Grady Way Renton, Washington 98055 Subject: Talbot Road Sewer Trunk - Status Report Dear Mr, Snevn: We have reviewed the background relative to the Talbot Road Sewer Trunk and recommend processing as follows: W City proviue sewer petition covering the total area east of Talbot Road that is south of Talbot School and park and north of the City limits line. (2) City to provide petition for area presently non-sewer!d retween Talbot Road and the freeway. (3) City to contact Cascade Sewer Dl;trict relative to area east of Talbot Road, north of S. 172 Street to determine agreement relative to t'uture extension or use in that vicinity- ld' Puget Western provide assistance as follows: (a) Obtain necessary signatures for the Transamerica properties (b) Contact owners west of Talbot Road and SOUL.~ of Talbot Srest to determine their interest in participating. (c) Contact consulting firm for discussion of cost and timing involved in feasibility study, cost analysis and desinn of trunk. (d) Provide cost participation for City to acquire and proceed with necessary preliminary work. (2) Guido D6,'inne on City staff be assigned liaison to provide prelimainary route aooalysis and design report (on or by February 2) . (3) Lyman ncuk to request and secure ownership data in the entire area under consideration. Initial observations relative to the area would indicate Local Improve- ment District world be possible providing residential and fanning areas ownerships would be agreeable. In the even* ownerships westerly of Talbot Rcad are not in agreement to particio. :e by Local Improvement District, consideration would need be given for Latecomers agreement and either long tarn loan or cost participation by Pugot sestern in trunk areas useable in the future by property owners. Recommend scneduled timing as follows: (1) Contact and order aerial topographies or or about January '3. (2) Contact consulting firm on or about January 23. (3) Review status report by Guido DeWinne on January 26. (4) Provide Local Imorov -lent District petition to owners on or about January 26, (5) Prepare for submittal of petition to Council for February 5. (6) Set hearing date on or about March 26. (7) Proceed Witt, design during LIU time period so constructior could eorrnence by approximately May 15. Preliminary review indicates lift station and pumping north would not be feasible except as emergency work in the event main trunk cannot be installed. Trunk immediately easterly of freeway may have advantage of larger areas for either latecomers or Ilb use in the immoedi, j future and result it least cost to individual ownerships. Alternate IA would provide limited Participation by participating ownerships.
