Dear flr. Mullins:
Please be advised the Sanitary Sewer latecomer fee to the McGrath Corporation
recorded with King County under AF 063607b6, encumbered your property in the
amount of $7,921.86.
After reviewing your easement question with our legal staff, it appears
the intention of the developer of Glencoe was to waive his latecomer fee in
the said amount of $2,921.06 for easement rights across your property.
The flencor developer did not have the right to negotiate non payment of
any City tystem development fees. The system development fee on the bioks
In 1967 was 30.01/sq, ft. of property for trunk sewer per Ordinance No. M.
this fee, as applied to your area of 1$9,783 square feet is $1.591.83,
In consideration of your granting a new easement to the City to cover the
existing 10" sewer main along the westerly 10 feet of your property, I am
willing to reduce the currert developaent fee by the $0.01/sq. It. charge
that was applicable in 1967.

comers agreement, in connection with the 'On-site" and
"Off-site" utilities being installed in conjunction
with the development of Glencoe and as per the
construction plans already approved by the Renton
city engineer.

1 . Latecomers Agreement for the area adjacent
to the nff-site 10" .anit4ry sewer m+.in
extending from Manhole No. 6 at the S. E.
corner of the plat south through Manholes
No. 5 and No. 4 to Manhole No. 3 located on
the south side of Sunset Boulevard (past ,
thence west on Sunset Boulevard Bast from
Manholes No. 2 and No. 1 to the existing
Manhole No. 4 for a proportion of the cost of
this installation, but less the oversize
allowance for from B" diameter to 10" diameter
to be claimed separately by us from the City

The McGrath Corporation requested changes in the City's
Code and Ordinanccr which would provide for doi,ble ride sewer
installations., and the installation of sidewalks immediately
adjacent to the curb line of platted streets or cul-de-sacs.
This;This matter was referred to the Board of Public Works
for its review and recommendation. Mr. Art Grice from McGrath
Homes was present at the February 15 Board meeting. with
regard to their requests, the Boa,B. makes the following recoc,

DOUBLE SIDE SEWERS: It is the recommtn latio,+, of the Board
of Public Works that. the City restate and support the present
policy cz described in the Utilities Code which provides for
single ride sewer, installations. C
The Board ,euugnizes that such installations would provide
certain economies to the developer, however, a nambet of preb-
lem< arise with double side sewer installations. Property
ewers using such an installation would need to enter into
joint maintennnce agrecment� or other covenants. The Utilities
Code of 1956 v, wll rcrd to he revised and a more thorough
study would be rr..luired. Maintenance of double side. sower
installations would he a. problem in fixing responsibility, and
increase the )inc breakage po•.cntial,

.for a margin of safety in separating pedestrian traffic from
vehicle traffic. The Board has indicated a number of problems
would arise if the McGrath proposal were approved in the main-
tenance and construction of City-furnished public works
facilities, and to the general safety of the residents.
The Board did note, however, that the present patting
ordinance required that the sidewalk be placed two feet from
the property line and that a four foot sidewalk is the minimum
required. It is the recommendation of the Board that the
planting ordinance be studied with regard to the 2' setback and
suggests that the sidewalk could be placed directly on the
p-operty line. It is also recommended by the Board that the
minimum sidewall.. would be increased to

