SERVICE AREAS (See attached map) Area "A" is located south of Metro's 36" dia. trunk, north of City of Tukwila' city limits (near Cello Bag Bldg. ) east of the Green River and west of the said railroad rights- of-way. This area j will be served by a sewer line along West Valley Highway. Area "A-l" is located east of the railroads rights-of-way and within the City of Tukwila's boundary. This area will be served either to Metro's 72" dia, trunk or to the Metro' s 36" dia. trunk. Area "B" is located south of the City of Tukwila' s city limits near the Cello Bag Bldg. , north Of S. 160th St. , east o! the Green River and west of the C.M.St. P. and P. railroad rights-of-way. This area is within the boundaries of the City of Renton. This area may be served to a sewer line constructed along the Oest Valley Highway involving an agreement between the cities of Tukwila and Renton. Area "C_' is located south of the south boundary of the City of Tukwila (near Cello Bag Bldg. ) , east of the C.M.St.P. and P. railroad rights-of-way, north of the S. 180th St, and west of the MAetro's 72" dia. trunk. The sewer line again croases to the cast side of tho highway at the City of. Tukwila's south boundary (near Cello P.ag nl.dg- ) due to the closeness of the Green River The trunk is sized to handle sewage from Area "A" and Area "B" . The estimated project cost is $10-8, 200.00 for the sewerage system in Area "A" if constructed this summer. The sewerage system for Area "B" is a twelve (12) inch diameter pipe along the east side of the "new" lest Valley Highway from the south limits of Area "A" to S. 180th St. The estimated project cost r for this system is $74,700.00 if constructed this summer. UNIT COSTS The acreage within Area "A" is approximately thirty (30) acres. The estimated project. costs are $108, 200.00 or 8.3 cents per sq. ft. However, since this line is constructed to serve Area "B", a "late comers" agreement may be entered into between the City of Tukwila and property owners of Area "B". If and when Area "B" would construct sewers and connect to Area "A", then the property owners in Area, "A" would be reimbursed the "extra Cost". A time limit is usually placed on this reimbursement of S to 10 years. Another alternative may be that the City will assume the "extra costs" and collect from Area "B" when they connect. The "extra cost" was estimated on the basis of oversizing and difference of depth to serve Area "A" versus 'serving Area "A" and "B" . He indicated that any suostantial change in cost would require a new roll and new hearing. He wondered whether cast iron could be installed to only those property owners requesting it, leaving the majority of the line to be installed as per the original plan. I told him that such a thing was possible and that we would review this before our meeting with the property owners. He indicated that possibly an alternate bid for cast iron pipe could be prepared and that those property owners specifically requesting cast iron pipe, pay in cash the difference in cost between the concrete pipe and the cast iron pipe. In this way, the basic estimate would remain intact and the added cost be handled by agreement with the various property owners outside the confines of the local improve- ment district. I also discussed with him the deletion of those individual pieces o` property along the northerly margin of S.W. 43rd. Jerry indicated that since the L.I.D. boundary included those properties , they would have to be provided sanitary sewer service either by a line at the rear or a line in S.W. 43rd Street. I indicated to him that the abutting property owner to tha north, Mr. Anderson, had refused to dedicate an easement along the north line of these individual properties . If we cannot obtain an easement there , the line would have to be built in S.W. 43rd Street. In general , the boundaries of a local improvement district cannot be changed without forming a new local improvement district. I have sent letters to all the property owners, a copy of which is attached, inviting them to a meeting on Thursday, November 2, and indicating our desire that they attend this meeting. I think at this time we should propose a number of alternatives to property owners and I will get together with Ben to prepare these several options that we might present to the property owners. I would like to get together with you sometime Wednesday to disuss our presentation for the Thursday meeting. Please let me know if you need any additional information prior to Wednesday. Lyman Houk SUBJECT: #273 - Orillia Area I have talked with Ben regarding his thoughts concerning the installation of cast iron sewer line in lieu of the concrete pipe for this LID. He indicates a substantial cost increase to each property owner by instilling the cast iron main, and feels that we should probably hold a public meeting to disciss the increased cost to the property owners. I understand from Ben that we will now be going back to our original design of installing a line down to Southwest 43rd and then Southerly to the West Valley Highway. This area was previously deleted at the owner's request and, if it is to be included again , this should also be noted at the public meeting. Adding this property would also involve a recomputation of the assessments in the district to reflect the added area. At the present tilie we have obtained a sample permit from the Chicago, Milwaukee & St. Paul Railway for crossing their tracks , which has been referred to Gerry for his review and comment. We have also contacted the Burlington Northern regarding a final easement across their property, and Mr. Sternoff, regarding revised easement to his property. If we are planning to go Southerly with this line it would acquire at least one additional easement. I should like to utilize Dick Murray, if possible, should this be necessary. Our people have reviewed the proposal and state that there are no engineering objections to the revised location. However, any con- veyance would have to be made with the provision that if and when the property is graded, and in the event any track was constrv:ted over this sewer line, the City will adjust manholes to proper eleva- tion and will alter their line either it. location or construction to protect the railway track at the City' s expense. If in the event this cannot be accepted on behalf of the City, then we suggest a local improvement district simply purchase the add' tonal right of way from the Glacier Park Company.since it appears that Mr. Sternoff is not willing to cooperate to the degree necessary to enable the construction of tnis serer on the property line as originally proposed. Last week Mr. Sternoff advised this office that there is a buried 12,500 volt conduit and two - 2" water lines located 30" to 36" south of the exis6.'Ig °ence for a distance of approximately ,0 feet. In order to avoid the buried power and your future railroad sour we wculd like to locate the sewer three feet north of the section line fn the area of the buried power. We can do this without any additional cost by simply relocating the proposed manholes. The top :one of the manhole can be installed in such a manner that the cover will be close to the section line. In iddition, we would adjust the covers to grade when the spc , track ` installed at a later date, We plan on installing 12" Class II ductile iron pipe which should exceed the requirements and specifications. of the railrr)ad in regard to strength of material, , loading, etc. There shouldn' t be any need for a wider easement than the five foot we have already requested. Our engineers have reviewed the plans for locating the sewer lines in the vicinity of Burlington Northern rain line to 80th "venue South and note that it will be necessary for the City to furnish more details of the proposed construction in the vicinity of the bridge over the area under which the sewer line will be constructed. `A.i+tr ire a ravine section of the crossing Y We will require u qu ng noting the relation ey j of the bents of the bridge to the sewer line. The depth of the sewer below ground and the distance below the top of tie should also be indicated so that it can be determined what adverse effect, if any, there will be on the railway bridge construction. The center line of the sewer should then be located on the south section line of Section 25 as it is necessary to place this line as far south as possible because the industrial track projected east will have to cases off a bridge that will be required for the flood control drainage ditch. The bridge and track as projected are up to the smxiasrm degree of curvature allowable for industrial trackage. Because of the lateral proximity of the track to the proposed newer, which wili be 10 feet, it will be necessary the $ewer pipe should conform to ASTM-C76 Table 4 - Well "B" specifications, and any maintenance to the sewer line should take into consideration the rer-rietive work area and engineering problems associated with these twc types of facilities.
