June 29. 1984. the amount due to the contractor is $8.483.07. It is recommended
that the City Council accept completion of the contract as of September 10. 1984, If
after thirty days, no liens or Claims are outstanding and proof of r-yrnent of tax and
insurance liabilities has been received, it is recommended that the retained amount
of $1.439.47 be caid to the contractor.

The bid• were op ned and we received four bids: CAL-TOM,
GELCO, cAKEViE ` VIDEO SCAN. Two bidders provided prices
using the spec grout by 3-M Company: CR-250, a high
strength, non-,jxic grout. Two bidders proposed an alternate
non-specified grout; a weaker, chemically toxic grout.
The alternate .cylamide grout was not specified, but 1 told
the prospective bidders that, under our APWA Specifications,
we would at least look at alternate bids, but we were not
required to award to the apparent low bidder.
I have attached the bid breakdowns. The low bid using the
specified CR-250 - 3M grout is GELCO at $50,888. This is
over the budgeted amount of $42,000. 1 would request that
we award to GELCO, reduce the quantity of work to about
7,500 lineal feet of pipe to bring the scope of work dawn
to the budgeted amount. I have called GELCO and they would
take the job on this condition.
Your approval and permission to refer to the City Council is
requested.

Dear Mr. Hargrave:
Per our phone conversations last month I have attached the test proce-
dure and preliminary data we have generated to show the relative strength
{ and flexibility of the 3M Sealing Gel Compound CR-250. As we discussed,
this data was generated in a laboratory situation designed to approxi-
mate the conditions observed at Libby dam. Our understanding from your
drawings is that total movement in these cracks is approximately 0.015
inches with a maximum seasonal movement of 0.005 inches.
To duplicate this in the laboratory we took two blocks of concrete and
positioned them with metal shims so that a gap of about 0.015 inches could
be maintained between the inner faces of the blocks. The chemical grout
was then poured into this gap as a low viscosity liquid and Sllow:d to
gel. (See Figure 1). After an appropriate time for conditioning the blocx
was placed in an Instron testing machine (see Figures 2 and 3) and the
blocks pulled apart at a rate of 0.004 inches (0.1 mm)/minute. The peak
load at failure and the extension to failure were recorded for each sample
test.

All data given is an average value of two or three samples tested.
The extension of the CR-25u gel can be seen in Figure 4 :here the gap
between the blocks has been opened approximately 50 mils. by the testing
machine. Note that the gel still retains adhesion to the concrete despite
beingdrawn down by the movement of the blocks.
j Figure 5 shows the concrete blocks after delamination during the extension
test. Metal shims used to obtain the initial 15 mil gap are shown in this
picture. Retention of material on both substrates indicates that failure
occurred due to low cohesive strength of the gel not adhesive failure at
the interface.
Close up of the surface of the del aminated blocks are shown in Figure 6 for
CR-250 and Figure 7 for acrylamide grout.

Bid - Sunset Sewer System
The bids were opened and we received four bids: CAL-TOM,
GELCO, LAKEVIEV AND VIDEO SCAN. Two bidders provided prices
using the specified grout by 3-M Company: CR-250, a high
strength, nontoxic grout. Two bidders proposed an alternate
non-specified grout; a weaker, chemically toxic grout.
The alternate acylamide grout was not specified, but 1 told
the Prospective bidders that, under our APVA Specifications,
we would at least look at alternate bids, but we were not
required to award to the apparent low bidder.
I have attached the bid breakdowns. The low bid using the
specified CR-250 - 3M grout is GELCO at $50,888. This is
over the budgeted amount of $42,000. 1 would request that
we award to GELCO, reduce the quantity of work to about
7,500 lineal feet of pipe to bring the scope of work down i
to the budgeted amount. 1 have called GELCO and they would i
take the job on this condition.
