The study included seven alternatives, including all of the alternatives from the previous study and four add.txonal alternatives. Construct a sanitary sewer west along NE 24th Street under SR 405 (part open cut and part jacking and boring installation) . Refer to Figure 4. B-1. Construct a sanitary sewer north within the SR 405 right-of-way to HE 28th Street (all open tut installation) . Refer to Figure S. B-2. Construct a sanitary sewer north within the SR 405 right-of-way to NE 28th Street (part open cut and part jacking and boring installation) . Refer to Figure 5. 9-3. Construct a aanitaryy sewer north, adjacent to, but, outside of the SR 405 right-of-way to NE 26th Street (all open Cut installation) This alternative differs from Alternative B-1 in that sheeting and shoring of the trench is required near house foundations. Refer to Figure 6. 3-4. This alternative is the City's proposed alignment. Construct ■ sanitary sower north, staying outside the SR 405 right-of-way to the greatest extent possible. This alignment locates the sanitary sewer on private property for approximately 1,000 L.F. then crosses over into the right-cf-way for approximately the last 600 L.F. (all open cut installation) . Itemised cost estimates for each alternati,.e are found in AQpendix B. The order-of-magnitude estimates include B.- percent sales tax where appropriate. Several design assumptions were necessary to complete the cost sstimates. The sanitary sewer pipe size and minimum slope were provided by the City's engineering staff (".-inch pipeline at 0.004 slope) . Direct buried pipe was assumed to be PVC a..l carrier pipe within casing was assumed to be ductile iron. Manholes are provided at 400 feet spacing, changes in direction, and changes in slope. Salvaging existing manholes and pipeline (Alternatives C-1 and C-2) was assumed to be offset by added labor costa. I The least expensive routing is Alternative 9-1. This alignment locac •s approximately 1200 L.S. of the proposed pipeline within the SR 405 right-of-way. The Proposed alignment, Alternative B-4, is somewhat more costly dua to additional manholes and easements, however, reduces the length of pipeline within the SR 405 right-of-way by one- half, to approximately 600 L.P. Lutz page 4 January 5, 1989 PROPOSED ALIGNMENT -- ALTERNATIVE B-4. Refer to Figures 1, 2, and 3. Alternative B-4 includes the installation of approximately 1,600 L.F. of 8-inch sanitary sewer and eight manholes. Alternative B-4 utilizes open cut construction and limits encroachment into the SR 405 right- of-way. Due to the proximity of some houses to the east SR 405 right-of-way boundary ;Refer to Figure 3. ) , it is proposed that the northernmost 600 feet of pipeline be located within the right-of-way. ALTERNATIVE ALIGNMENTS INVESTIGATED ALTERNATIVE A. The design for the NE 24th Street Crossing has been completed by CH2M HILL and :s the basis for the Alternative A. evaluation and cost eazimate. The conceptual layout is shown in Figure 4. Alternative A. would include installation of approximately 700 LF of encased sanitary sewer carrier pipe; approximately 250 LF of open cut pipe Installation; and 4 new manholes. The geotachnical investigation report conducted as part of this design is fou..d in Appendix A. Geotechnical recommendations as pertain to the pipe jacking and boring operation are discussed on pages 9 and 10 of the geotechnical report. The estimate is based upon CH211, '-LL's previous design modified to eliminate the 24- :nrh stormwater sewer carrier pipe and down sizing the 12-Inch sanitary sewer carrier pipe to 8-inch. These modifications provide for an equitable comparison between alternatives. The 24-inch stormwater piping was included in the previous design as a result of the large diameter casing size recommended fcr installation accuracy (adequate space avalilable) . ALTERNATIVE B-1. The conceptual layout for the open cut alternative within the Sh 405 right-cf-way is shown in Figure 5. The worn would consist of approximately 1,600 LF cf open cut pipe installation with 7 new manholes. It is assumed that the existing 6-foot chair link fence on the east SR 405 right-of-way would require removal and replacement. J J }GM 0, Ste (M2M MILL SE. Mr. James L. Alternative B-2, follows the same alignment as Alternative B-1., however, the northernmost 400 LF of pipeline would be jacked and bored (maximum depth of bury approximately 30 feet) . A 30-inch dialr.eter casing to ?sad in the estimate to reflect a lesser degree of casing installation accuracy (as compared to the SR 405 and Jones ^venue NE requirements) . This is possible because of