t Whereas a temporary connection is herein being authorized betreeri the

formed by or under the supervision of the King County Department of Public
Works in accordance with a plan layout and details as furnished by the
City of Renton and the City o.` Renton may review and inspect the line dur-
ino construction to assure no illegal connections are being made, and
Whereas King County will hold the City of Renton harmless from any claims
o, cause of actions arising out of the connection of the single property
at 13028 - 80th Avenue South to the City of Renton sewer system pursuant
to this agreement, and
Whereas King County will provide for the disconnection and removal at
county expense of the connection at such time as it is no longer needed,
and
Whereas, King County has agreed tc pay a ?ate-comer's fee charge in the
amount of $798.17.
Whereas the owners of said-property at 13028 - 30th Avenue South agree
and will pay monthly sewer charges as they may be assessed by the City
of Renton (which sewer charges currently are $4.25 per minth) now, there-
fore, in consideration of the mutual promises contained herein, and
IT IS HEREBY AGREED that the City of Renton grants to King County the
right to connect the single family residence at 13028 - 80th

Attached for your review is an agreement between King County and
the City of Renton regarding a temporary connection of a sanitary
sewer force main providing for a connection of a single family
residence at 13028 - 80th Avenue South to the City's san'tary sewer
system. This agreement is the culmination of a request initiated
by King County in 1972. The agreement was prepared by the King
County Prosecuting Attorney's office.

had a matter on the agenda regarding consideration of
a sanitary sewer on property located outside the City

Engineering and Mr. Lynch and the subject apDlication
has been granted because it does meet with the resolution
which defines the guidelines and standards.

During the acquisition for additional right of way for street widening 21ong SeuLco
Avenue South, we negotiated with Mr. ind Mrs. Jesse F. Edmuudson, h,a.ta was
located at 12844 80th Avenu_ South.
It was founu that the remaining lands of the Edmundson's would be damaged by tho
street improvement to the extent that a "total t.tkc" became necessary. Mr. ,mil
Mrs, Edmondson elected to move their house to a location at 13028 80th Avenue
South and described as:
The S 72 feet of Lot 6, Block 11, Earlington Acre
fracts, accord�.ng co plat thereof in Voltane L5 of
Plats on Page 84.
While all arrangements for septic tank drain field had been made and npprovcd
before construction started, necessary re-grading caused conditions which woulJ
not permit such an installation.
It became necessary for the Edmundsons and the house mover to request the City of
Renton to allow a connection with the Earlington School line.
The connection with the school line seems to be the only solution, and therefore
on August 7, 1972, pursuant to conversations with Mr. Bert McHenry, this officx
sent documentation requested by Air. McHenry.
The continual pumping of the Edrtundson's septic tank is a very expensive ol.er-
aticn, and this office therefore respectfully requests that ,ou review the f.tcts
with a view to granting the Ed undson's permission to connect to the F,rtinq'•on
School line.

The above mentioned house lies outside the City limits of the City of Renton.
The owner has re
quested permission to connect to our sanitary sewer system
per guidelines outlines in the city of Renton Resolution 81813.
Inasmuch as there isn't a sanitary sewer in front of this property, the
owner will be required, at his expens, , to install approximately 525' of
8" trunk line "ewer pipe to serve this property. (See attached drawing.)
Estimated cost of material and labor to install this line is as foll,>ws:
a) 525' of 8" cone, pipe @ $10.00 LF
b) two manholes @ $500.00 each $1000.00
c) street restoration @ LS - 1000.0o
d) 6' stub and 4" 500.00
service @ IS 1
TOTAL COST - 0.00
m $8000.00
The existing sanitary sewer, lift station, force main, and downstream sewer
System are in good shape and have sufficient capacity to handle the additional
sewage from this and the surrounding property.
This property failed to meet requirements for a septic tank and drain field
and is presently using a sewage holding tank. I'm sure the King County
Health Department would be more than happy to verify the problems at this
property.