Gentlemen:
McGrath Corporation is engaged exclusively in the constructia
and sale of residential housing within the greater Seattle
area, and the growth anc x{)ansion of the company is due, to a
great degree, to our eff is to provide the buyers of our
homes with maximum value for their housing dollar. To best
ensure this value, ae are constantly examining the value that
we in turn receive for the money we spend in the course of
doing business, and to be completely satisfied that not a
single dollar is spent unnecessarily in the process.
As you arc aware, we are now in the final stages of preparation
for the develop:nont of the plat of Glencoe within the City of
Renton limits, and the sub-d''v'ision of this plat into 115
single family residential building lots. We ex-pact work to
commence late in February, 1968.
In th,r coarse of preparing the engineering drawings and the bid
documents for this develoµ:.ont work, it appeared to us that.
some of the items required by the City's Code of Ordinances
constituted "spending dollars unnecessarily" wad we ask, there-
fore, that the City Council review the ordinances containing
these items in the light of the arguments we submit in the
separate attachments to this letter.
In doing so we ask you to bear some facts in mind. We are
building in the median-to-low-pricedhousing range and are in
direct competition with other builders operating outside but
close to Renton's city limits under far mor.� lenient standards.
This constitutes a tromendous hardship inso.�,r as we are
concerned because the specific items in question are not
"visible assets" to a prospective home buyer nor can they even
be used by us as a selling aid.

Neither the health, welfare or safety of the home Owner would
be inpaired in any way if the instaliatinas are made in the
manner we request, and maintenance woul,1 he made simpler and
less costly for the City.
If we had felt that the items in question were necessary for
the better operation of the subdivision we would never have
written this letter, but it is because, after much study and
expert advice, that we feel the items constitute unnecessary
expenditure and do not in themselves do anything to the final
product, that we ask you to please review theta and rule
favorably in our behalf.

We were inforned by our Fnginoor the: Cit; of Renton required
a separate sewer line from the sewer oair in the street to
e..ch lot. We were then advised by the City Engineer that
this requirement wax laid down by City Codc of Orciinancos and
was irrevokable.
Apart from the exi.ense involved, the requirement of single
side sewers (see fig, 1) over dulale side sewers (fig, 2) is
incomi,atible with present day construction standards for
residential subdivision,

but by definition the budldi L,ci semvr -- and we quote "Shall
mean the extension from the building drnin to the public sewer
or other place of diapoeal•' -- refers to the sewer line
connecting the plumbing in the building to the public sewer at
the lot earner. It is the pub'It: sewer we wish to make into a
double sewer and Tit.e 8, Section 7071 of the City Code of
Ordinances states only that `The connection of the building
sower into the public sewer shall be made at the "y" branch,
I,' such branch is available at a suitable location". This is
precisely what we want to do.
Lastly, we must emphasize that the installation of double side
sewers to common property corners is not something that McGrath
Corporation has droxsed up. This is an accepted practice in
most other jurisdictions ara h-s the a;proval of the Federal
Housing Administration..
We now ask that the Aty Council either:-
1. Review the City Code of Ordinances and interpret
it to permit double side sewczs to be constructed
in the right-of-way
Or
2. Anond the City Code of Ordinances to permit double
side sewers to be eornatructod in the right-of-way
in the manner w., have described previously in Fig. S.
To be of use to us, a d,n isinn in r.ja.d to the foregoing Would
have to by provided by the end or February, 1968, the sanitary

Title 9, Section 104 sub-soction (1) of the City Code of
Ordinances provides under paragraph 3 tha, "Sidewalks serving
areas proposed for single dwalling unit hoxes shall be at
least four feet (41) wid, and shall be loc.+tcd at Isms, (2-)
from the property line and within the rigbt-of-way."
Having been involved with the installation of sidewalks in
every conceivable location, McGrath Lorpoiation has determined
by exporienec that, for maximum efficiency in every respect
they are beat installed contiguous to the curb. We therefore
asked permission of the City engineer to do this, since under
our interpretation of the Code, which as we have said, states
in part that "they shall be located at least 2' from the prop-
arty line", this appeared to be per:,assable. The City Engineer
roplied, and we attach a copy at the letter, that the walks
would have to be held v:ithin 2' of the property line. This
seems to us to be inconsistant.
The location of the sidewalks is of great concern to our Company
which is not just the Developer of Glencoe, but Via Developer/
Builder of the plat. We knoN the problons invoiced when the
sidewalks are located lnoorrvctly and for your guidance we
outline some of the advantages and disadvantages;-
