In accordance with our discussion, immediate review of co is and ; �,ntial partici- pation by PacCar, the City, and grant or loan a-olicat%on is necc --aiy• TLe sanitary sewer involves: Phase I $14,905.22 Phase II $65,844.09 Phase III $88,062.33 Phase IV $43,641 .59 Phase I and II of the sanitary sewer would not involve an} Pacific Car participation, as the primary benefit would be to the eastern part of Roston. Phase III and IV directly benefits PacCar, as they provide adequate sewaga capability for the proposed facility. The 16" water line required is in the approximate amount n- $55,000. Additional detailed breakdown of quantities and estimate3 is attached. We have been offered a loan at approximately 58 interest in the amount of $191,500.00 for the water and sewer Project. The City at this time does not have adequate utility funding to assume responsibility for this loan, and we are seeking the following: 1. Approximate amounts Paccar may be willing to reimburse a loan or provide cash outlay for the needed facilities. R. Jemien February 8, 1973 To: Bert McHenry From: Ron Jensen Subject: EAA Loan Offer - Highlands Bypass Sanitary Sewer/Water Project -------------------------------------------------------------------------- Attached hereto is all the bacKground information that I can assemble at this time relating to the above referenced project. By eliminating the 12" sanitary sewer line to Pao Car from the 24" line and by not replacing 700 L.F. of i2" ductile iron water pipe, the total EAA grant request could be reduced to $134,311 .70. Total project cost would be $213,811 .70 includii,g $79,500 HUD Grant. Pao Car could, for the present time, utilize the existing 8" sanitary sewer in Houser Way N. (vacated) but this line is old and not in the best condition. The 12" extension could be put in at a later date if deemed necessary at that time. Ron Ols=n has indicated that the only portion of the water project that could be reduced or eliminated would be the replacement of 700 L.F. of 12" ductile iron pipe at an estimated cost of 510,500.00. Subject: EAA Grant Application - Houser Way Dear Mr. Gonnason: Thank you for your letter of February 14 , 19 '3, concerning your application for EAA assistance to extend water and sanitary services in the Houser Way area. As we stated at our recent meeting with you, we cannot justify any participation in the financing of these improve- ments . We will have substantial expense within our own facilities in order to take full advantage of the systems as proposed. It is impossible to assess these costs accurately, bat we would expect them to be at bast $25 ,000 dnd possibly great deal more, depending upon the extent of usage. And course , all additions and improvements to our Renton facilities ai._ to Renton's assessment rolls (and our tax costs) and hence Renton' s own ability to pay fcr these improveTent_:. The improvements to the water system are needed; the present system results in unnecessarily high construction and insurance costs to assure proper fire protection. As we proceed with consideration of our long rant . plans for developing our Renton facilities , it is necessary for us to take into account both the available services and additions to them. The $271 ,000 project originally proposed would have provided water and sewer service to meet the area needs projected for the next 20 years . Unfortunately the City was not in a financial position to accept the debt the EAA ' s loan offer of $191 ,000 would have created and therefore was forced to decline the offer. The project now proposed addresses only the immediate needs of the area concerned with provisions for expansion in the future as need and financial capabilities increase . Project sr. upe- - trunk and water line size , their locations , and associated costs -- represents the absolute ninimum service which is required immediately to serve the expanding development and avert a major collapse in sanitary sewer and fire protection services . It is this section specifically , together with the water line , for which we seek ERA grant assistance . For the immediate future remaining 0- inch sewer line extending to the PACCAR develop- ment site can adequately handle the increase in sewerage . Replacement with the 12- inch trunk as originally planned will be achieved when adjacent properties are developed more intensively . Similarly , the 16- inch water main from Mt . Dlivet water tank is necessary to bring adequate water supply dcross FAI 405 to existing main in Houser Way and will only serve immediate needs of PACCAR . (Draw on east side freeway inexcessible at :his time). An existing 24" CMP drain is presently diverting water from the east side to Lake Washington Beach. Under dry conditions, evidence of continual water seepage may cause problems during bore, which might increase costs over thos estimated previously. This crossing could be ruled out due to increase, except for the evidence of a wash. Natural gas crossing in vicinity of other alternate (7th/8th) CHECK THIS _ Sunset Blvd. & N.E. 7th Phase I of this project, just recently completed, now presents urther problems of interconnection witnessed by the fact that the sup sed gas line crossing has a large underground vault directly in line o. con- struction of the remaining phases. This will require additional pipe, manhole(s), etc. to clear. We will be crossing the gas line