the favorable invert elevation of the existing manhole in NE 18th Street. The 30-inch diameter casing is considered minima'_ in that if large obstructioca are encountered they could probably be dealt with from within the casing. ALTERNATIVE B-3. The conceptual alignment is Shown in Figure 6. Alternative B-3 locates the sanitary sewer completely outside of the SR 405 right-of-way an privet• property. The alignment is unobstructed for the first 1,000 L.F. , howevar, houses adjacent to the east tight-of-way boundary require that the trench be sheeted to protect foundations. Sheeting is limited to 290 L.F. of trench immediately adjacent to the :.ousee. ALTERNATIVE C-1. The conceptual alignment is shown in Figure 7. The 8-inch sanitary sewer would located along Jones Avenue NE connecting to the existing sanitary Sewer in NE 28th Street. The work would consist of approximately 1,440 LF of sanitary sewer and 4 new manholes. It was assumed that the existing 8-inch sanitary sewer within Jones Avenue NE would be removed and replaced with new pipeline. Salvaging existing sewer materials ldry7 would not result in significant cost savings due to the additional labor required. Alternative C-1. would result in a maximum open cut depth of 35 feet in the vicinity of NE 28th Street, and side sewer connections would need to be correspondingly deep with temporary disruption to existing Services. Surface restoration for Jones Avenue NE includes full-width AC pavement restoration with curb and gutter. Costs for additional street improvements including s'.orm drain and sidewalk have been estimated as well based upon recent requirements for the Renton. well SA pump Station design. Should these improvements be required, the cost estimate presented in Table 1. ($444,000) would increase by an additional $195,000. l� J J Mr. James L. Lutz Pagn 6 January 5, 1989 ALTERNATIVE C-2. Identical alignment as C-1. with the last 535 L.T. jacked and bared. One advantage to this alternative is that existing sanitary sower connections would not be disrupted. Due to accuracy requirements, a 48-inch diameter casing is recommended. Surface restorations are as discussed above far alternative C-1, with some savings resulting from the jacked and bored section.. Again, additional storm drain and sidewalk improvements would increase the estimated cost for this alternative 13675,0001 by an additional $107,000, The City is anxious to finalize the West Kennydale Sewar Extention alignment as soon as possible since it impacts other work in progress. We feel that the proposed alignment provides an economical solution to providing sanitary services to the West Kennydale neighborhood while minimising any impact to the SR 405 right-of-way. The 30-inch diameter casing is considered minimal in that if large obstructions are encountered they could probably be dealt with from within the casing. ALTERNATIVE B-3. The conceptual alignment is shown in Figure 6. Alternative B-3 locates the sanitary sewer completely outside of the SR 405 right-of-way on private { property. The alignment is unobstructed for the first 1,000 L.F., however, houses adjacent to the east right-of-way { boundary require that the trench be sheeted to protect foundations. Sheeting is limited to 290 L.F. of trench immediately adjacent to the houses. ALTERNATIVE C-1. The conceptual alignment is shown in Figure 1. The 8-inch sanitary sewer would located along Jones Avenue WE connecting to the existing sanitary sewer in NE 28th Street. The work would consist of approximately 1,440 LF of sanitary sewer and 4 new manholes. It was assumed that the existing 8-inch sanitary sewer within Jones Avenue NE would be removed and replaced with new pipeline. Salvaging existing sewer materials (dry) would not result in significant cost savings due to the additional labor required. In lieu of a surety bond .to ensure compliance with the terms and conditions of i this permit the City of Renton agrees that the Department may effect reimburse- ment of the amount necessary to restore the highway from the monthly fuel tax allotments which the City of Renton is normally entitled to receive from the Motor Vehicle Fund, and in accordance with RCN 47.08.090. x 33. Construction of this facility will not be permitted from the through traffic roadways, shoulders or ramps of SR 5. All access during construction shall be from outside the State right-of-way. x 34. The limited access fence must remain in place or temporarily enclose the work area at all tires to prevent access to the highway. x 35. All slopes must be seeded and protected from erosion vegetation is re- established. x 