Public Works Director RB:ckd Enclosure BID REQUIREMENTS RCW 35. 23. 352 /RCN 35.22.620 AGO 1977 No. A A code city is not required to call for competitive bids when contracting for the purchase of supplies, materials and equipment which are not being procured in connection with a public work or improve- ment project Senate Bill 2161 1979 This is a substantial change in the prior state law, in that non-charter code cities are given the opportunity to be treated as first class cities under the bid statutes. It is unnecessary for us no t.o bid on public works projects that do not exceed S10,000.00 and if 'he project is for the construction of watermains, that sum is $15,000. 00 If the expense of the project does not exceed $30,000.00 the City may maintain a small works roster and not go directly to public bid. There is a require- ment in that case that the City invite at least one proposal fro^ a ninority contractor, provided that contractor shall be qualifieP to do that y;,e of work. It would be unnecessary for the City to go to public bid on projects above mentioned when under $10,006 or $15,000 if a waterma . involved. A public bid coukd be from the small works roster if under S3•;,L: Over S30,000 the prior public bid process is necessary Noncharter code cities of Jn 000 or over population would not hr a to call for bids for the purchase of materials, supplies, b equipment not related to a public works or improve- ment unle,s they elect to do so by providing therefor in a city ordinance.