a minimum of times and perhaps at a reach ( 5/11/73 - 4" high press). If line does indeed cross 405 -A bore would be costly from a hazardous position. _/• 5-' s 7th & Sunset - walked easement to WSHD fence. Ground on easterly edge of Pugat Power R/W is under transmission lines and this is the reason no paralleling easement was granted (see letter in files). West side of R/W has wooden transmission poles and does not appear to interfere with construction. (see 5-11-73) although WSHD cyclone fence could present restrictions. Area east of R/W. (private owners) is wooded and possibly increase estimate and would require permanent easements from eleven property owners which would then have 50' - 200' side sewers, and this data has, been checked for fall , except by topo map. 1k°9 7th/8th CROSSING - Crossing 405 in this vicinity would require shoring exceeding other crossing, but not excessively as ground appears dry but slope demands such. This may be critically examined by the WSDH as related to slope failure and erosion after construction. 5-11-73 After yesterday's examination revealed the way to the Easterly side of the 'draw" was access off Aberdeen, I checked the site of the proposed crossing. This appears to be an area of concentrated storm drainage. A 24" concrete pipe collects water from the draw and a continua' flow from the south, with evidence of much water from the north (freeway un-off). The draw on the East side would appear to eliminate much of the shoring required on the 7th/8th crossing but the water may present more w oblems. Pumping does not seem practical as there is no place to discharge the water. The draw is heavily wooded for the full length of the Puget R/W crossing. Maintaining natural water flow would require careful control to prevent high siltation problems, as this water enters the Lake Washington Beach Storm Sewer and eventually Lake Washington. ,It appears that the Puget Power R/W is evenly divided with the two transmission lines and the probability of an easement on the west side of F the R/W would not receive favor anymore than the previous request. Utiliz- ation of WSDH R/W does not appear practical due to slope. (If it were possible to acquire easement) u Easement from property owners would seem logical except that problems may erupt on the northern end when owners realize that to take advantage of available sewer would necessitate side sewers of up to 200' ± for connection. This area will have to be investigated for access to give an accurate estimate of sewer costs (ours & tneirs). The cost of side sewers could run $4-$5 a foot, but would still be cheaper than an LID. PROJECT: Highlands By-Pass Sanitary Sewer Trunk ESTIMATE COST: $226,000 FUNDING: HUD $79,500 City Matching Funds . . . . . . 51 ,500 EAA Grant . . . . . . . . . . . . . . . . 95,000* *Application for an EAA Grant was submitted on November 8, 1972, and the pro,iect was approved for a loan of 5191 ,500 on January 16, 1973. The City's bonding capacity provided no money to repa:, a loan of this amount and this trunk would not have any revenue producing capabilities therefore the loan was rejected by the City and a revised application was submitted requesting a grant of $95,000 which would include about $45,000 for the water line. The EAA was to act on this grant application on 4/18/73. This participation will provide some return on the EAA loan. No agreement has been reached with PacCar as of this date. RIGHT-OF-WAY: Consideralbe area of easement is necessary from Puget Sound Power & Light and word has been received from them that they will not grant the necessary easement on the east side of their right-of-way. An easement could be soaght from the property owners immediately east of the Puget Sound Power & Light property or Puget Sound Power could be asked for an easement on the west side of their right-of-way which world be away from their transmission lines. The City of Renton has an easement going down the hill from N.E. 7th Street to N. 8th Street however, crossing FAI 405 at this point would be a very costly operation. In crossing FAI 405, a permit has been received from W.S.H.D. , however, it had an expiration date of 12/31/72. It is possible that we could renegotiate this permit and get an extension of time. In crossing FAI 405 at the northerly designed position would provide the contractor with an easy location in which to set up his equipment to bore under 405 for the sewer line. We may need a permit to cross the Burlington Northern Railroad tracks in the vicinity of Lake Washington Bo�ilevard N. to connect to the Metro line at that location. Page 2 - Highlands By-Pass Sanitary Sewer Project PROJECT STATUS: Phase I of this project has been completed. The second and third phase of the project would be the sanitary sewer line from Sunset Boulevard N.E. and N.E. 7th St. to the Metro line at Lake Washington Boulevard N. and phase 4 would be the 16" high pressure water line from the Mt. Olivett water tank to N. 4th Street and Houser Way. If funds become available from E,.