Construction of the water and sanitary sewer systems on this project shall be in accordance with the Standard Specifications for Municipal Public Works Construction prepared by the Washington State Chapter of the American Public Works Association, edition of 1977. A copy of these Standard Specifications is on file in th,. Office of the Director cf the Depa maent of Public Works , 900 King County Administration Building, Seattle , Washington , where they may be examined and consulted by any interested party. The Standard Specifications of the Washington State Highway Commission , and Municipal Public Works Construction prepared by the Washington State Chapter of the American Public Works Association except as they may be modified or superseded by these Special Provisions , shall govern all phases of site work , water and sanitary sewer system installa- tion and they are by reference made an integral part of these Specifications and Contract as if herein fully set forth. Wherever reference is made in these Standard Specifications of the State of Washington Department of Highways , or American Public Works Association, to the Director of Highways or Engineer, such reference shall be construed to mean the Director of the Department of Public Works , or his duly authorized assistants. SEQUENCE OF SITE WORK 6 UTILITIES A. U ntra or Work: A. Contractor shall perform earthwork and site grading shown on the drawings. Include preparation of subgrade for sidewalks , roadway paving, parking lot paving and maintenance area paving. B. After completion of earthwork and site grading the Contractor shall request the Engineer to stake site utilities and building locations shown on drawings. No excava* or, shall be permissible until staking is completed and Contract is notified by the Engineer. C. The Contractor may schedule the installation of the 16 inch water main to the site upon proper arrangements with the City of Renton Water Department , contact Mr. Dick Houghton, telephone number 235-2631 . Where the Engineer shall consider such stakes , points , or marks to have been unnecessarily destroyed, he may cause the expense of replacing them to be charged to the Contractor and the amount of such costs deducted from any moneys due or which may become due to the Contractor under the contract for this work. ASPHALT CONCRETE PAVEMENT Asphalt concrete s all a laid in two separate courses , as shown on the t pical sections . Asphalt concrete shall be furnished and laid in accordance with Section 5-04 of the State of Washington Standard Specifications , Class "B" asphalt concrete being specified for use on this project . The grade of the paving asphalt will be AR-4000W. As specified in Section 5-04 . 3(3) of the Washington State Standard Specifications , roadway sections without curb and gutter will require reference .ine� . The asphalt concrete mixture shall have a temperature not less than 2600 F. when deposited on the roadway. Each truck load shall be covered with a suitable tarpaulin while in transit to prevent unnecessary heat loss . The first sentence of the 4th paragraph of Section 5-04 . 3(3) "Asphalt Pavers" is revised to read as follows : On all projects , the paver shall be equipped %, ith automatic scree' controls with sensors for either or both sides of the paver , capat-le of sensing grade from an outside reference line , sensing the transverse elope of the screed and providing the automatic signals which operate the screed to maintain the desired grade and transverse slope. ASPHALT CEMENT FOR TACK COAT rior to the commencement of paving operations the existing asphalt surface shall be prepared as specified in paragraphs 5-04. 3(5)A, 9-02 . 1 (6) , and 9-02 . 5 of the Washington State Standard Specifications . An asphalt tack coat having a grade of CRS-1 shall be applied at the rate directed by the Engineer. An additional tack coat between courses may be required as directed by the Engineer. PUBLIC CONVENIENCE AND SAFETY n addition to the provisions of section 1-07. 