We have :eviewod the plans and spectfications of the proposed +tay Creek Interceptor Sower, Section 1, to '>e constructed by the Newport ;fills Sewer District and find the plans and specifications accepts:,le in general. We have several items which will need clarification and roordinatton with the City of Renton at various phases of the project ant. these include the following: (1) Lake Washington Blvd. is a heavily travelled street and surface tint would not he allowed on the street proper. Therefore, tunneling or jacking would be xsquired for the crossing under Lake gashington Blvd. (2) Please transmit copies of the Fisheries G Game permits for our review and retention for our file, (3) Please advise us in sufficient time of the location and place of the preconstruction conference so we may have a representative in attendance. !4) .A street break permit will be requircd for the work within the City right-of-way and a detailed drawing of the work to be performed in the vicinity and tmder Lake Washington Blvd. will be reluired prior to commencement of that work. (5) Sufficient notice on all work activities shall be bade so the City of Renton can perform occasional inspection of the project during construction. Although the project will ne under the supervision of Newport Hills iswer District, we will require the contractor to leave names of at least two individuals who may be contacted at any tiro of the day or night, and on weekends, for safeguards or probleir conditions which eight occur on the project site. In addition, we request to be in attendance at accoitanco inspections of the project and request the contractor be advised that our inspectors will be on the site occasionally reviewing the work. Should -ori unacceptable to City of Renter standards (which are also in accord with APNA standards and your specs ications) be found and be considered faulty, we will then contact the Newport Hills Sewer District or their representative Inspecting the project to trte measures to correct the situation, , z. We do not desire delaying the project and are in concurrence with the overall project excepting the items mentioned above. The following attended: Frank Coluccio, Frank Coluccio Construction Peter Gulick, Newport Hills Sewer District Sam Macri , Newport Hills Sewer District John 'Nallace, Moore, Wallace & Kennedy, Inc. Larry Southwick, Moore, Wallace & Kennedy, Inc. Summary of the items discussed: John Wallace: We have not received tke Department of Highways' permit or the E.P.A. approval of Part B. We expect these approvals next week. We discussed clearing before the Contract is executed with all agencies and all concur. E.P.A. agreed but it would be outside of the Contract and at the Contractor's risk. It would not jeopardize ;he Federal Grant. The Fisheries permit expires on July 31 , 1971 . It may be exten 'ed to .August 15 and possibly even to August 31 , but it depends on when the fist oegin entering the creek. Frank Coluccio: We intend to begin at the METRO connection and work upstream. We will talk to City of Renton about cutting the street. Peter Gulick: The project is being done for METRO by the District. John Wallace: The en—site Inspector will be Larry Southwi--k. METRO, the City of Renton, and the District will oversee the project. During the dewatering operation, do not silt the stream. Frank Coluccio: We are working with Fisheries on other projects. We have not decided yet who will be the project superintendent . It depends on just when it starts. Peter Gulick: What is your proposed schedule? C/ry Frank Coluccio: When do we start? Rr. We have not received a railroad permit yet but will proceed anyway. Frank Coluccio: We have signed the five copies of the Contract and include the Performance Bond. !Sam Macri has these copies locked up. ) Peter Gulick: We will sign the Contract as soon as we receive the approvals. We will deliver your Contract and Notice to Proceed immediately thereafter. Frank Coluccio: We will first dewater using wells about 200 feet apart . We will pump the trench as necessary. It will take one week to dewater and 18 working days to complete the work. We will flume the creek with a 48-Inch culvert. We want the easements flagged and will start clearing next week. John Wallace: We will have it flagged Monday. We will flag trees to save with three red flags. Frank Coluccio: We will use a steel box for trench shoring. We will clear ahead of having a Contract. We will start dewatering immediately after Notice to Proceed. I John Wallace: Contact us as to your plans as we must notify METRO and Renton of your starting time. The easements are a 10-foot permanent easement, 5-foot on each side of the pipe centerline, a 10-foot construction easement on the north side of the fence, a 40-foot construction easement on the South side to the highway bridge, and a 50-foot construction easement, 25 feet each side east of the highway bridge. Frank Coluccio: We will check on removal of the fence and any possible livestock affected.