Dear Mr. Grant:
We have received the attached additional information relating to the
previous request for sanitary sewer at the property on 80th Avenue S.
previously requested for connection by Contractor, Shaughnessy & Company.
The material includes the following:
1 . Request by Jean L. Edmundson to hook temporary sewer to the
Earlington School line stating reasons therefore.
2. Statement by Dale Wiliiams, septic tank system designer, indicating
problems occurring after initial design of system.
3. Request from J. N. Shaughnessy, moving contractor, relative to
pumping problems.
4. Letter from Seattle-King County Department of Puhlic Health,
Bernard H. Suttle, R.S. , Supervising Sanitarian, relative to
property being unuseable for drainfield due to proximity o,
year round creek.
5. Letter from Frank Jacobs, Office of Property & Purchasing, King
County, relative to their request for temporary permit to connect
wni,e further discussions and studies are held relative to a
permanent solution of the problem at hand.
Historically, land was acquired for a septic tank installation adjacent
to the property and between time of jcquisition and time of installation,
Department of Ecology requirements and ground settlement conditions made
impossible a proper septic tank installation.
We are not making recommendations at this time due to previous rejection
by City Council during preparation of sewer resolution relating to City
policy on residential hook-ups. We request discussion of the specific
sewer as information now available is beyond that at the time of earlier
introduction.

drainfield because of its proximity- to A year round creek. The
px+ruion of the prooertj which is an adequate distance from the
creek is unsuitable for use as a drainfield due to a elevated
Imrcolation rate and high seasonal water table.
It appears that the only feasible means of sewage disposal 4.5
connection to a public sewer.

The Board of Public Works has reviewed Mr. Frank H. Shaughnessy ' s
May 8 letter requesting that consideration be given to
extending sewer service to a residence at 13026 80th Avenue
South from a City of Renton sewer line approximately one
block south of this location. The cityls line was originally
extended into this area to provide service to Ear1_n;t,on
Elementary School.
The Board determined that extension of the City' s sewer line
to serve 13026 80th Avenue South would be a feasible extension ,
since the facilities are adequate to provide this service,
although the question of whether to serve an area outside the
City limits of Renton would ! _ a policy determination by the
City Council .

Connection
The attached agreement has been reviewed by the City Attorney and is
now ready for the sigaature of the 4ayor. This agreement provides
for the connection of 13028 - 80th Avenue S. to the City's sewer
system. Late-comer's fee has been paid by ring County for this con-
nection and upon the execution of this agreement will be forwarded to
the School District, as this connection was made into their Earlington
sanitary sewer line. This is the item I discussed with you several
days ago and indicated King County was very anxious to finalize the
agreement. The design is in progress for the sewer line and should be
completed within the next few days. Moss Construrtion will be the
County's contractor installing this line.

b. There should be a provision that the City reserves
the right to disconnect in the event of any other unauthorized
connection by any third party or if this sewer connec ion is
used by othe than the single family occupants, Mr. and Mrs.
Edmundson.

for their sin le family use and no other connections or uses

Review of the temporary connection requested by King County to
12844 80th Avenue S. indicates the following:
(1) Temporary connection is acceptable under City Resolution
1813 due to no available County sewer in the vicinity
(2) A health hazard exists dt,e to use of holding tank and
pumping certified by King County Health Department
(3) Temporary connect to City sewer is only feasible means of
solving problem at this tine.
Mayor's office and Attorney indicate this is an administrative matter.
I will contact Bill Belmondo at the School District relative to the
temporary connect without charge.

Utility Engineering to determine what connection at City manhole
necessary in order to advise King County of necessary connection.
This should be limited to the manhole connect point only. King
County will be responsible for design and construction of whataver
temporary line is to be provided to our connection point and to pro-
vide agreement whereby they will hold the City harmless , remove
temporary connection at the time proper sewer facilities are available,
maintain any problems with their temporary line.
Customer will be charged and billed the same as other non-residential
customers during the period of temperary connection. No additional
connections or extensions are authorized by this action.

(1) The :ity sewer system is capable of accepting the additional
sewage.
(2) The Seattle-King County Health Department has certified
potential health hazard exists.
(3) The City sewer line is the only reasonable means of sewer
service to this property at this time.
We recommend King County be allowed to provide, install and maintain
temporary connection pending this location and area, in the future,
be considered for inclusion in either Kirg County sanitary sewer
districts or future annexation solving the boundary area.
We recommend King County be authorized temporary connection.