23(1) , the following will apply. Complaints received by the Engineer concerning public inconveni- ence or safety hazards will be referred to the Contractor for immediate corrective action. In addition to normal work hours , corrective actions will be taken on Saturdays , Sundays , holidays and at t.mes other than normal work hours . Upon deteiiination that a public inconvenience or safety hazard exists and up i inability to contact the Contractor after reasonable effort to de ao , or upon failure of the Contractor to immediately correct the unsatisfactory condition when ordered to do so by the Engineer, the County may without notice to the Contracto- or his Surety, =orrect the unsatisfactory condition and deduct the costs thereof from any payments due or coming due the Contractor. STANDARD CONCRETE CURB \ND GUTTER Where shown on the plans , or where ordered by the Engineer , cement concrete curb and gutter of the design and type specified on the plans shall be constructed to the line and grade as staked by the Engineer. All curved sections with radius under 500 feet shall be formed with curved sections to match the radius all in accordance with the details shown on the plans , and shall comply with Section 8-04 of the Washington State Standard Specifications. WATER DISTRIBUTION SYSTEM SECTION 72 - PIPE FOR EATER MAINS 72-1 GENERAL Pipe va ves , fittings and materials as described in the following able specifications and plans and shall conform to the requirments of the applicable sections of the A.P.W.A. Standard Specifications , as modified herein. 72-2 . 02 DUCTILE IRON PIPE Ductile Iron Pipe shall conform to ANSI Specification A21. 51-1965 (AWWA C151- 71) . Ductile Iron Pipe shall be cement lined and sealed in accordance with ANSI Specification A21 . 4-19 (AWWA C104-71) , 6" through 12" pipe shall be 1116" cement lined and 14" through 24" pipe shall be 3/32" cement lined . cWERS The pipe joints shall conform to ASA Specification A21 . 11-1964 (AWWA C111-64) . STERILIZATION & FLUSHING OF WATER MAINS Sterilization of water mains shall e accomplished by the Contractor in accordance with the requirements of the State Health Department and in a manner satisfactory to the Engineer. The section c be sterilized shall be thoroughly flushed at maximum flow prior to chlorination. Sections will ordinarily be sterilized between adjacent gate valves unless , in the opinion of the EngineeT , a longer section may be satisfactorily handled. Chlorine shall be applied by solution feed at one end of the section with a valve or hydrant at the opposite end opened sufficie-"ly to permit a flow through during chlorine application. The chlorine solution shall be fed into tLe pipeline already mixed by an automaticall) proportioning applicator 10 so as to provide a steady application rate of not less than 60 P"M chlorine. Hydrants along the chlorinated section shall be opened during application until the presence of chlorine has definitely been detected. When the chlorine concentration of not less than 50 PPM has been established throughout the line, the valves shall be losed and the line left undisturbed for 24 hours. The line shall then be thoroughly flushed and water samples taken for approval by the local health agency. The Contractor shall exercise special care in flushing to avoid damage to surrounding property. Finish shall be as selected by Engineer. Pole shall be square non-tapered steel for 35 foot mounting height, complete with shoe base, anchor bolts, wiring hand- hole, and grounding terminal. INSTALLATION• 1 General: Drawings indicate generally the extent of the installation which includes duct system, manholes, pad mounted transformers, primary and secondary service cables, fire alarm cable, and exterior lighting system for walk- ways, parking, storage area and street. ,2 Excavation and Backfill: Provide all excavation and back- fill for duct system, manholes, pad mount transformer vaults and light pole bases, and lighting conduits. Duct system excavation shall be to a depth that will provide a minimum of 24 inches of cover over top of the duct bank. Excavation for exterior lighting system conduits shall be 24" minimum. Manholes excavation shall provide a minimum of 18" cover at finish grade or ton of road surface. Pad- mounted transformer vaults shall be excavated to a depth that will allow top of cover to be 2 inches above finish grade. Install shoring to retain the sides of the excavation. Shoring for the duct system may be used to form the sides of the duct runs. w 1 r ELECTRICAL Page 8 No backfill shall tie done until approval has been given by the Engineer. All Backfill shall be done with suitable material from the excavation. Where conduits cross duct bank a I" layer of sand shall be placed between duct bank and conduit. Backfill shall be placed to provide a compac- tion of 95 percent at Optimum moisture content. Duct bank backfilling shall not begin until concrete has set for at least three