Edmuudson, h,a.ta was located at 12844 80th Avenu_ South. It was founu that the remaining lands of the Edmundson's would be damaged by tho street improvement to the extent that a "total t.tkc" became necessary. Mr. ,mil Mrs, Edmondson elected to move their house to a location at 13028 80th Avenue South and described as: The S 72 feet of Lot 6, Block 11, Earlington Acre fracts, accord�.ng co plat thereof in Voltane L5 of Plats on Page 84. While all arrangements for septic tank drain field had been made and npprovcd before construction started, necessary re-grading caused conditions which woulJ not permit such an installation. It became necessary for the Edmundsons and the house mover to request the City of Renton to allow a connection with the Earlington School line. The connection with the school line seems to be the only solution, and therefore on August 7, 1972, pursuant to conversations with Mr. Bert McHenry, this officx sent documentation requested by Air. McHenry. The owner has re quested permission to connect to our sanitary sewer system per guidelines outlines in the city of Renton Resolution 81813. Inasmuch as there isn't a sanitary sewer in front of this property, the owner will be required, at his expens, , to install approximately 525' of 8" trunk line "ewer pipe to serve this property. (See attached drawing.) Estimated cost of material and labor to install this line is as foll,>ws: a) 525' of 8" cone, pipe @ $10.00 LF b) two manholes @ $500.00 each $1000.00 c) street restoration @ LS - 1000.0o d) 6' stub and 4" 500.00 service @ IS 1 TOTAL COST - 0.00 m $8000.00 The existing sanitary sewer, lift station, force main, and downstream sewer System are in good shape and have sufficient capacity to handle the additional sewage from this and the surrounding property. This property failed to meet requirements for a septic tank and drain field and is presently using a sewage holding tank. I'm sure the King County Health Department would be more than happy to verify the problems at this property. The material includes the following: 1 . Request by Jean L. Edmundson to hook temporary sewer to the Earlington School line stating reasons therefore. 2. Statement by Dale Wiliiams, septic tank system designer, indicating problems occurring after initial design of system. 3. Request from J. N. Shaughnessy, moving contractor, relative to pumping problems. 4. Letter from Seattle-King County Department of Puhlic Health, Bernard H. Suttle, R.S. , Supervising Sanitarian, relative to property being unuseable for drainfield due to proximity o, year round creek. 5. Letter from Frank Jacobs, Office of Property & Purchasing, King County, relative to their request for temporary permit to connect wni,e further discussions and studies are held relative to a permanent solution of the problem at hand. Historically, land was acquired for a septic tank installation adjacent to the property and between time of jcquisition and time of installation, Department of Ecology requirements and ground settlement conditions made impossible a proper septic tank installation. We are not making recommendations at this time due to previous rejection by City Council during preparation of sewer resolution relating to City policy on residential hook-ups. This agreement provides for the connection of 13028 - 80th Avenue S. to the City's sewer system. Late-comer's fee has been paid by ring County for this con- nection and upon the execution of this agreement will be forwarded to the School District, as this connection was made into their Earlington sanitary sewer line. This is the item I discussed with you several days ago and indicated King County was very anxious to finalize the agreement. The design is in progress for the sewer line and should be completed within the next few days. Mayor's office and Attorney indicate this is an administrative matter. I will contact Bill Belmondo at the School District relative to the temporary connect without charge. P Utility Engineering to determine what connection at City manhole necessary in order to advise King County of necessary connection. This should be limited to the manhole connect point only. King County will be responsible for design and construction of whataver temporary line is to be provided to our connection point and to pro- vide agreement whereby they will hold the City harmless , remove temporary connection at the time proper sewer facilities are available, maintain any problems with their temporary line. Customer will be charged and billed the same as other non-residential customers during the period of temperary connection. WHEREAS it is advisable to provide and establish definite guidelines and standards concerning the furnishing of sanitary sewer services to property owners residing outside the present or future City Limits of the City of Renton, and WHEREAS the City Council does hereby set forth such appropriate guidelines for the benefit of the various departments of the City, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REN^ON, WASHINGTON, AS FOLLOWS: SECTION I: The following standards and guidelines are hereby established and shall be generally adhered to by the various City Departments in dealing and considering applications Ly property owners for connection to sanitary sewer lines whenever such property owner: are residing outside the present and future City Limits , to-wit : A. Hookups to sanitary sewer lines owned by the City may be permitted, upon payment of the appropriate fee set forth by ordinance, together with lateccmer charges , if any , when such sanitary sewer line is located outside the City Limits and the property of t1le, petitioning owner, is located adjacent to or adjoining such existing sanitary sewer line ; AND PROVIDED FURTHER that the following additional conditions are met : 1 . A written determinationhas been made by the City's Engineering Department that such existing sanitary sewer line is in good, servicable condition and has sufficient capacity to handle such additional discharge from property owners wishing to connect , -ind such capacity will be adequate in the roasonable , foreseeable future. Such information shall be furnished unto thc: Mayor and City Council , together with any plans that the Engineering Department may have fer the development and enlargement or other changes affecting such sanitary sewer lines: 2 . Prior to any permit for hookup, an up to date determination shall be made by the City and/or King County Health department to determine whether a serious and imminent threat to public health exists on such adjoining or adjacent property requiring immediate remedial action , i.e. , connection to existing, sanitary sewer. r i • II II I � I � 3. That there is not available to any such adjacent or adjoining owner any reasonable alternate means to remedy such situation; reasonable alternates may include formation of a Local Improvement District for sanitary sewers or agreement with any other, govemmental agency to serve such property owner. The owner has requester permission to connect to our sanitary sewer system per guidelines outlined in the City of Renton Resolution #181.3. Inasmuch as there isn•t a sanitary sewer in front of this property, the owner will be required, at his expense, to install approximately 525' of 8" trunk line sewer pipe to serve this property. (See attached drawing.) Estimated cost of material and labor to install this line is as follows: a) 525' of 8" cone. pipe @ $10.00 IF = $5250.00 b) two manholes @ $500.00 each = 1000.00 c) street restoration @ LS = 1250.,0 d) 6" stub and 4" service @ LS = 500.00 TOTAL COST = $8600.00 The existing sanitary sewer, lift station, force main, and downstream sewer system are in good shape and have sufficient capacity to handle the additicnal sewage from this and the surrounding property. This property failed to meet requirements for a septic tank and drain field and is presently using a sewage holding tank. T'm sure the King County Health Department would be more than happy to verify the problems at this property.