� we will have QO days to have the project under construction. The project could be speeded up by bidding it in two or three phases. The Wat:r Utility has indicated they could have their portion of the project out for bid within 30 - 45 days which would satisfy the requirements of EAA. However, the sewer project is still in a preliminary design basis and the obtainment of the easement from Puget Power or the property owners could be a very time consuming portion of the project. Also, no revenue would be forthcoming with this portion of the line, which will also include the freeway crossing no matter which location is used. However, installation of a line cn private properties (Harry's Gardens Home Tracts) , through easements, may cause revenue (future LID) but preliminary profile indicates a possibility of a 30 plus foot cut, but properties affected may realize an advantage through having this ground levelled and cause the cut to be in the 10 or 12 foot region. A profile will have to be made on private land as noted above. Investigation will have to be made by checking with Washington State Department of Highways to determine if they will allow manholes to he installed on the fill/slopes of the freeway. Check to see if the slopes can he cut as needed to provide access for the machinery which will do the boring. Also required, the minimum depth of cover on the bore. Proposed Alternate &2 crossing and line 2B will have a lesser amount of clearing, grubbing and excavation, but will cause greater as restor- ation to install the line (Houser Way - approximately 950 lineal feet more asphalt roadway will have to be restored than Alternate #1) . We are enclosing for your information a copy of our as-installed drawing showing the locations, both in plan and profile, of the 4" high pressure gas main in North 8th Street in the vicinity of Interstate 405. Even though the section line is not clearly designated, it appears that there is enough Information on this drawing to allow you to accurately lo- cate our main. Since this is all the Information we have, any further locations would have to be obtained in the field. We will attempt to provide any additional information needed. Until detailed design drawings are available, we can- not comment too specifically on the proposed crossing at In- terstate 405. Our feeling is, however, that our main is wall protected by the steel casing shown on the plans. Dam Area Supervisor P.0r11c Improvement July 19, 1973 TO: Lyman Houk ERnM: Gary Case SUBJECT: Highlands By-Pass Sanitary Sewer Update i;s yet no word has been received from the Department of Highways about request for nformation of their feelings on proposed crossings. Burlington Northern has sent applications for crossing; Nashington 'iatural Gas replied today, no problems. 'Included plan as-builts) We have deed reservations for utilities and Puget Power has verbally stated that lateral crossing at either proposed location would be no problem. I asked them send a letter for our files corroborating this information. Boeing sanitary liftstation has an existing invert of influent of 17.32 feet, which eliminates the removal of this station utilizing gravity flow to proposed trunk. Invert ac Garden and N. 6th sewer is approximately 19.00 feet. Survey crew is presently profiling Harries' Garden Home Tracts private property to confirm suspicion of excessive depth, that installation of sanitary sewer in this area, of approximately 35. feet may preclude utilization of an easement which we do not at this moment have. Investigation is being made on alley way between N, ath and N. 6th and Park Avenue on the west and Garden Avenue on the East to see If this alternate routing could be used to eliminate any disruption of traffic on Garden Street between 6th and 3th, but it appears from visual investigation that asphalt anti dirt parking lots will be upset causing some hardship in employee parking, PACCAR, Soft Sam's A Boeing; plus existing ground elevation ,nay be too low to provide adequate cover. Original agreement of Washington State Department of Highways stated that under no circumstances shalt routing maintenance be performed from within limited access zone of Interstate 405. This statement, unless deleted from latest response, which has not been received, cculd remove the Northerly crossing from consideration and make the only crossing the N.E. 7th/N. Bth route. This project could still , once Interstate 405 is crossed, proceed Northerly on Houser Way to connect to the Metro line at Lake Washington Boulevard with additional asphalt restoration and bore of two railroad lines in the vicinity of Lake Washington Boulevard. Disruption of existing storm sewers and an additional Metro connection, plus the heavy traffic flow that Lake Washington Boulevard encounters during most periods of the day would increase the cost of this location above the N. Bth/Garden Avenue proposal . Page 2. Highlands By-Pass Proposed sewer grade will be 0.001 feet per foot (minimum grade of a 24" sewer is 0.0008 feet per foot) is low but will cause self-cleaning and yet allow con- nection at Garden Avenue N. and N. 6th to be accomplished by either detour rout- ing around and over 24" storm to connect to existing sanitary sewer, or direct crossing N. 6th, installing a new manhole; crossing over storm sewer to connect to said manhole on N. 6t:i. This latter route may be the most direct and least costly but new asphalt that was recently installed on N. 6th Street would have to be cut snd a patch made. The line to run on Garden Avenue N. from N. Sth to N. 6th would be installed off existing asrhal� with some off-site improvements at Soft Sam's, for example, to be removed and replaced. That will be curb, gutter and sidewalk, plus some decorative