days. The first layer of Backfill shall be slightly compacted to prevent damage to duct bank and shall be placed on both sides of duct simultaneously. Backfill material in any case shall not be placed in layers j of more than 8 inches in loose thickness and then compacted 1 with mechanical vibrating tampers, .3 Duct Banks: Forms snall be provided for both sides of duct banks and shall be removed prior to backfill. Ducts shall be laid to slope toward vaults and shall enter vaults in a perpendicular position for at least 18 inches, Openings in vaults shall be carefully made to prevent damage to vault walls. Terminations in vaults shall be with standard end bells carefully grouted into vault openings. Plastic spacers as specified shall be placed between ducts at five foot int4rvals and shall be securely tied or banded to ducts with wire or metal straps . Changes in direction shall be made with large sweep bends with minimum radius of 12 '-6". Place concrete in duct banks c74-th minimum fail to prevent damage to ducts. Concrete shall be vibrated with an approved type mechanical vibrator with a head not larger than one inch in diameter. Duct banks shall be poured from manhole to manhole without construction joints. ELECTRICAL Page 9 Within five days of completion of duct bank, bank shall be tested for obstructions and flattening of ducts by drawing a mandrel between terminations. M ndrel shall be made of wood with edges rounded not more than 1/4" and shall be 1�" diameter by 2;1" long for 2" duct, 2�" diameter by 3�" long for 3" duct and 3�" diameter by 4J" long for 4" duct , Prior to mandreling ducts shall be cleaned with stiff wire bristle brush at least 1/4" larger in diameter than inside diameter of duct and length at least equal to the diameter of duct, and the process repeated with a rag swab to clean out particles of foreign natter . Each spare duct run and all telephone and intercom ducts shall have installed a pull-line, two ply polypropylene Greenlee Cat, #431. Extend line five feet beyond ends of ducts. Any defects discovered during the duct testing shall be immediately corrected and the tests repeated until the condition is satisfactory. 4 Manholes and Padmounted Transformer Vaults: Manholes and vaults shall '',a set on a bedding material which shall not be placed until excavation has been comps^ted with a tamp- ing compactor with full coverage in two directions at right angles to each other. Compactor shall be Jay Tamper Model 1-13 or Wacker Vibroplate Model VPG160 or similar equivalent compactors. First layer of bedding ::mterial shall be 1�" minus crushed rock compacted to a thickness of at least 6 inches . Second layer shall be uncompacted washed sand in a layer 2 inches thick. Bed shall be checked for level before it tallation of vault. Cover and precast riser sec- tion shall be grouted at joints with cement grout consisting of one part cement and two parts sand and sufficient water to form a plastic slurry. Fill all voids in joints being sealed, ,5 Primary Cable Installation: Drawings indicat * extent of primary power feeder. All terminations shall be made up in stress cones as recommended by cable manufacturer. All splicing and terminations shall be made by an experienced cable splicer. No undue stress shall be placed on cable ins •lation during pulling process . Use dynamometer to de termine stress and keep within limits as specified by manufacturer of cable. All exposed sectione o: primary cable at manhdes and cable vault shall be arc-proofed by taping each phase conductor with 3m #7700 electrical arc and fireproofing tape half- lapped and secured with a spiral wrapping of Scotch Brand ##27 one-half inch wide glass cloth electrical tape, i 3F ELECTRICAL Page 10 Incoming primary shall terminate in stress cones at utility metering cabinet. Taps and splices in manholes shall be made with splicing material of type as recommended by manu- facturer. Terminations at pad mounted transformers shall be made with load break connectors as specified. Concentric neutral conductor shall be grounded at metering cabinet, at manholes and at pad mounted transformers. Grounding conductor shall be 11/0 bare copper and shall be supported by clamps to wall of manhole or vault from cable connection to point where conductor drops to grounding connection. Upon completion of all terminations a d.c, high voltage acceptance test shall be made in the presence of the Engin- eer. The cable shall be open at all terminations and the test voltage