36. The permit holder shall be required to maintain traffic at all times, no lanes or ramps shall be allowed closed. x 37. Special Provision No. 32 shall remain in effect a minimum of 1 year after completion of construction, or until it is determined to the satisfaction of the Department that no damage to the State right-of-way will occur, whichevr- is greater. x 38. The utility will be required to place locator tape or other device for future -_� location of the utilities facilities within the State right-of-way. The most practical route of the four (Exhibit A), is the one requiring a franchise from Uie State to install a 12- sewer line and manholes In the 1-405 Right-of-way from STA 392.0,, to STA 401.84.2. The sewer line would run parallel .lth and adjacent to the oast Right-of-way '.ine. Periodic access to the manhole would also be needed for maintenance and inspection of the system. ALTERNATE -A" Primary Route This route involves the minimum Right-of-May acquisition requiring easements across only a lots; one of which belongs to MSDOT, and one to the City of Renton. The south end of the route is through a draw with a Small creek which will need to be restored after construction. The north end of the draw where the proposed sewer line would enter the I-405 Right_o,_May, will be in fill, and the northerly terminus will be in cut appror. 25'. An access road, and a _ gate In the limited access fence, will have to be maintained over the sewer so that maintenance and Inspection of the manholes can be performed. 5/28/86 F1.1.2 i i i ALTERNATE "8" ROUTE This route 1s across lots between 1-405 and Jones Avenue N.E. Due to the singe of the ground which rises from the 1-405 corridor to the east. This route averages 5 to lu feet deeper than that proposed in Alternate •Aw. The northerly 600 feet of this route is developed with single-fsr,ily homes on 8600 sg• ft. lots. Due to .he depth o• the sewer main, which ranges from 10 feet at the south end of the project to 40 feet at the north end; the sewer line easement will have to be 30 feet wide with an additional 20 fect of temporary construction easement. This will make 12 and 7 in the URCR Subdivision unusable for building and will have to be purchesed nutright, LTC 2 is built on, therefore the house will have to be purchased or relocated. This substantially increases the Right-of-May costs as reflected in the Cost Estimate. 5/28/86 1-1.2 f ALTERNATE ROUTE "C" This uute is ell In N.E. 24th Street and crosses 1-A05 at a right angle. This route, outside of the freeway Right-of-Way, Is all In City-owned Right-of- Wad• which is only 30 feet wide. The cut on the east side of 1-405 is 26 feet and the cut on the rest side is 35 feet. There is a frontage road o each side of the freeway with access only from N.E. 24th Street. N.E. 24th Street on the west side o' 1-405 is accessed solely from Meadow Avenue N.E., which intersects N.E. 24th Street within the area of the 30-35 foot cut. These narrow Rights-of- Way and the deep cuts, will require the acquisition of tempor- ary easements and the construction of temporary by-pass roads to provide local and emergency access to the effected properties. The Utility/Grantee, its successors and assigns, agrees to protect the State of Washington, its officers ai,d employees and save them harmless from all claims, actions or damages of every kind and description which may accrue to or be suffered by any person, persons, or property by reason of the acts or omissions of the Utility/Grantee, its assigns, agents, contractors, licensees, employees or any person whomsoever, in connection with Utility's/Grantee's, its assigns', agents', contractors', licensees' or employees' construction, installation, maintenance operation, use or occupancy of the right of way or in the exercise of this permit/franchise. In case any suit or action is brought against the State of Washington, its officers and employees arising out of or by reason of any of the above causes, the Utility/Grantee, its successors or assigns will, upon notice of such action, defend the same at its sole cost and expense and satisfy any judgement against the state of Washington, its officers, or employees: PROVIDED, that if the claims or damages are caused by or result from the concurrent negligence of (a) the State of Washington's agents or employees and (b) the Utility/Grantee or Utility's/Grantee's agents or employees, and involves those actions covered by RCW 4.24.115, this indemnity provision shall be valid and enforceable only to the extent of the negligence of the i Utility/Grantee or the Utility's/ Grantee's agents or employees.