planting, but estimated cost for replacement of $75C to $1 .000 will be insignifi- cant as compared to total project. Also, gas tax monies may be found for street restoratio„ and any road work would not ',ave to be charged against the Highlands Project and some upgrading of specific items such as connection of PACCAR at Houser & 8th could then be included. The 8th and Garden route will affect the least amount of traffic as it is basically a to and from work route and is lightly travelled during normal working hours while Houser Way is travelled for business, delivery and con- struction (DACCAR) although not heavily at all hours. The crossing at N. 8th and N.E. 7th will also provide access off N.E. Sunset Boulevard easement and N. ath Street for maintenance by City forces and would cause no traffic problem on 405 unless a major problem had to be reworked. Pollution of existino storm waters would not be as great a problem at this crossing as it does not comprise a major storm water control area except on Houser Way and we will not be in the area as long as if we used the most northerly crossing„ which as originally proposed would cause construction in at large ravine which drains a portion of the Highlands area and the freeway. Some traffic control will be mandatory during installation of the cdsing for the 7th/8th crossing as access must by necessity be off the roadway but sight distance is better in this area than the northerly crossing so some safety will result from this action. Basically, at present, the obstacles being existing storm sewers that I have found at the 7th/8th crossing, have been hurdled and as soon as final survey data is ready, a presentation, including costs and design, shall be made for discussion and deliler- ation. Roush drafts have been readied for the Department of Ecology and 1AA review. HUD remains to be contacted but I don' t see where the different routing than origin- ally proposed should affect a change from the above mentioned parties. I hope that during this period of time I have investigated all aspects of inter- ference and have caught or perceived any that may crop up, which could cause any delays in construction. Estimated costs are higher than monies left in the account, but hopefully bids will be lower than the estimates. „AC:mj _ ty 31 . 1973 ''unicipality of Metropolitan Seattle 410 West Harrison Seattle, Washington 98119 Gentlenen: The Public Works Department, City of Renton, is in the final design stage of the Highlands Bypass Sanitary Sewer Project and two routes with alternates are under study. The other would connect to existing 24" sewer trunk at N. 6th Street and Garden Avenue North; this line connects to Metro at N. 6th Street and Burnett Avenue 'forth. The prime location for construction would be the route as shown in orage on attached map dnd should not need further investigation by Metro as the N. 6th Street sewer trunk was designed anticipating this connection. The most economic avenue for construction ,s shown on encloseC plan, with two routings, and can be constructed with the least disruption and great- est accessibility for future maintenance. This route also provides for two (2) interceptions of existing sewers serving Pacific Car and foundry Company, Inc. (PACCAR) and enables otherproperties on N. 8th Street and Garden Avenue North to develop; this property is presently dirt parking lots. This will also relieve some pressure on the existing 8" sanitary sewer presently serving the east half of Burlington Northern and PACCAR properties. Every avenue has been studied to route sewage from the Eighlands, Puget Power all but eliminating the first two alternatives, and the third negating by a deep cut that would be involved on private property (Harries Garden Home Tracts). Previsions will be made for sewers for future development of said properties as required and L.I.D. costs permit. Construction outlook will not vary except that new routing is of lesser depth t4an original which will prevent water table intrusion and shorten time required aiding in the construction. The North 8th Street crossing is double-track and the amount of 'abor required by railroad forces in conjunction with open-trenching for a sewer line being ;laced by a contractor is work being taken away from railroad maintenance and construction. Only a very minimum amount of work can be expended in this manner, hence you should plan on boring or jacking under the two tracks for this proposed project. Burlington Northern's service in this area would be between the hours of 9:30 A.M. to 10:30 A.M. and 2 P.M. to 3 P.M., seven days per week. The Milwaukee also uses this line early in the morning and if they run late, the Milwaukee could be going through the Renton area at the beginning of the working day. Bergstrom of the City of Renton and Mr. Larry Reed of this office, concerning the final inspection of Permit No. 7-1681 . It was found that the State's limited access fence on the east side of SR 405, where your sewer line is located, has not been properly recon- structed. The fabric is not attached to the top rail or one line post . Also, this line post does not have a line rail top on it . The fence f. hric also has to be replaced over your sewer line as it has been damaged. Also, the slope on the east side needs to be reseeded in selected areas as it has Bluffed off and now there is no seed in these areas.