and length of time applied shall be as recom- mended by the cable manufacturer . If tests prove unsatis- factory condition, corrections shall be made and test applied again. Submit report on final test results. .5 Secondary Cable Installation: Secondary conduits shall be installed from pad mounted transformers to stubbed out con- duits from buildings and also from stubbed out sub-feeder conduits from building to building as shown on drawings . Conduit may be either rigid steel or rigid plastic Schedule 40. Rigid steel conduit shall be painted with two coats of Koppers Bituplastic #33. Rigid plastic conduit shall be encased in concrete with at lEist 3 inches cover all around, Where the secondary conduit is a sub-feeder a ground conduc- tor shall be pulled in the plastic conduit sized per Table 250-95 of the National Electrical Code. Secondary service cables shall be installed of sizes as shown on drawings. Cable shall be terminated at supply end at the padmonnted secondary bushings and at the service center ir. the buildings. Where service is from building to building cables shall terminate at the feeder supply breaker and the sub-feeder panel, or where shown on drawings from the feeder junction box to the sub-feeder panel. .7 Fire Alarm, Telephone, and Intercom: Install fire alarm, telephone, and intercom conduits from building stub-outs to manholes and from building to building as shown on drawings. The attached map indicates a conceptual design for water and fire protection with the layout given to our office. We suggest a combined water supply and fire protection system connected off of the high pressure Renton Highlands grid at N.E. i,rh and Monroe Ave. N.E. A 16" water main should be extended down the new Monroe Ave. N.E. access road, and a 12" pipe 7y5tem looping the interior of the shop facility. Individual meter connections for the buildings can be installeJ off of the 12" and 16" water mains. The Fire Protection Department recornrtvmds that 9 (nine) hire hydrants be installed in order to properly protect this site. The City water system can supply the required 3500 gpm at 20 psi residual which is the maximum fire demand on your site. ?F} Sanitary sewer service can be provided from the Maplewood plat along the Cedar ti River. The attached map and two tables outline our schematic design 4or the sanitary sewers to serve your site. We suggest a 15" and 8" trunk be construc- ted from the N.aplewood Plat with sufficient capacity to serve all the King County owned property and some adjacent property. Our attached map indicates the ultimate service area, including the trailer court proposed by Dean Bitney. l Please note a portion of the Maplewood sewer line on 5th Ave. E. will have to > 1 be upgraded from an 8" to a 15" diameter sewer. d. There are several legal and financial points that should be rescived in a future meeting of our two departments. RECITALS A. City of Renton owns, operates, and maintains an eight (8) inch sanitary sewer of 742.9 lineal feet on 5th Avenue East in Local L• orovement District Number 249 known as the Maplewood Sanitary Sewar as shown in Exhibit A, attached hereto. B. King County has connected a twelve (12) inch sanitary sewer feed- ing into the Eastern end of this line at manhole number five (5) , Station 10+9788, as shown on Exhibit A, attached hereto. C. City of Renton has a fifteen (15) inch sanitary sewer connected to the Western od of the eight (8) inch line at manhole number 3, station 3+54 , as shown on Exhibit A, attached hereto, this fifteen (15) inch line is the main discharge into the Metro Sanitary sewer line. D. The flow capacity of the eight (8) inch line des-ribed in "A" above, will reach its rated capacity within approximately ten (10) years. When the City of Renton has determined that the capacity has been reached they will contact King County Depart- ment of Public Works who will verify this condition exists at a. joint meeting with the City of Renton. E. Both King County and the City of Rentor agree that the eight (8) inch line, described in "A" above, will have to be replaced with a twelve (12) inch line. F. Both King County and the City of Renton mutually desire to participate in the cost of replacing the eight (8) inch line with a twelve (12) inch line. King C.;ur,ty agrees to pay 50% of the accepted and approved bid price. The City of Renton agrees to pay the other 50% of the accepted and approved bid price as well as all design and engineering costs appurtenant thereto.
