal Aviation Auenny ha:: never considered this protect
to be oli,; ble for Federal funds under the Federal Aid to
Airports Act. Airport revenues are insufficient to pay any
substantial portion of the costs of the project.
There is also attached, for your consideration a page of
notes and coru:ient which the Poard may wish to lnclude in
a co.^uivalcation to the .,ayor and City Co-ancil. It is my
feeling the _toard should „o on record in this matter as
soon as possible.

Jowever, it should be reco-nized by all concerned that the
old _lack River channel, at the ;lest edge of the Airport,
is and has always been, 1�rimarlly an essential part of the

urge the City of Renton to make a comprehensive study and

Under date of July 31, 1961 the Aviation Board, in a letter
to the ,•,ayor ant City Counel.l suggested borrowin-; some N3 ,000
from the F11 Lk to finance a comprehensive study and a
feasibility report. Un Au ^ist 1•;, 1901 to Bo-trd was told
that the Stevens and 'hompson �,n;ineeriu; study would in-
n ' ide the i.provonent of th^ Ll—k River channel.

MINUTES OF THS JULY MEETING OF THE RENTON AVIATION BOARD
The regular meeting of the Renton Aviation Board was held on
Tuesday, July 13, 1965 in the Board room of the Tower building,
at Renton Municipal Airport , Preser . for the meeting were
Board members C. L. Day, Charles Camerini, Dan R. Huntington
Paul W. Houser and staff members F. A. Grabner and E. S. Bigler.
Past President Geegre R. Dobson. was :iome,iii.
The meeting was called to order at 7 45 p.m, by President Day.
It was moved by Huntington, seconded by Camerini that the minutes
of the June 15th meeting, previously mailed out, be appr,. ved as
written. Motion carried.
Lease on the Airport Inn to Martha W. Scott for 3 years, authorized
at the May meeting of the Board was presented in proper form, as
approved by the City Attorney. Moved by Houser, seconder
Huntington that the lease be approved and signed. Motion carriec .
A letter from Thomas M. Forsythe, Comnander of Group I, Wash-
ington Wing, Civil Air Patrol, dated June 18, 1965, had been
photo copied and distributed to all Board members. No action
was necessary on this item.
Letter frow the Boeing Company, dated :June 21, 1965 requesting
authority tc relocate the East perimeter road and to extend the \
paint hangar building as shown on an attached chart, increasing
the lease area by 1, 254 square feet. Moved by Houser that the
\ request be granted subject to the approval of the City Engineer
and the City Attorney. Seconded by Camerini. 'The motion Carried.
The 1966 BuOget Renuest, previously mailed out to all Board
members, was carefully examined and discussed. Moved by Dan
Huntington , seconddd by Houser that the budget as now completed,
be filed with the City Clerk according to the Statutes. Carried.
Upon recommendation of the Airport Director, it was moved by
Huntington, seconded by Camerini that the job title of Laurence
L. Melius, laborer, Class 17 E be changed to Maintenance Man
Class 18 D, as of July 1; 2965. Motion carried,
The recommendation of the Airport Director for an increase to
b25 per month for ramp rental on the Seaplane base
was distributed. Motion by Huntington t:�at the recommendation be
accepted lost for lack of a second. Motion of Camerini to table
the matter also lost for lack of a second. No action was taken.
Moved by Camerini, seconded by Huntington that the Airport Direct-
or and interested Board members be authorized to attend the
International Northwest Aviation Council annual meeting to be
held in Portland, September 23 ,24 and 25, and that they be re-
imbursed for expenses incurred as provided by the Renton City
Code. Motion carried.
Past President Paul V. Houser called attention to the fact that
this was the last Board meeting involving Earle S. Bigler who
has been Airport Director for the pae;t. 5 years and is retiring
July 31, 1965. Houser asked to have it made a matter of record
that he was speaking on behalf of the Renton Aviation Board in
expressing appreciation of Biglcr's long and meritorious service
in the interests of aviation in the community.
There being no further business the neeting adjourned at 6;30 P.M.

Gentlemen and ors. Dahlquist:
You turned over to us at the last Covncil Meeting the letter of The Boeing
Company dated June 17 , 1965 for the proposed relocation of the perimeter
access road along the west bank of the Cedar liver in order to allow a pro-
posed addition to the Boeing plant hangar. You inquired as to the legality
of such a proposal.
In checking with the City Engineering Office , and based c:n the inf_irmation
supplied by it, we understand that this road is not dedicated as a public road
but is simply a service iccems road primarily for the tenants )f the airport.
In fact the City Engineer is not aware of any definite legal description
for the location of said roadway. 1pperently most of said r uA,-,4y is located
on properties formerly owned by the Commercial Waterway Disti., whop in-
terests were then acquired by the City.
We are not aware of any leg-11 problem once the Council approves the relocation
t} ('; of such rr.adway f- the aforestated purpose, 9DBJ5CT 14J4BVER, to payment of
', , all costs and expeyses by The Boeing C•,mpanv in connaction with such improve-
wants. Purthermora, all such plans should have the prior written approval of
the City Engineer and no work should be done until such time as The Boeing
Company has secured from the various governmental agencies the necessary
clearance and approval for the project. These agencies include the ones
mentioned by The Boeing Company in their aforew id letter of June 17Ln acd
all such approvals shalld be in writing.
We would therefore suggest that when The Boeing Company has secured the oecessaty
clearancea that an agreement than to executed which may be in "permit form"
along the lines above specified. It is, of course, understood that all of said
work will be doaa at Bc^ing's sole cost and expense and that a full and complete
"hold hecmiems" be furnished Ly them to the City. We would also presume that
the additional area to be )ccupied by Boeing would be covered in a meparate
agreement between the Airport Board and the Company We trust that we have
answered your inquiry to your satisfaction.