Avenue South, we negotiated with �x. and kirs. Jesse r. ho:m %:is
located at 12844 80th Avenue South.
It was found that the remaining lands of the Edmundson's would be damaged by the
street improvement to the 0--cront that a 'total talc" became necessary. Kr. and
Mrs. Edmundson -lected to move their horse to a location at 13028 SOth Avenue
South and described as:
The,%72 feet of Lot 6, Block 11, EarliTV ton Acre
Tracts, according to plat t'iercof in Volume 15 of
Plats on Page 84.
While all arrangements for septic tank drain field had been made and approved
before construction started, necessary re-grading caused conditions which would
not permit such an installation.
It became necessary for the Edmttndscns and the house r,over to request the city of
Renton to allow a connection with the Earlington School line.
The connection with the school line seems to be the only solution, and therefore
on August 7, 1972, pursuant to conversat.'.ons with Mr. Bert McHenry, this office
sent documentation requested by Mr. McIlenrY.

RESOLUTION NO.
WHEREAS it is advisable to provide and establish definite
guidelines and standards concerning the furnishing of sanitary
sewer services to property owners residing outside the present or
future City Limits of the City of Renton, and
WHEREAS the City Council does hereby set forth such appropriate
guidelines for the benefit of the various departments of the City,
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REN^ON,
WASHINGTON, AS FOLLOWS:
SECTION I: The following standards and guidelines are hereby
established and shall be generally adhered to by the various City
Departments in dealing and considering applications Ly property
owners for connection to sanitary sewer lines whenever such property
owner: are residing outside the present and future City Limits , to-wit :
A. Hookups to sanitary sewer lines owned by the City
may be permitted, upon payment of the appropriate fee set
forth by ordinance, together with lateccmer charges , if any ,
when such sanitary sewer line is located outside the City
Limits and the property of t1le, petitioning owner, is located
adjacent to or adjoining such existing sanitary sewer line ;
AND PROVIDED FURTHER that the following additional conditions
are met :
1 . A written determinationhas been made by the
City's Engineering Department that such existing
sanitary sewer line is in good, servicable
condition and has sufficient capacity to handle
such additional discharge from property owners
wishing to connect , -ind such capacity will be
adequate in the roasonable , foreseeable future.
Such information shall be furnished unto thc:
Mayor and City Council , together with any plans
that the Engineering Department may have fer
the development and enlargement or other changes
affecting such sanitary sewer lines:
2 . Prior to any permit for hookup, an up to date
determination shall be made by the City and/or
King County Health department to determine
whether a serious and imminent threat to
public health exists on such adjoining or
adjacent property requiring immediate remedial
action , i.e. , connection to existing, sanitary
sewer.

3. That there is not available to any such adjacent
or adjoining owner any reasonable alternate means
to remedy such situation; reasonable alternates
may include formation of a Local Improvement
District for sanitary sewers or agreement with
any other, govemmental agency to serve such
property owner.
For good cause shown, the City Council , upon recommendation
of the City Engineering Department, may waive or modify
any of the foregoing conditions .

The above mentioned huuse lies outside the City limits of the ^-ity of Renton.
The owner has requester permission to connect to our sanitary sewer system
per guidelines outlined in the City of Renton Resolution #181.3.
Inasmuch as there isn•t a sanitary sewer in front of this property, the
owner will be required, at his expense, to install approximately 525' of
8" trunk line sewer pipe to serve this property. (See attached drawing.)
Estimated cost of material and labor to install this line is as follows:
a) 525' of 8" cone. pipe @ $10.00 IF = $5250.00
b) two manholes @ $500.00 each = 1000.00
c) street restoration @ LS = 1250.,0
d) 6" stub and 4" service @ LS = 500.00
TOTAL COST = $8600.00
The existing sanitary sewer, lift station, force main, and downstream sewer
system are in good shape and have sufficient capacity to handle the additicnal
sewage from this and the surrounding property.
This property failed to meet requirements for a septic tank and drain field
and is presently using a sewage holding tank. T'm sure the King County
Health Department would be more than happy to verify the problems at this
property.

vicinity of 13026 - 80th Avenue ,;. requested by Shaughnessy 6 Com-
pany, Inc. Extension involving approximately 600 feet of sewer main
providing:
1. The work be performed at no cost to the City with proper
hill of sale to be executed.
